IT REALLY HELPS THAT FOUNDATION FOR OUR STUDENTS TO REALLY HELP FIGURE OUT WHAT IT IS THAT THEY WANT TO DO AND HAVE THESE GREAT TEACHERS TO CONNECT THEM IN AND BRING THESE OPPORTUNITIES TO THEIR DOOR. BUT THE PREVIOUS SITE COORDINATOR, I SHARED THE IDEA WITH HER, AND SHE SAID, OH, WELL, WE'VE GOT COMMUNITY PARTNERS IN THE AREA THAT MIGHT BE INTERESTED IN JOINING US. THE IDEA STEM FROM HEARING OUR COMMUNITY MEMBERS TALK ABOUT THE THINGS THAT WERE BARRIERS FOR THEM AT HOME AND WERE POTENTIALLY IMPACTING THE ATTENDANCE OF THEIR KIDS. IT STARTED OFF AS A PROJECT TO ADDRESS JUST THOSE BASIC NEEDS TO GET KIDS IN THE BUILDING. BUT WHAT IT HAS TURNED INTO, IT'S REALLY BIGGER THAN THAT. WE'VE HAD FAMILIES SHARE THAT HAVING THE HAIR SALON IN PLACE MEANS THAT THEY DON'T HAVE TO TAKE OFF WORK TO TAKE THEIR CHILD TO GET A HAIR APPOINTMENT. THEY'RE SAVING WORK HOURS, THEY DON'T GET DOCKED PAY FOR THAT. THEN THEY DON'T HAVE TO PAY FOR THE SALON SERVICES, SO THAT'S ANOTHER 30, [01:15:01] $40 THAT THEY'RE SAVING, AND THEN THEY DON'T HAVE TO PAY FOR GAS. THE LOWEST OF WHICH WAS JUST OVER $1.8 MILLION TO ROOF SYSTEMS OF VIRGINIA. THIS IS A COMPANY THAT WE HAVE WORKED WITH ON MANY ROOF PROJECTS IN THE PAST. THIS PRICE OF JUST OVER $1.8 MILLION IS REFLECTIVE OF CURRENT MARKET CONDITIONS FOR ROOF RECONSTRUCTION EFFORTS OF THIS COMPARABLE SCOPE, [01:20:07] TIME CONSTRAINTS, SUMMER WORK, AND LABOR BURDEN. THERE IS NO FISCAL IMPACT TO THIS BID AMOUNT. BUT WE ARE AT A POINT WHERE WE ARE ABLE TO COME TO YOU ON THURSDAY WITH A REVISED PROPOSAL FOR OUR BUDGET THAT WE WILL THEN TURN OVER TO THE BOARD OF SUPERVISORS ON OR BY MARCH 1, ESSENTIALLY FRIDAY, AND THAT WILL KICK OFF THEIR PROCESS. THEY HAVE THEIR FIRST BUDGET WORK SESSION ON THE 12TH AND THEY'LL GO THROUGH THEIR PROCESS. FROM THERE, ALL OF THIS AS WE WAIT FOR THE STATE PROCESS TO PLAY OUT AS WE DISCUSSED A LITTLE BIT THIS AFTERNOON. WHAT I WILL DO TODAY IS GIVE YOU A QUICK REFRESH OF THAT SUPERINTENDENT PROPOSED BUDGET. WE'LL TALK A LITTLE BIT ABOUT WHAT THE STATE GENERAL ASSEMBLY HAS APPROVED AND HOW THAT IMPACTS WHAT THIS PROPOSAL IS, AND THEN WE'LL LEAVE IT OPEN TO THE FLOOR FOR COMMENTS AND CONSIDERATIONS BEFORE I COME BACK TO YOU ON THURSDAY WITH YOUR OPPORTUNITY TO APPROVE THIS BUDGET. THE STATE BUDGET UPDATE, WE TALKED A LITTLE BIT ABOUT THIS THIS AFTERNOON. THE GENERAL ASSEMBLY HAS COME THROUGH AND HAS APPROVED SOME AMENDMENTS TO THEIR BUDGET. THIS IS ON TOP OF WHAT THE GOVERNOR HAS RECENTLY APPROVED OR PUT FORTH IN DECEMBER. REMINDER THAT GOVERNOR PUT FORWARD ABOUT A $12 MILLION INCREASE TO CCPS. THAT'S A NUMBER WE'VE BEEN WALKING AROUND WITH OVER THE COURSE OF THE LAST MONTH. FROM THE GENERAL ASSEMBLY, THERE WAS REALLY THREE BIG PIECES TO WHAT THEY APPROVED OVER THE WEEKEND. THE FIRST IS THE LONG AWAITED REMOVAL OF THE SUPPORT CAP. THIS IS A PRETTY MASSIVE AND IMPORTANT PIECE OF LEGISLATION AND BUDGET AMENDMENT SHOULD IT GO THROUGH. THAT'S AN ESTIMATED IMPACT OF JUST NORTH OF $12 MILLION. THEY'VE ALSO ENHANCED SPECIAL EDUCATION FUNDING TO THE TUNE OF ABOUT THREE MILLION TO CHESTERFIELD COUNTY, AND THEY'VE ALSO PROPOSED $1,000 BONUS FOR SOQ POSITIONS TO BE PAID BY JUNE 1. ALL OF THIS IS SAID WITH THE BIG GIANT ASTRIC THAT WE STILL NEED TO WAIT FOR THE GOVERNORS SIGNATURE ON THE BOTTOM OF THE BUDGET, AND IT'S SUBJECT TO ONGOING DISCUSSIONS AND NEGOTIATIONS FROM THERE. HE HAS 30 DAYS FROM THE 24TH, OR A COUPLE OF DAYS AGO, ON 24 MARCH TO APPROVE, SO WE'LL ANXIOUSLY AWAIT TO HEAR WHAT COMES OUT OF HIS OFFICE. WHAT DOES THAT ALL MEAN TO THE SUPERINTENDENT'S PROPOSED BUDGET AND THE SCHOOL BOARD BUDGET THAT WE'LL PROPOSE. WE'VE HAD THAT. WE'VE ALSO HAD SOME ADDITIONAL CONVERSATIONS OVER THE COURSE OF THE MONTH. HERE ARE SOME OF THE CHANGES THAT STAFF WILL RECOMMEND TO AMEND TO THE SUPERINTENDENT'S PROPOSED BUDGET. [01:25:04] FIRST AND FOREMOST, WE'D LIKE TO RECOMMEND INCORPORATING 15.4 MILLION IN ADDITIONAL STATE REVENUE. THIS IS THE AMOUNTS FROM THE SUPPORT CAP AND THE SPECIAL ED FUNDING THAT THE GENERAL ASSEMBLY HAS RECENTLY APPROVED. WE'RE GOING TO KEEP OUR FINGERS CROSSED THAT THE GOVERNOR ALSO APPROVES THAT SHOULD THINGS CHANGE AND THAT BE AMENDED. WE DO THIS SEEMINGLY EVERY YEAR. FOR THE LAST SEVERAL YEARS, WE'LL COME BACK AND MAKE AMENDMENTS AFTER THE FACT, BUT FOR NOW, WE FEEL REASONABLY CONFIDENT THAT THOSE TWO PARTICULAR PIECES OF THE BUDGET ARE CERTAIN ENOUGH THAT WE'RE GOING TO ROLL THOSE INTO OUR RECOMMENDATION. THAT'S ABOUT 15.4 MILLION OF ADDITIONAL REVENUE FOR CHESTERFIELD COUNTY. IF YOU REMEMBER, WE WERE WORKING OFF OF AN UNFUNDED GAP OF 16.8 MILLION, SO IT DOESN'T QUITE CLOSE ALL THAT GAP. WE WERE ABLE TO TALK TO THE COUNTY AND WORK WITH THEM ON AN ADDITIONAL $1 MILLION IN ADJUSTMENTS FROM THE COUNTY. YOU SEE THAT HERE AS AN ADDITIONAL 600,000 IN ONE TIME FUNDING, AND A $400,000 REDUCTION IN SHARED SERVICE COSTS HAVING THE NET IMPACT OF $1 MILLION OF GAP CLOSURE FROM THE COUNTY. WE APPRECIATE THEM STEPPING FORWARD BEFORE THEIR BUDGET PROCESS REALLY KICKS OFF IN MARCH TO HELP US MEANINGFULLY CLOSE THE REMAINING GAP. WHAT THAT LEADS TO, IF YOU TAKE THOSE TWO ITEMS, YES, ONE OF THE IS AN EXPENSE ITEM, BUT IT LOOKS LIKE WE CLOSE 16.4 MILLION OF THE 16.8 MILLION GAP WE'VE BEEN TALKING ABOUT OVER THE COURSE OF THE MONTH. THAT REQUIRES US TO MAKE DECISIONS ON THE OTHER 400,000 AND I'M PROPOSING TO YOU TODAY IS THAT WE WILL ASSUME ALTERNATE FUNDING FOR THE RECOVERY ACADEMY. IF YOU REMEMBER, THAT WAS JUST UNDER $300,000, WHETHER THAT COMES FROM OTHER SOURCES TO BE IDENTIFIED THAT WE NEED TO WORK FORWARD, WHETHER THAT'S SCRUBBING OTHER PIECES OF OUR BUDGET OR OTHER PORTIONS WILL COME. TO A CONCLUSION ON THAT, THE COST DID NOT GO AWAY. THEY ARE STILL VERY REAL, AND WE STILL NEED TO COME UP WITH THAT FUNDING. THE REMAINING JUST UNDER $100,000, WE'VE SEEN SOME GOOD NEWS IN OUR TRANSPORTATION FUEL COSTS RECENTLY AND WE FEEL COMFORTABLE LOWERING OUR INFLATION EXPECTATION FOR TRANSPORTATION FUEL BY ABOUT 100,000 TO CLOSE THAT $400,000 GAP TO ALLOW THE SCHOOL BOARD TO PRESENT A BALANCED BUDGET TO THE BOARD OF SUPERVISORS, SHOULD THEY CHOOSE AS WE GO THROUGH THE COURSE OF THIS ADJUSTMENT. WE'RE ALSO INCORPORATE ONE OTHER TECHNICAL ADJUSTMENT IN HERE, WHICH IS REALLY IMPORTANT IN THAT YOU'VE HEARD SOME DISCUSSIONS ABOUT OUR PRE-K PROGRAM, WHERE WE'RE MOVING FROM HEAD START SEATS TO VPI OR STATE FUNDED PRESCHOOL SEATS, NOT CHANGING ENROLLMENT, NOT CHANGING TEACHERS, ETC., REALLY JUST A CHANGE IN FUNDING SOURCE. THAT'LL HAVE THE IMPACT OF SHIFTING MONEY OUT OF OUR FEDERAL GRANT FUNDING INTO STATE FUNDED AS WELL. THAT'S ABOUT A $1.2 MILLION SHIFT. NO REAL CHANGE TO BUSINESS OPERATIONS OTHER THAN TO SHIFT THAT FUNDING SOURCE AND BE ABLE TO TAKE ADVANTAGE OF SOME OF THAT STATE FUNDING THAT'S AVAILABLE FOR OUR PRE-K PROGRAM. AS I CONCLUDE THIS PROGRAM, I LOOK FORWARD TO HEARING OTHER CHANGES THAT THE SCHOOL BOARD MAY HAVE, SHOULD THEY SO CHOOSE BEFORE WE GO INTO THURSDAY'S DISCUSSION. WHAT THAT ALL LOOKS LIKE IN MY GOOD OLD FASHIONED NERDY FINANCE CHARTS, COULDN'T BE A PRESENTATION WITHOUT THEM. YOU CAN SEE HERE 25.6 MILLION WAS THE ANTICIPATED REVENUE THAT WE HAD TALKED ABOUT FROM THE SUPERINTENDENT'S PROPOSAL. WE ROLL IN THOSE OTHER ITEMS THAT WE TALKED ABOUT, IT MOVES IT TO 42.8 MILLION. YOU CAN SEE THAT SHOWS UP AS 16.6 MILLION IN ADDITIONAL STATE REVENUE. THAT'S THE 15.4 MILLION FROM THE GENERAL ASSEMBLY CHANGES, PLUS THE GRANT SWAP FOR THE PRE-K FUNDING. THE OTHER PIECE IS ABOUT $600,000 OF AN INCREASE IN THE USE OF RESERVES FROM THE COUNTY AS THEY CONTRIBUTED AN ADDITIONAL 600,000 TO HELP FILL THAT NEED. THAT LEAVES YOU WITH AN ADDITIONAL 17 MILLION IN FUNDING. 1.2 OF THOSE CAME WITH THE SAME EXPENSE ON THE OTHER SIDE THAT WE NEEDED TO SHIFT IN AS WELL. LOOKING AT OUR BUDGET SUMMARY REVISED, 42.8 ON THE LEFT. YOU CAN SEE HOW THAT ALL ADDS UP. EXPENSES ON THE RIGHT. OUR PROPOSED ADJUSTMENTS ARE NOW UP TO 42.0 MILLION AND ADD IN THE PRE-K FUNDING AND THE SHARED SERVICE ADJUSTMENT. I MENTIONED FOR A TOTAL OF 42.8 MILLION OF AN INCREASE IN THE FY26 PROPOSAL. I WON'T PRESENT THESE IN NAUSEUM AGAIN, BUT JUST A REMINDER, A BIG PIECE OF WHAT WAS ORIGINALLY LABELED THE AFFORDED ADJUSTMENTS WAS THE COMPENSATION ADJUSTMENT. YOU CAN SEE THAT 20.2 MILLION STAYS INTACT. THOSE OTHER REQUIRED INFLATIONARY ITEMS STAY AS WELL. WE'VE MADE ADJUSTMENTS ON THIS SLIDE TO REFLECT SOME OF THOSE ADJUSTMENTS I MENTIONED BEFORE. THIS USED TO READ 16.8 MILLION. YOU CAN SEE WHERE I'VE PUT A LINE THROUGH THE RECOVERY SCHOOL. [01:30:02] IT'S NOT THAT THOSE EXPENSES GO AWAY. IT'S THAT WE'RE GOING TO BE ON A SEARCH FOR ALTERNATE FUNDING FOR THOSE AS WELL AS THE ADJUSTMENT ON THE OTHER NEED SIDE FOR THE FUEL TO LOWER THAT ADJUSTMENT DOWN BY THE HUNDRED THOUSAND, I ALSO MENTIONED EARLIER. YOU PUT THAT ALL TOGETHER. THIS IS A REFRESH FROM THE EARLIER SLIDE. THIS IS WHAT YOUR SUPERINTENDENT'S PROPOSED BUDGET WOULD HAVE LOOKED LIKE WITHOUT ANY OTHER CHANGES, ABOUT A 4.5% INCREASE IN OPERATING AND A 3% CHANGE IN GRANTS. KEEP IN MIND, WE MADE AN ADJUSTMENT TO THE GRANT FUNDING FOR THE PRE-K ADJUSTMENT. WE FLIP TO THE NEXT SLIDE, WHICH REFLECTS WHAT I WOULD PUT FORWARD AS THE PROPOSED SCHOOL BOARD APPROVAL. THERE, YOU CAN SEE THE OPERATING INCREASE A LITTLE BIT. 4.54 MILLION. THE GRANT FUND ACTUALLY DECREASES BECAUSE OF THIS SHIFT, AND IT ALL ADDS UP TO ABOUT A 4.35 OR 4.33 IF YOU INCLUDE THE GOVERNOR SCHOOL INCREASE IN FY 26.
