YOU CAN SEE HERE A TOTAL OF $992 MILLION FOR CCPS, $997.8 WHEN YOU INCLUDE ARGS IN THERE AND THE VARIOUS ITEMS THAT WERE APPROVED, I THINK THIS IS THE LAST TIME I GET TO SHARE THIS SLIDE, AND I'M PRETTY EXCITED ABOUT THAT. I'VE SHARED IT MORE TIMES THAN I CARE TO COUNT. THE ONE THING I WILL CONTINUE TO HIGHLIGHT ON THIS SLIDE IS THE 4% COMPENSATION INCREASE THAT WAS PRESENT IN THE FEBRUARY BUDGET. GOOD NEWS, AS WE LOOK AT THIS BUDGET IS IT'S A PRETTY SIZABLE INCREASE, $31.7 MILLION. MISS CAMPBELL CAME AND TALKED TO YOU LAST A COUPLE OF WEEKS AGO ABOUT A $23.4 MILLION NUMBER IN THIS SPOT THAT WAS BASED OFF OF WHAT IS GENERALLY REGARDED AS PRELIMINARY HIGH LEVEL ESTIMATES FROM THE STATE. IT WASN'T A NUMBER SHE OR I MADE UP. I PROMISE YOU AS WE GET TO THE CALC TOOL, WE'RE ABLE TO DIG IN A LOT DEEPER AND FIGURE OUT WHAT THAT ACTUAL NUMBER IS. AND THE GOOD NEWS THIS TIME AROUND THE NUMBER WOUND UP BEING REASONABLY MORE. AND WE'RE PRETTY EXCITED ABOUT THAT AND WHAT THAT MEANS FOR YOU AND YOUR BUDGET. YOU CAN SEE THIS SLIDE IS LARGELY THE SAME AS WHAT MISS CAMPBELL PRESENTED A COUPLE OF WEEKS BACK. ALL THE BULLETS ARE MOSTLY THE SAME. WHAT I'VE ADDED ON HERE FOR YOUR INTERNALIZATION IS THE SIZING OF EACH OF THOSE NUMBERS. YOU CAN SEE HERE FIRST AND FOREMOST, THAT 3% RAISE THAT WAS INCLUDED IN THE STATE BUDGET. ONCE AGAIN, I MUST ENSURE THAT THERE IS CLARITY ON THIS THAT HELPS FUND THAT 4% RAISE THAT WAS INCLUDED IN THE BUDGET WE JUST APPROVED AND ADOPTED A FEW MOMENTS AGO. SO THE TOTAL RAISE WILL CONTINUE TO BE 4%. I DON'T WANT TO GIVE THE MISINTERPRETATION THAT THIS IS FOUR PLUS THREE. IN THIS CASE, THAT'S NOT THE CASE, THE RAISE IS 4% THIS YEAR. AT RISK FUNDING EL FUNDING AND OTHER ADJUSTMENTS MAKE UP THE BULK OF THE REMAINDER ON THIS. AND I'LL TALK A LITTLE BIT ABOUT THOSE AS WE GO FORWARD. BUT THAT ADDS UP TO ABOUT $31.7 MILLION TOP LINE ADJUSTMENT. THE GOOD NEWS AS WE LOOK AT THAT NUMBER, WE WERE ABLE TO GLEAN ENOUGH DETAIL ABOUT WHAT WAS IN THE BUDGET TO GET PRETTY MUCH THE NEXT SET OF ITEMS ABSOLUTELY CORRECT. THIS SLIDE HASN'T CHANGED FROM WHAT MISS CAMPBELL PRESENTED TO YOU A COUPLE OF WEEKS AGO, EXCEPT FOR THE TOP LINE AND THE BOTTOM LINE. THE STATE REVENUE OF $31.7 OBVIOUSLY HIGHER THAN THAT $23.4 WE TALKED TO YOU ABOUT, WHICH LEADS TO THE FOUR ADJUSTMENTS THAT YOU SEE DOWN TO $26.3 MILLION. I'LL COME BACK TO THAT NUMBER. THAT'S THE AMOUNT OF INCREMENTAL FUNDING WILL ACTUALLY LOOK AT TODAY THAT HAS SOME DEGREE OF BOARD DISCRETION. THE FIRST ITEM IN THIS ADJUSTMENT IS LARGELY A TECHNICAL ADJUSTMENT OF $2 MILLION. THAT NEW ENGLISH LANGUAGE SOQ WAS SIZED AT $2.2 MILLION AND ABOUT 24 FTES TO GET US TO THAT NEW SOQ LEVEL, $1 MILLION INCREASE REQUIRED FOR MAJOR MAINTENANCE. THIS IS SOMETHING THAT HAS ALWAYS BEEN ON THE BOARD'S LIST. THE WAY IN WHICH THE FUNDS CAME TO CHESTERFIELD COUNTY PRETTY MUCH MANDATED THAT THE FIRST MILLION OF THAT GOES TO MAJOR MAINTENANCE, TOTALLY ALIGNED WITH THE BOARD'S PRIORITIES. SO NO PROBLEM THERE. BUT WE INCLUDED IT ON THIS PACE BECAUSE IT CAME THROUGH AN OPERATION LINE THAT IS LARGELY DEDICATED TO WHAT ARE GENERALLY REGARDED AS OPERATIONAL, FIXED COST BUCKETS. AND THE LAST ITEM ON THIS LIST IS THE CREATION OF A SPECIAL EDUCATION PARENT AND FAMILY LIAISON. WHILE NOT FUNDED IN THE BUDGET, IT WAS DICTATED AS PART OF THE HOUSE BILL 1089 AND SENATE BILL 60. SO WE'RE GOING TO GO AHEAD AND FUND THAT AS PART OF THE SORT OF MANDATORY ADJUSTMENTS. AND PLEASE CONTINUE TO NOTE THAT THAT WAS UNFUNDED. SO THERE WAS NO FUNDING THAT CAME ALONG WITH THAT OTHER THAN THE CREATION OF THAT POSITION. SO $26.3 WILL BE THE NUMBER WE LOOK AT AS WE TURN THE PAGE. HERE THIS IS AGAIN A SLIDE THAT YOU'VE SEEN MORE TIMES THAN I CARE TO TALK ABOUT. THIS WAS THE SUPERINTENDENT'S UNFUNDED PRIORITY LIST THAT MISS CAMPBELL PRESENTED ON JUNE 4TH. AND QUITE FRANKLY, WHERE WE STARTED THE EXERCISE OF THE $26 MILLION THAT I JUST TALKED ABOUT. KEEP IN MIND, AT THE TIME THIS WAS PRESENTED, $18.5 OR SO MILLION WAS WHAT WE THOUGHT WE WOULD HAVE. THAT'S LARGELY THOSE ITEMS ON MY LEFT. [00:15:03] THE PRIORITIZATION LIST INCLUDED THE HIGH NEEDS BONUSES, ETC. DOWN THE LIST, AND WE HAD HIGHLIGHTED A FEW OTHER THINGS THAT WE WOULD CONSIDER SHOULD ADDITIONAL FUNDING COME TO FRUITION. SO WHERE ARE WE WITH THE $26.4? I PRESENT THIS SLIDE AND WE'LL STAY ON THIS ONE FOR A FEW MOMENTS. FIRST AND FOREMOST, ALL THOSE ITEMS IN THAT ABOUT $18.5 IS ACTUALLY $18.8 MILLION THAT WE TALKED ABOUT AS THE SUPERINTENDENT'S PRIORITIES A COUPLE WEEKS AGO. WE ARE PROPOSING TO FULLY FUND IN THIS REVISED BUDGET, INCLUDING HIGH NEEDS BONUS, THE IA BONUS, ADDITIONAL COUNSELORS, REMEMBER, THIS IS AT THE ELEMENTARY LEVEL TO ROUND THOSE UP. SO GETTING RID OF SHARED COUNSELORS AT THE ELEMENTARY LEVEL, OUR FRIENDS AT THE CITIZENS BUDGET ADVISORY COMMITTEE RECOMMENDED THAT ONE AND THE NEXT ONE, WHICH IS THE ADDITIONAL BILINGUAL LIAISONS. THIS WOULD FUND ADDITIONAL NINE OF THEM ACROSS THE DISTRICT. WE'RE STILL IN THE PROCESS OF PLACING THOSE AS WE GO FORWARD. COMMUNITIES AND SCHOOLS THIS WAS A BUY ONE, GET ONE DEAL WITH ASHLEY BEHIND US. THIS BUYS ONE. SHE'LL CONTRIBUTE THE OTHER ONE. SO WE'RE EXCITED ABOUT THOSE TWO EXTRA POSITIONS FOR OUR COMMUNITIES AND SCHOOLS. THE TARGETED COMPENSATION INCREASE OF $1.9 MILLION FOR THE VARIOUS OT, PT TYPE POSITIONS MOVING US CLOSER TO THE MARKET AVERAGE ON THOSE SUBSTITUTE PAY WAS A BIG ONE. IF YOU REMEMBER THIS ONE, AS WE WENT THROUGH THE BUDGET PROCESS WAS ONLY $700,000. THE MARKET FOR SUBSTITUTE PAY HAS INCREASED UNDER OUR FEET. SO BEFORE WE GO INTO A MARKET BELOW LEVEL, LET'S GO AHEAD AND MOVE IT TO THE NEW LEVEL. WE'RE PROPOSING ABOUT $136 A DAY FOR THOSE SUBSTITUTE POSITION, WHICH DID INCREASE THE COST TO ABOUT $1 MILLION FLAT ON THAT ANNUAL SUBSTITUTES ONE PER BUILDING AND SCHOOL SECURITY OFFICERS AT $4.2 MILLION. I'LL DEFINITELY TALK MORE ABOUT THAT ONE IN A FEW MOMENTS AS WELL. THE NEXT GROUP ARE LARGELY THOSE ITEMS THAT WE TALKED ABOUT AS PART OF DR. DAUGHERTY'S OTHER PRIORITIES THAT WE HAD TALKED ABOUT THROUGHOUT THE BUDGET PROCESS AS REQUIRING ADDITIONAL FUNDING SHOULD WE FIND IT. MAJOR MAINTENANCE HERE AT $1.5 MILLION. IF YOU REMEMBER, WE ADDED A MILLION IN WHAT I CALLED THE MANDATORY GROUPS. THIS, TOGETHER WITH THIS ONE AND A HALF, MOVES OUR TOTAL MAJOR, MAJOR MAINTENANCE FUNDING UP BY $2.5 MILLION TO $9 MILLION ONGOING. THIS IS STILL OBVIOUSLY WELL SOUTH OF THE AMOUNT NEEDED ON AN ONGOING BASIS. AND WE'LL CONTINUE TO WORK WITH THE COUNTY TO FILL THAT GAP. THEY FILLED THAT MOST RECENTLY WITH THINGS LIKE SPECIAL SPECIAL BOND OFFERINGS TO HELP FILL THAT GAP. BUT WE KNOW WE HAVE MORE WORK TO DO HERE. BUT THIS IS A FANTASTIC STEP IN THE RIGHT DIRECTION.
