BEFORE WE BEGIN THE MEETING THIS EVENING, I WOULD LIKE TO THANK EVERYONE FOR ATTENDING AND REMIND THE AUDIENCE THAT COMMENTS TO THIS BOARD MAY ONLY BE MADE AT THE PODIUM DURING THE PUBLIC COMMENT PERIOD.

COMMENTS FROM THE AUDIENCE ARE PROHIBITED AND ARE IN VIOLATION OF SECTION 18 .2-4 15 OF THE CODE OF VIRGINIA DISORDERLY CONDUCT AND PUBLIC PLACES AND SCHOOL BOARD POLICY 6141.

I APPRECIATE EVERYONE'S PATIENCE AND UNDERSTANDING SO THAT WE CAN CONDUCT THIS BUSINESS MEETING IN AN ORDERLY FASHION.

I'M THE PRINCIPAL OF SALEM CHURCH MIDDLE SCHOOL, AND I THINK PROBABLY TWO OF THE MOST DIFFICULT JOBS IN OUR CURRENT WORLD ARE TEACHERS AND PARENTS BECAUSE RAISING KIDS IS TOUGH, BECAUSE THEY'RE HARD HEADED AND SMELLY, BUT ALWAYS WONDERFUL.

I'M HERE TODAY TO DISCUSS THE NEED TO BRIDGE THE LEARNING GAP THAT EXISTS BETWEEN MIDDLE SCHOOL AND HIGH SCHOOL WORLD LANGUAGE PROGRAMS. FIVE YEARS AGO, THE COUNTY ELIMINATED ONE A-1B FROM THE MIDDLE SCHOOL WORLD LANGUAGE CURRICULUM.

ONE A-1B WAS THE OPPORTUNITY TO SPLIT THE FIRST YEAR FRENCH INTO TWO YEARS FOR SIXTH AND SEVENTH GRADE STUDENTS.

WHEN ONE A-1B WAS ELIMINATED, IT CREATED MANY ISSUES.

THE BIGGEST ISSUE TODAY IS EQUITY BETWEEN OUR MIDDLE SCHOOL AND HIGH SCHOOL LEARNERS.

THE D.O.E. RECOMMENDS 140 HOURS OF DIRECT INSTRUCTION IN ORDER FOR STUDENTS TO SUCCESSFULLY MOVE FROM ONE LEVEL TO THE NEXT.

IN HIGH SCHOOL, STUDENTS ON AVERAGE GET ABOUT 130 HOURS.

THEY FALL TEN HOURS SHORT OF THIS RECOMMENDATION.

MIDDLE SCHOOLS, THOUGH, HAVE A FAR DIFFERENT SCHEDULE.

MIDDLE SCHOOLS OFFER ABOUT 112 HOURS.

THIS MAKES THEM SHORT 28 HOURS OF THE STATE RECOMMENDATION AND EVEN WORSE, IN MY OPINION, 18 HOURS SHORT OF THEIR HIGH SCHOOL PEERS.

18 HOURS EQUATES TO ABOUT 15 CLASSES AT 75 MINUTES EACH, WHICH IS HOW LONG MY CLASSES ARE AT DAVIS AND MANY MIDDLE SCHOOLS.

SO MIDDLE SCHOOLS ARE MISSING OUT ON A MONTH AND A HALF OF EDUCATION THAT IS 15 CLASSES A MONTH AND A HALF.

THOSE ARE JUST THE PURE STATISTICS OF EVERYTHING.

THIS IS NOT INCLUDING DIFFERENCES IN PEDAGOGICAL NEEDS, MATURITY AND SHEER ABILITY TO BE ABLE TO WORK WITHIN A HIGH SCHOOL CURRICULUM AT THE SAME CALIBER AS HIGH SCHOOL STUDENTS DO. THIS CREATES A WIDE ARRAY OF PROBLEMS SUCH AS EQUITY.

WHEN THEY GET TO HIGH SCHOOL, THEY SIMPLY DIDN'T HAVE THE SAME AMOUNT OF TIME TO GET THE SAME EDUCATION AS THEIR HIGH SCHOOL PEERS AND THEREFORE ARE LEFT TO PLAY CATCH UP.

THIS CAN MAKE THEM FEEL LOST, FRUSTRATED AND RESENTFUL, MAKING THEIR TRANSITION TO HIGH SCHOOL THAT MUCH HARDER.

IT ALSO LEAVES TEACHERS WITH A DIFFICULT CHOICE WHERE ARE WE TO SACRIFICE A MONTH AND A HALF OF WORTH OF EDUCATION? EVERY YEAR WE ARE FORCED TO PICK AND BALANCE BETWEEN QUALITY AND QUANTITY.

DO WE TEACH ALL SIX UNITS, EVEN THOUGH WE KNOW THEY DON'T HAVE THE ADEQUATE TIME TO GRASP THE CONCEPTS? OR DO WE SHAVE OFF THE LAST UNIT AND HOPE TO COVER IT THE FOLLOWING YEAR? MIDDLE SCHOOL STUDENTS LEARN DIFFERENTLY THAN HIGH SCHOOL STUDENTS.

THEY NEED MORE TIME, MORE PRACTICE AND MORE ACTIVITIES.

THEIR NEEDS ARE DIFFERENT BECAUSE THEIR AGES RANGE FROM 10 TO 14.

THIS IS FAR DIFFERENT FROM THE NEEDS OF A 15- TO 18-YEAR-OLD.

BRINGING BACK ONE DAY WOULD RESOLVE THE ISSUES OF TIME AND WOULD GIVE US MORE TIME TO ADJUST OUR TEACHING STRATEGIES TO THE NEEDS OF MIDDLE SCHOOL STUDENTS.

IT GIVES US MORE TIME TO BUILD UP THEIR CONFIDENCE AND BUILD A STRONG FOUNDATION IN THAT LANGUAGE.

IT GIVES US TIME TO REVIEW AND CONFIRM THEIR UNDERSTANDING OF THE CONTENT.

IT GIVES US TIME TO TEACH HOW TO APPROPRIATELY TAKE NOTES AND HOW TO APPROPRIATELY STUDY, WHICH THEY DESPERATELY NEED WHEN THEY COME TO MIDDLE SCHOOL.

IT GIVES US TIME TO DO PROJECTS AND ALLOW THEM OPPORTUNITIES TO GROW NOT JUST AS LANGUAGE LEARNERS, BUT AS YOUNG ADULTS.

THEY HAD EXCELLENT RETENTION YEAR AFTER YEAR.

THEY LOVED FRENCH AND LANGUAGES IN GENERAL, AND MANY OF THEM CONTINUED FRENCH IN HIGH SCHOOL FOR 3 OR 4 YEARS.

I'VE EVEN HAD STUDENTS THAT WENT THROUGH THE 1A-1B PROGRAM WHO SUCCESSFULLY GRADUATED FROM THE FRENCH GOVERNOR'S ACADEMY.

AND THAT'S KIND OF A BIG DEAL.

MY STUDENTS NOW, IT'S A DIFFERENT STORY.

THEY'RE STILL LEARNING, BUT IT'S NOT THE SAME.

THEY DON'T HAVE THE SAME OPPORTUNITIES AS THOSE THAT RECEIVE THE 1A1B EDUCATION.

AND THE WORST PART IS IT'S NOT THEIR FAULT.

I WOULD LOVE TO READ MORE, BUT I DON'T HAVE TIME.

BUT MY HUSBAND AND I COULD NOT BELIEVE WHAT WE JUST READ.

AT FIRST I THOUGHT I HAD READ IT WRONG AND THAT IT STATED AS A WHOLE, YOUNG ADULT LITERATURE IS NOT APPROPRIATE FOR THIS AGE GROUP AND SHOULD NOT CONTAIN CERTAIN MATURE, SENSITIVE AND CONTROVERSIAL TOPICS.

NOTE THAT POLICY STATE IT IS APPROPRIATE THAT SIXTH GRADE, AGES TEN THROUGH 12 NOT ONLY HAVE ACCESS TO THESE BOOKS, BUT ARE BEING INTRODUCED TO THEM.

WHY? WHAT IS THE PURPOSE POLICY? 305I MEAN 3035 UNDER THE CODE OF VIRGINIA FOR INSTRUCTIONAL MATERIALS WITH SEXUALLY EXPLICIT CONTENT STATES AT LEAST 30 DAYS PRIOR TO THE USE OF ANY INSTRUCTIONAL MATERIALS WITH SEXUALLY EXPLICIT CONTENT, PRINCIPALS SHALL PROVIDE WRITTEN NOTICE TO PARENTS.

WE DID NOT RECEIVE A 30 DAY NOTICE BECAUSE THE SAME DAY WE RECEIVED THE NOTICE, BOOKS WERE ALREADY BEING INTRODUCED IN CLASS AND A DETAILED LIST WITH THE DESCRIPTION OF THE BOOKS WAS PROVIDED.

AND THEN ON SEPTEMBER 6TH, FIVE DAYS LATER, AFTER GETTING THE NOTICE, THE CLASS WOULD THEN VISIT THE LIBRARY TO LOOK AT AND CHECK OUT BOOKS WITH THIS CONTENT.

A LOT OF THESE BOOKS ARE WRITTEN FOR AUDIENCES WELL INTO HIGH SCHOOL, NOT SIXTH GRADE OR MIDDLE SCHOOL.

HOW DO THESE BOOKS WITH TOPICS SUCH AS MURDER, SUICIDE, SEX, RAPE HELP STUDENTS DEVELOP SKILLS IN THE CORE VALUES OF RESPECT AND RESPONSIBILITY? THERE ARE SO MANY GREAT BOOKS OUT THERE THAT ARE AGE APPROPRIATE THAT CAN LEND THEMSELVES TO DIFFERENT INTERESTS, ABILITIES AND MATURITY LEVELS THAT DO NOT NEED TO INCLUDE SEXUAL

THE LETTER TO PARENTS STATED THAT THAT CLASSROOM WAS A SAFE SPACE.

I'M A MIDDLE SCHOOL PARENT AND I WOULD LOVE MY CHILDREN TO MAINTAIN ACCESS.

THAT'S WHAT I UNDERSTAND EDUCATION TO BE ABOUT.

IT'S ABOUT ACCESS.

AND I LOVE THE OPPORTUNITY THAT CHESTERFIELD COUNTY PUBLIC SCHOOLS PROVIDES AN OPPORTUNITY TO OPT OUT OF ANYTHING THAT I'M UNCOMFORTABLE WITH AND THEN AGAIN LEAVES ACCESS FOR THOSE WHO DO WANT IT.

I WOULD ASK THAT WE CONTINUE TO REMEMBER THE PURPOSE OF PUBLIC EDUCATION AND THE FACT THAT WHERE I WENT TO HIGH SCHOOL, MY MOM COULD NOT OPT OUT OF THINGS THAT I DO HAVE THE PRIVILEGE AND THE RIGHT TO OPT OUT OF THINGS THAT I DON'T WANT MY CHILDREN TO PARTICIPATE IN.

THERE ARE SOME CHILDREN WHO DON'T EVEN HAVE A LIBRARY CARD AND THE ONLY PLACE THEY WILL HAVE ACCESS IS AT SCHOOL.

AND I BELIEVE WE'RE DOING A GOOD JOB AT PROVIDING THAT ACCESS AND GIVING PARENTS AN OPPORTUNITY TO OPT OUT IF NEEDED AND GIVING ME AS A PARENT THE OPPORTUNITY TO PARTICIPATE IF WE SO CHOOSE.

I'M HERE TONIGHT IN SUPPORT OF GOVERNOR YOUNGKIN'S MODEL POLICIES AND ENSURING PRIVACY, DIGNITY AND RESPECT FOR ALL STUDENTS AND PARENTS IN VIRGINIA PUBLIC SCHOOLS.

A POLICY THAT HAS GREAT LEGAL STANDING AND IS SUPPORTED BY OUR ATTORNEY GENERAL IN A MEMO TO GOVERNOR YOUNGKIN.

THEY SHOULD BE ADOPTED BY THIS BOARD.

I FEEL STRONGLY ABOUT THAT BECAUSE THE POLICIES ADOPTED BY THIS BOARD.

PREVIOUS POLICIES HAVE EFFECTIVELY REMOVED PARENTS FROM SOME OF THE MOST IMPORTANT AND SENSITIVE DISCUSSIONS THAT THEY CAN HAVE WITH THEIR CHILDREN.

I FEEL THAT WAS A MISTAKE.

OKAY. AND IT'S PAST TIME TO CORRECT THAT MISTAKE.

THE NEW MODEL POLICIES ARE CERTAINLY NOT PERFECT, BUT THEY DO BRING PARENTS BACK INTO THAT DISCUSSION, INTO ALL THE DISCUSSIONS WHEN WHEN KIDS ARE CONSIDERING THESE SEVERE ALTERATIONS TO THEMSELVES, BOTH SOCIALLY AND PHYSICALLY.

THE NEW MODEL POLICIES PROTECT TEACHERS WHO HAVE FELT COMPELLED TO ALTER THEIR SPEECH IN THE CLASSROOM.

YOU KNOW, FORCING SOMEONE TO DENY THE TRUTH IS FORCING THEM TO LIE.

THAT IS A FACT.

AND THAT TO ME, IS A MISTAKE.

THE NEW MODEL POLICIES MAKE A BETTER ATTEMPT TO PROTECT EVERY KID, AND SOMETIMES THAT EVEN MEANS PROTECTING THEM FROM THEMSELVES.

YOU KNOW, THIS IS WHAT RESPONSIBLE ADULTS IN THE ROOM ARE SUPPOSED TO DO.

I'M CERTAINLY GLAD THAT THE ADULTS DIDN'T NOD THEIR HEADS EVERY TIME, EVERY WHIM THAT I HAD AS A CHILD.

THE ADULTS TODAY SHOULDN'T BE ANY DIFFERENT.

NOW, AGAIN, THESE MODEL POLICIES AREN'T PERFECT.

WE DO HOPE TO WORK WITH YOU.

WE WOULD LIKE TO SEE THEM STRONGER FOR CHESTERFIELD COUNTY.

THE INCITING ACTION WAS A SUDDEN RUSH OF FOX NEWS AND NEWSMAX STORIES ON TV SUDDENLY SAYING IT WAS AN ISSUE AND THEN EVERYTHING ELSE FOLLOWED.

BUT THE FACT IS, WE DO NOT OWN OUR KIDS.

26. QUEER YOUTH ARE FORCED TO LEAVE THE HOME DUE TO CONFLICTS WITH THE FAMILY AND UP TO 40% OF YOUTH WHO BECOME HOMELESS EACH YEAR ARE QUEER.

SO. WE HAVE A GREAT POLICY ALREADY IN PLACE THAT ALREADY HAS BEEN PROVEN TO COMPLY WITH THE EXISTING LAW.

WHILE IT IS IMPORTANT TO CELEBRATE THESE DIFFERENCES AND ACKNOWLEDGE THE CULTURAL HERITAGE OF OUR STUDENTS, WE MUST ALSO ENSURE THAT OUR SCHOOLS ARE INCLUSIVE PLACES WHERE EVERY CHILD, EVERY CHILD FEELS A SENSE OF BELONGING.

THE DISPLAY OF EXCLUSIVE FLAGS SUCH AS THOSE REPRESENTING A PARTICULARLY AFFINITY NATIONALITY, POLITICAL IDEOLOGY AND PERSONAL IDEOLOGY CAN UNINTENTIONALLY CREATE DIVISIONS AMONG STUDENTS AND PROMOTE AN ENVIRONMENT THERE SO THEY FEEL EXCLUDED AND MARGINALIZED.

BY REMOVING EXCESSIVE EXCLUSIVE FLAGS FROM OUR SCHOOLS, WE SEND A CLEAR MESSAGE THAT WE VALUE EVERY STUDENT, EVERY STUDENT, AND ARE COMMITTED TO FOSTERING AN ACTUAL INCLUSIVE ATMOSPHERE.

THIS IS NOT ABOUT ERASING CULTURAL OR HISTORICAL SIGNIFICANCE, BUT RATHER ABOUT PRIORITIZING UNITY, RESPECT AND UNDERSTANDING AMONG OUR STUDENT BODY.

IT IS ALSO ESSENTIAL THAT WE ENGAGE IN OPEN AND CONSTRUCTIVE DIALOGS WITH STUDENTS, PARENTS AND TEACHERS ABOUT THE IMPACT OF THESE SYMBOLS AND FLAGS WITHIN OUR SCHOOLS.

WE SHOULD ALWAYS ENCOURAGE DISCUSSIONS ON WHAT WE WHAT TRULY MEANS TO BE INCLUSIVE TRULY MEANS TO BE INCLUSIVE, AND HOW WE CAN CREATE AN ENVIRONMENT WHERE EVERYONE FEELS WELCOME AGAIN, EVERYONE.

WHEN YOU'RE ON A BUS, IT'S LIKE AN EXTENSION OF SCHOOL.

THE SAME RULES APPLY.

BE RESPECTFUL.

THAT MEANS RESPECT THE BUS DRIVER AND OBEY THE DRIVER'S INSTRUCTIONS, RESPECT OTHER STUDENTS AND RESPECT THE BUS.

KEEP ALL YOUR BODY PARTS INSIDE THE BUS.

KEEP YOUR HANDS, ARMS, FEET, LEGS AND EVERYTHING ELSE INSIDE THE BUS AT ALL TIMES.

KEEP YOUR HANDS AND FEET TO YOURSELF.

THAT'S A NO BRAINER, RIGHT? DON'T TOUCH OTHER PEOPLE OR THEIR THINGS.
