BUT CREATING THAT SAFE PLACE HAS BEEN WHAT'S KEPT ME AROUND.

MANY OF MY KIDS REALLY COME TO ME FOR THAT AND I HOPE I CAN CONTINUE TO KEEP A SAFE PLACE FOR THEM.

BUT WE FEEL AS IF WE SHOULD DESIGN A NEW AND MORE REASONABLE SET OF PRINCIPLES AND STANDARDS WHEN CONSIDERING THE BANNING OF CONTROVERSIAL MATERIAL.

ALL OF THE MOST CHALLENGED PIECES OF LITERATURE IN OUR COUNTRY WERE CHALLENGED FOR VERY IMMATURE REGIONS.

OVER HALF OF THE BOOKS THAT ARE BANNED CONTAINED LGBTQIA CONTENT OR EXPRESSED RACIAL INJUSTICES THAT NEED TO BE ADDRESSED TO YOUNGER AUDIENCES.

WE UNDERSTAND HOW MANY PEOPLE MAY FEEL ABOUT TOPICS LIKE THIS, BUT WE SHOULDN'T BAN CONTENT SOLELY BASED UPON THIS.

THE WORLD IS SLOWLY CHANGING AND WE NEED TO LEARN HOW TO UNDERSTAND EACH OTHER.

THIS ALLOWS CHILDREN AND TEENS ALIKE TO SEE LIFE IN DIFFERENT LIGHT, THUS ALLOWING THEM TO CREATE THEIR OWN IDEAS AND LIVE IN THEIR OWN IMAGE.

LITERATURE IS AN ART THAT IS EXPRESSED WELL WHEN THE ARTIST/AUTHOR ISN'T WORRIED ABOUT RESTRICTIONS AND BARRIERS, IT'S BETTER WHEN ONE CAN BE INFLUENCED BY ITS WORDS AND CREATE THEIR OWN STORY.

BY BANNING BOOKS THAT TEACH TOPICS YOU DEEMED SENSITIVE, YOU ARE ACTIVELY WAGING A WAR AGAINST SOCIAL AND RACIAL AWARENESS AND PERPETUATING INTOLERANCE AND IGNORANCE.

MANY STUDENTS AND I ARE DISCUSSING THIS TOPIC AND FEEL AS THOUGH THE POLICY IS PURPOSELY LEFT VAGUE.

MANY FORMS OF ART OR LITERATURE CAN BE CONTESTED FOR REASONS I'M ABOUT TO DELVE INTO.

FOR EXAMPLE, THE HATE YOU GIVE IS A STORY THAT BEAUTIFULLY ILLUSTRATES THE STRUGGLES OF JUSTICE AND RACIAL EQUALITY.

I AND MANY STUDENTS HAVE BEEN TOLD THAT CERTAIN TOPICS ARE

NEGLECTED BECAUSE THE SCHOOL BOARD DOES NOT WANT TO SUPPORT OR CAUSE DIVISION.

HOWEVER, ACTIVE IN NEGLECTING THE RACIAL PAST OF AMERICA, ALONG WITH THE GENDER PRESENT, WILL ONLY LEAD TO MORE CONFLICT WHEN THESE KIDS REFUSE TO GROW UP.

WE WANTED TO ADDRESS THE HEALTH AND SAFETY OF THE WATER FOUNTAINS.

BASED ON A SURVEY TAKEN THROUGHOUT CHESTERFIELD COUNTY, WE HAVE AGREED THAT THE WATER QUALITY IS A PROBLEM.

WHILE DRINKING WATER FOR STUDENTS IS ACCESSIBLE, IT DOES NOT SEEM SAFE.

THE WATER IS IN A CONSTANT STATE OF TASTING LIKE CONTAMINANTS AND CHEMICALS.

WHILE SOME KIDS CAN BRING WATER FROM HOME, NOT EVERYONE CAN AFFORD TO BRING A PLASTIC BOTTLE JUST TO AVOID THE WATER [NOISE] FOUNTAINS.

WHAT IF YOU ARE AT WORK ONE DAY AND YOU WERE RUNNING LATE, YOU DIDN'T PACK YOUR WATER BOTTLE AND YOU ARE EXTREMELY THIRSTY? YOU'VE BEEN RUNNING AROUND ALL DAY MEETING AFTER MEETING AND YOU SEE YOUR COMPANY'S WATER FOUNTAIN.

HOW WOULD YOU FEEL IF YOU KNEW YOU COULDN'T DRINK FROM IT BECAUSE OF THE UNPLEASANT TASTE AND HEALTH OF THE WATER? THAT'S HOW THE STUDENTS IN CHESTERFIELD COUNTY FEEL EVERY DAY.

IF WATER FOUNTAINS ARE MEANT TO BE ACCESSIBLE IN A RESOURCE, SHOULD THEY BE BROKEN EVERY DAY? THE WATER FOUNTAINS AT THE WEST CAMPUS WERE DISPOSING OF BROWN LIQUID.

BASED ON TESTS WE HAVE CONDUCTED, WE HAVE DECIDED THAT THE WATER IS AT A BARE MINIMUM QUALITY.

THERE ARE HARMFUL CHEMICALS IN THE WATER AND THEY PASS ONLY THE BARE MINIMUM TEST AND THEY SCORE LOW.

BASED ON A TEST WE RAN AND THE RESEARCH WE GATHERED, WE FOUND THAT MEADOWBROOK'S WATER HAD A PH BALANCE OF SIX WHEN SAFE CONSUMPTION LEVELS ARE 6.4-8.2.

THEIR CHLORINE LEVELS ARE ALSO HIGHER THAN RECOMMENDED WITH 10 MILLIGRAMS PER LITER OF FREE CHLORINE AND 10 MILLIGRAMS PER LITER OF TOTAL CHLORINE, WHEN SAFE CONSUMPTION LEVELS ARE 0-3.

COSBY'S WATER CONTAINED 20 MILLIGRAMS PER LITER OF LEAD WHEN IT SHOULD BE ZERO.

WE AS A COUNTY NEED TO RUN MORE EXTENSIVE TESTS TO IMPROVE OUR WATER QUALITY AND TASTES.

THERE NEEDS TO BE MORE CONSTANT TESTING AND ACCESSIBLE WORKING WATER FOUNTAINS.

HERE'S HOW WE CAN IMPROVE OUR WATER QUALITY.

WE NEED TO FIND THE SOURCES OF CONTAMINATION AND WHAT AREAS NEED TO BE IMPROVED.

ONCE WE TARGET THE AREAS THAT NEED TO BE IMPROVED, WE NEED TO FIND OUT WHY THOSE AREAS ARE SCORING THE WAY THEY DID.

WE NEED REGULAR WATER QUALITY TESTING FOR BOTH THE WATER FOUNTAINS AND THE DISPENSER.

OUR RESEARCH HAS SHOWN THAT THE WATER BOTTLE DISPENSER WATER QUALITY IS LOWER THAN THE ACTUAL FOUNTAIN PART.

WE NEED TO ENFORCE REGULAR MAINTENANCE ON THE FOUNTAINS.

FOUNTAINS SHOULDN'T BE BROKEN EVERY WEEK.

FINALLY, WE NEED DAILY FILTRATION.

THE POINT OF OUR RECOMMENDATION AND RESEARCH IS TO ADVOCATE FOR WATER SAFETY AND WATER HEALTH FOR STUDENTS.

WITH A FEW SMALL CHANGES, WE CAN SEVERELY IMPROVE A MASS MAJORITY OF PEOPLE'S EXPERIENCE WITH THE WATER HERE IN CHESTERFIELD COUNTY.

IT IS ESSENTIAL TO REPORT ANY SUSPECTED CASES OF CHILD ABUSE OR NEGLECT TO THE APPROPRIATE AUTHORITIES IMMEDIATELY.

REPORTING CAN HELP PROTECT CHILDREN FROM FUTURE HARM AND PROVIDE THEM WITH SUPPORT AND RESOURCES THEY NEED TO RECOVER FROM THEIR TRAUMA.

CHILD ABUSE AND NEGLECT CAN TAKE MANY FORMS INCLUDING PHYSICAL, SEXUAL, AND EMOTIONAL ABUSE AND NEGLECT.

CHILDREN WHO ARE ABUSED OR NEGLECTED MAY BE TOO SCARED OR EVEN ASHAMED TO SPEAK UP,

BY REPORTING, YOU ARE SENDING A MESSAGE THAT THIS BEHAVIOR WILL NOT BE TOLERATED IN OUR SOCIETY.

ACCORDING TO VIRGINIA LAW, TEACHES ARE DESIGNATED AS MANDATED REPORTERS WHO HAVE A DUTY TO FILE REPORTS OF CHILD ABUSE, NEGLECT, AND EXPLOITATION.

POLICY 5031 STATES THAT ANY PERSON REQUIRED TO FILE A REPORT PURSUANT TO THE CODE OF VIRGINIA AND THIS POLICY, WHO FAILS TO DO SO AS SOON AS POSSIBLE BUT NO LONGER THAN 24 HOURS AFTER HAVING REASON TO SUSPECT A REPORTABLE OFFENSE OF CHILD ABUSE OR NEGLECT SHALL BE FINED NOT MORE THAN $500 FOR THE FIRST FAILURE AND FOR ANY SUBSEQUENT FAILURES NOT LESS THAN 100 NOR MORE THAN 1,000.

CHILD ABUSE OF CHILDREN IS A CLASS WAR CRIME, AND IF YOU ARE A PROVEN GUILTY, YOU MIGHT SPEND 2-10 YEARS IN JAIL OR BE FINED UP TO $100,000.

IF A STUDENT TELLS A TEACHER THAT THEY HAVE EXPERIENCED CHILD ABUSE AND THE INSTRUCTOR DOESN'T REPORT IT, THEY ARE NOW COMPLICIT IN THE CRIME.

THIS IS REFERRED TO AS GUILTY BY ASSOCIATION, WHICH OCCURS WHEN A PERSON IS FOUND GUILTY OF A CRIME WITHOUT DIRECT PROOF BECAUSE OF WHAT THEY KNOW OR HOW THEY ARE CONNECTED BY THE PERSON.

AFTER THIS BEING SAID, WE BELIEVE THAT ANY SUBSEQUENT FAILURE TO REPORT CHILD ABUSE SHOULD BE FINED MORE THAN THE SET AMOUNT OF $100-$1,000.

A TEACHER HAS THE POSSIBILITY TO BE FINED LESS FOR THE SECOND FAILURE TO REPORT THAN THE FIRST TIME, WHICH IS WHY WE WOULD LIKE FOR THE RANGE OF 100-1,000 TO BE INCREASED TO THE RANGE OF 500-1,000.

THIS POLICY IS THE 140-HOUR CLOCK RULE, WHICH IS THE REQUIRED AMOUNT OF HOURS FOR STUDENTS TO BE ELIGIBLE TO PASS THAT SCHOOL YEAR.

IN POLICY 3170, IT STATES THAT STUDENTS MUST HAVE AT LEAST 140 HOURS OF CLASS, THE SCHOOL BOARD ALSO REQUIRE SCHOOLS TO BE OPEN FOR THE MINIMUM OF 180 DAYS PER YEAR.

AS A STUDENT, YOU CANNOT MISS MORE THAN 20 DAYS FOR YOUR FIRST BLOCK CLASS, WHICH YOU MUST ATTEND EVERY DAY.

FOR THE REST OF YOUR CLASSES, YOU CANNOT MISS MORE THAN 10 DAYS.

OUR CONCERN WITH THIS IS THAT IT IS AN INCONVENIENCE FOR STUDENTS THAT ARE PASSING FOR THE SCHOOL YEAR, BUT ARE STRUGGLING WITH ATTENDANCE FOR PERSONAL REASONS, MENTAL HEALTH REASONS, AND ETC.

I BELIEVE THAT SEAT TIME IN SCHOOL IS A FLAWED CONCEPT THAT DOESN'T TAKE INTO ACCOUNT THE INDIVIDUAL NEEDS OF STUDENTS.

INSTEAD OF FOCUSING ON THE NUMBER OF OUR STUDENTS SPEND IN A CLASSROOM, WE SHOULD BE FOCUSING ON THE QUALITY OF THEIR EDUCATION AND THEIR ABILITY TO LEARN.

BY IGNORING THE CONCEPT OF SEAT TIME REQUIREMENTS, WE CAN CREATE A MORE FLEXIBLE SYSTEM THAT ALLOWS STUDENTS TO LEARN AT THEIR OWN PACE AND IN THEIR OWN WAY.

WE COULD EVEN BE FOCUSING ON THE MENTAL HEALTH EFFECTS OF SCHOOL THAT CAN BE SIGNIFICANT.

IT'S IMPORTANT THAT WE ADDRESS THEM IN ORDER TO CREATE A HEALTHIER AND MORE SUPPORTIVE LEARNING ENVIRONMENT FOR STUDENTS.

ONE OF THE BIGGEST ISSUES FACING STUDENTS IN THE SCHOOL IS STRESS.

BY REQUIRING A SET NUMBER OF HOURS IN THE CLASSROOM,

WE'RE ESSENTIALLY PUNISHING STUDENTS WHO NEED MORE TIME TO LEARN.

SEAT TIME CAN BE INCREDIBLY DEMOTIVATING FOR STUDENTS.

WHEN STUDENTS ARE FORCED TO SPEND A CERTAIN AMOUNT OF HOURS IN THE CLASSROOM, THEY MIGHT START TO FEEL LIKE THEY ARE JUST GOING THROUGH THE MOTIONS OR JUST ATTENDING A TRADITIONAL SCHOOL.

IN ORDER TO ADDRESS THESE ISSUES, IT'S IMPORTANT THAT WE TAKE A MORE HOLISTIC APPROACH TO EDUCATION.

THIS MEANS NOT FOCUSING JUST ON ACADEMIC PERFORMANCE AND ATTENDANCE, BUT ALSO ON A STUDENT'S MENTAL HEALTH AND WELL-BEING.

IN CONCLUSION, SEAT TIME AND REQUIREMENT OF HOURS IS AN AWFUL AND MENTALLY STRAINING CONCEPT TOWARDS STUDENTS.

YES, ATTENDING SCORES ARE VERY IMPORTANT ISSUE, BUT STUDENTS AT THOMAS DALE FEEL THAT THERE SHOULD BE AN INCREASE IN NUMBER OF DAYS THERE SHOULD BE TO BE ELIGIBLE FOR TO SEAT TIME OR EVEN TALKING ONE-ON-ONE WITH STUDENTS WHO ARE STRUGGLING WITH THEIR ATTENDANCE.

AS A MEMBER OF YC, I'M EMPOWERED TO MAKE BEHAVIOR CHANGES THAT PROMOTE NUTRITIOUS LIFESTYLES AND TOBACCO-FREE LIVING.

YC UNDERSTANDS THAT BEHAVIOR CHANGE IS COMPLEX, SO OUR MISSION IS TO TACKLE LARGE HEALTH ISSUES THROUGH STATE-WIDE CAMPAIGNS SUCH AS REVUE BETH.

THE REVUE BETH CAMPAIGN ENCOURAGES VIRGINIANS TO DRINK MORE WATER AND MAKE WATER THEIR NUMBER 1 BEVERAGE OF CHOICE.

HYDRATION IS VITAL TO THE SUCCESS OF STUDENTS AND CAN IMPROVE ACADEMIC PERFORMANCE.

AS A STUDENT, I FIND IT EASIER TO CONCENTRATE AND PERFORM WHEN I'M ADEQUATELY HYDRATED.

FOR MANY STUDENTS, SCHOOLS ARE THEIR ONLY RELIABLE SOURCE OF MEALS AND POSSIBLY EVEN DRINKABLE WATER.

THAT IS WHY OUR GOAL IS TO INCREASE THE ACCESS, AVAILABILITY, AND PROMOTION OF WATER IN VIRGINIA SCHOOLS THROUGH COMPREHENSIVE POLICY ADOPTION.

FOR THE PAST YEAR, I HAVE BEEN MEETING WITH KEY DECISION-MAKERS ACROSS CHESTERFIELD TO SHARE THE GOAL AND MISSION OF REVUE BETH.

THE FIRST QUESTIONS THAT COME TO MIND ARE WHERE ARE THEY GETTING THESE GUNS FROM AND WHAT WAS GOING ON WITH THE CHILD.

DURING A TIME WHERE TEACHERS, COUNSELORS, AND STAFF ARE BEING LEGISLATED IN THE CLASSROOMS, BEING VERBALLY ATTACKED BY SOME PARENTS, AND DISRESPECTED BY OUR GOVERNOR, WHAT ARE WE EXPECTING THEM TO DO? I HAVE ALWAYS SAID IT TAKES A VILLAGE TO RAISE A CHILD, PARENTS AND TEACHERS WORKING TOGETHER FOR THE BENEFIT OF OUR CHILDREN.

I WOULD LIKE TO SEE THE PROTOCOLS ON WEAPONS BEING FOUND ON SCHOOL GROUNDS, MEANING WHAT ARE THE STEPS SCHOOL LEADERS TAKE UPON FINDING THEM, BEING NOTIFIED OR FINDING THE GUN OR WEAPON.

FOR 28 YEARS, WE HAVE SUPPORTED THE CHESTERFIELD COUNTY COMMUNITIES.

IN OUR EDUCATION AND DEVELOPMENT THROUGH US, OUR PROJECTS HAVE INCLUDED HOSTING THE FIRST NO CHILD LEFT BEHIND FORUM, GREETING STUDENTS AT THEIR SCHOOLS ON THE FIRST DAY BACK-TO-SCHOOL, ADOPT A SCHOOL PROGRAM WHERE WE PARTNER WITH AREA COUNTY SCHOOLS, FURNISHING SCHOOL SUPPLIES, MENTORING OPPORTUNITIES, AND OTHER SUPPORT FOR THE STUDENTS.

WE HAVE PARTICIPATED FOR MANY YEARS WITH THE YMCA BRIGHT BEGINNINGS PROGRAM.

DR. JEAN, I KNOW BOTH DELTA JIMS, DR. BETTY SHABAAB'S DELTA ACADEMY AND OUR EMBODIED PROGRAMS, MENTORING PROGRAMS, WHERE WE WORK WITH YOUNG LADIES AND YOUNG MEN IN ELEMENTARY THROUGH HIGH SCHOOL.

DURING ONE OF OUR CLUSTER MEETINGS, WHICH INCLUDED MEMBERS FROM VARIOUS PARTS OF THE STATE, WE COLLECTED OVER 1,000 BOOKS WHICH WERE DONATED TO VARIOUS LOCAL COUNTY SCHOOLS.

[NOISE] OTHER PROJECTS OUR CHAPTER HAVE DONE INCLUDE PROVIDING CHILDREN'S BOOKS TO JUSTIN WILLIS AND ST. FRANCIS HOSPITALS.

NICU PROVIDED OVER 200 HANDBAGS WITH ITEMS FOR WOMEN AND BOOK BAGS FULL OF SCHOOL SUPPLIES FOR CHILDREN THROUGH THE JAMES HOUSE AND THROUGH OUR INSPIRED LEADERSHIP PROGRAM.

COHORT MEMBERS COLLECTED ENOUGH CLOTHING AND HOUSEHOLD ITEMS TO FILL A BUS AND THEN SO ON.

THESE ITEMS WERE DONATED TO BURSTY MALL IN VIRGINIA, LOCATED ON THE WHITE PINE ROAD, WHO HAS A FREE CLOTHING, HOUSEWARES, AND BABY BOUTIQUE SERVING INDIVIDUALS AND FAMILIES OVERCOMING THE OBSTACLES TO STABILITY.

OUR CHAPTER HAS HOSTED FORUMS FOR CANDIDATES RUNNING FOR OFFICES IN THE COUNTY AS WELL AS HOLDING MANY VOTER REGISTRATION DRIVES AND INFORMATIONS FOR THE COMMUNITY AND WITHIN THE CHESTERFIELD COUNTY SCHOOL.

THOUSANDS OF DOLLARS IN SCHOLARSHIPS HAVE BEEN PROVIDED TO CHESTERFIELD COUNTY STUDENTS OVER OUR CHAPTER'S HISTORY AND SEVERAL JUST CLOSED RECENTLY FOR APPLICATIONS.

IN MARCH OF THIS YEAR, WE HOSTED A MARCHING TO FITNESS EVENT FOR THE COMMUNITY HELD AT METERBROOKE HIGH SCHOOL WHERE THEY WERE OVERALL.

EXCUSE ME, 100 PARTICIPANTS WHO HAD ACCESS TO LINE DANCING AND AEROBIC EXERCISE, BLOOD PRESSURE, AND OTHER HEALTH SCREENINGS, ARP, AND GIVING AWAY PRIZES.

TWO WEEKS AGO WE HELD A YOUTH EMPOWERMENT EXPLOSION VIRTUALLY INCLUDING ESSAY WRITING, OPIOID CRISIS, CCAA RECRUITMENT PROCESS, FASA AND FINANCIAL AID.

WE WILL CONTINUE TO MOVE FORWARD IN SUPPORTING OUR COMMUNITIES AND FOLLOWING THE PLATFORMS THAT HAVE BEEN ESTABLISHED FOR US.

WHILE THE CCPS PARENT HANDBOOK DOES NOT SPECIFICALLY MENTION ANYTHING ABOUT SHOULDERS OR SPAGHETTI STRAPS, MANY STUDENTS HAVE BEEN CRITICIZED FOR WEARING CLOTHES THAT EXPOSES THEIR SHOULDERS.

THIS ISSUE IS NOT ONLY CONFUSING FOR STUDENTS, BUT IT'S ALSO UNFAIR.

TEACHERS AND ADMINISTRATION SEEMED TO BE FOCUSING MORE ON DRESS CODE VIOLATIONS THAN ACTUAL PROBLEMS THAT ARE HAPPENING AROUND OUR SCHOOL.

FOR EXAMPLE, I'VE WITNESSED STUDENTS MAKE RACIAL, SEXIST, AND HATEFUL REMARKS THAT HAVE ALL GONE UNNOTICED AND UNADDRESSED.

I UNDERSTAND THAT THE DRESS CODE IS A PLACE TO MAINTAIN A CERTAIN LEVEL OF PROFESSIONALISM AND RESPECTABILITY IN OUR SCHOOL ENVIRONMENT.

HOWEVER, I BELIEVE THAT THE CURRENT ENFORCEMENT OF THE DRESS CODE, IS DISTRACTING FOR MORE PRESSING ISSUES AND IS NOT BEING APPLIED FAIRLY.

IT'S NOT HARD TO KNOW IS THAT GIRLS ARE BEING REFERRED FOR DRESS CODE VIOLATIONS MORE OFTEN THAN BOYS.

SHOULDERS AREN'T DISTRACTING.

WHAT'S DISTRACTING IS AN ADMIN TELLING YOU TO BORROW HOODIE FROM SOMEONE ELSE DURING YOUR ALREADY SHORT LUNCH BREAK.

I RESPECTFULLY REQUEST THE SCHOOL BOARD REVIEW AND CLARIFY THE DRESS CODE POLICY FOR ALL CCPS SCHOOLS.

THAT IS NOT WHERE WE'RE AT TODAY AND NOT WHERE WE'RE AT RIGHT NOW AS THE STATE CONTINUES THEIR PROCESS AND ALL THE SIGNS AND INDICATION SUGGESTS THAT THE STATE WILL NOT RECONVENE TO ADDRESS THE BUDGET UNTIL LATE JUNE.

THE BUDGET REALLY DRIVES BOTH THE STAFFING MODELS AND THE STAFFING PLANS.

WITH ALL THAT IN MIND, THE BUDGET THAT WE'RE GOING TO SHARE TODAY AND THAT WE'RE WILLING TO PUT FORWARD DOES INCLUDE MANY OF THOSE KEY PRIORITIES AND DOES ADDRESS THEM.

FIRST AND FOREMOST AROUND COMPENSATION, DR. DAUGHERTY HAS BEEN CLEAR, HE'S BEEN LOOKING AT 7% INCREASE.

THROUGHOUT THIS, WE'RE LOOKING TO MOVE FORWARD WITH 7% INCREASE FOR THE TEACHERS IN SCHOOL-BASED POSITIONS.

THAT MEANS MOVING, FOR EXAMPLE, AN INTRODUCTORY TEACHER TO JUST [INAUDIBLE] OVER $52,400 FOR A FIRST-YEAR TEACHER AND THIS WOULD RESULT IN 7% PAY INCREASE FOR TEACHERS CURRENTLY WITH CHESTERFIELD COUNTY.

THE GRADED SCALE, THE NON-TEACHER POSITION, THIS LOOKS LIKE AN ESCALATION OF THAT MINIMUM WAGE FOR OUR LOWEST-PAID EMPLOYEES TO $14 PER HOUR.

ONCE AGAIN, A MINIMUM 7% RAISE FOR THOSE WHO ARE CONTINUING THEIR WORK HERE IN CHESTERFIELD COUNTY.

BUS DRIVER PAY TO $23 PER HOUR AS WELL AS ADDRESSING SOME INEQUITIES WITHIN OUR INSTRUCTIONAL AIDS AND FOOD SERVICE WORK.

THE OTHER THING THIS INTERIM BUDGET DOES, IT DOES ADDRESS THOSE 1,600 ADDITIONAL STUDENT'S BUDGET TO THE BUDGET THAT WE TALKED ABOUT THROUGHOUT THE PROCESS.

WE'RE GOING TO ENSURE THAT SCHOOL STAFFING MEETS OR EXCEEDS SOQS FOR ALL STUDENTS AND THIS IS REALLY WHAT'S IN PLACE HERE AS WELL.

WE'RE ALSO LOOKING AT CERTAIN TARGETED INCREASES AS WELL AROUND READING SPECIALISTS, COUNSELORS AND START BY SAYING SOME OF THOSE CRITICAL AREAS THAT WE DID TALK ABOUT OVER THE COURSE OF THE BUDGET THAT WE SEE AS CRITICAL EVEN AS WE'RE FACING THE LIKELY BUDGET SHORTAGE WITH THE STATE.

THE LAST ITEM TO HIGHLIGHT HERE I MENTIONED INFLATION.

IT'S REAL IN YOUR HOUSEHOLD, IT'S REAL IN THE SCHOOLS AS WELL.

WE NEED TO MAKE SURE THAT WE HAVE FUNDS TO PAY THE BILLS.

YOU NOTICE HERE, UTILITIES, CONTRACTS PRIMARILY CUSTODIAL HEALTH CARE, DRIVE THE MAJORITY OF THE INFLATIONARY PRESSURE WITHIN THE SCHOOL DISTRICT, OUTSIDE OF SALARIES, OBVIOUSLY.

BUT THIS WOULD RESULT IN ABOUT A $10 MILLION INCREASE TO YOUR BUDGET THAT WE'RE PROPOSING HERE TODAY FOR THESE ITEMS THAT YOU SEE LISTED ON PAGE 9.

A REMINDER OF WHAT YOU APPROVED IN FEBRUARY, WE'LL GET A LITTLE BIT OF THE FINANCIAL TECHNICALITIES AS WE GO HERE.

BUT BUDGET OF 902.5 MILLION WAS WHAT YOU HAD APPROVED.

YOU CAN SEE THAT'S ABOUT A $66 MILLION INCREASE IN THE CHART ON THE LEFT.

THAT DID INCLUDE A $16 MILLION FUNDING GAP.

AT THAT POINT, WE DIDN'T KNOW WHAT THE COUNTY'S BUDGET WAS GOING TO LOOK LIKE AT THAT POINT IN TIME.

LIKE NOW, WE DON'T KNOW WHAT THE STATE BUDGET WAS GOING TO BE.

LIKE WE LOOKED AT THIS BUDGET AT 902.5 AND WE THOUGHT REASONABLY, THERE'S A REASONABLE SCENARIO THAT THE STATE AND COUNTY COULD COME TOGETHER AND CLOSE THAT GAP.

WHICH PUTS US INTO THE POSITION WE ARE TODAY.

YOU APPROVE THAT $902.5 MILLION BUDGET.

THE COUNTY, THROUGH THEIR PROCESS, DID HELP.

WHAT THEY WOUND UP DOING WAS ASSUMING AN ADDITIONAL $3 MILLION OF ONGOING FUNDS AND ADDITIONAL FIVE MILLION OF ONETIME FUNDS TO CLOSE THAT $16 MILLION GAP BY EIGHT MILLION.

IN THEIR BUDGET, THEY MOSTLY ASSUME THAT THE STATE COVERED THE REMAINING PORTION OF THE GAP FOR THEIR REVENUE TO BE ABOUT 902.5.

THEY HAD A BALANCED BUDGET.

WHAT IS NORMAL AND TYPICAL AS PART OF THE COUNTY PROCESS IS FOR THEM TO HOLD BACK A CERTAIN AMOUNT OF FUNDS IN THE APPROPRIATIONS FOR EXPENSES SO WE COULD SPEND UP TO, IN THIS CASE, 890.5 MILLION, THAT 12 MILLION HOLD BACK THEY DO EVERY YEAR.

THIS IS TYPICAL. THIS IS NOT DUE TO ANY NUANCE WITH THIS PARTICULAR STATE BUDGET, BUT IT DOES PROVIDE, I THINK, A VERY IMPORTANT AND RELEVANT ANCHOR POINT AS WE GO INTO WHAT I'LL ASK THIS BOARD TO APPROVE HERE IN A MOMENT.

LOOKING AT THAT FROM A SLIGHTLY DIFFERENT DIRECTION, SIMILAR INFORMATION HERE, BUT THE SCHOOL BOARD, YOU HAD A GAP OF 16 MILLION WHEN YOU APPROVED IN FEBRUARY WITH A REQUEST TO BOTH THE STATE AND THE COUNTY TO HELP CLOSE THE GAP.

THE COUNTY CAME THROUGH AT ABOUT AN $8 MILLION GAP CLOSER, AS I MENTIONED, 3 MILLION AND ONGOING 5 MILLION IN ONE TIME TO REDUCE THE GAP TO 8 MILLION.

THE STATE SCENARIOS THAT EXIST ARE LAID OUT HERE.

WE DON'T KNOW WHERE THIS IS ACTUALLY GOING TO LAND, BUT YOU CAN SEE IF THE SENATE PROPOSAL AS IT EXISTED, CURRENTLY COMES TO FRUITION.

THAT SCENARIO CLOSES THE GAP AND GIVES US A LITTLE BIT OF BUFFER.

THE HOUSE SCENARIO, SHOULD THAT COME TO FRUITION, INCREASES THAT GAP MODESTLY BY ABOUT FIVE MILLION TO ABOUT 13 MILLION.

THE OTHER SCENARIO, THIS, ON THIS CHART THAT IS QUITE FRANKLY THE SCARIEST ON THIS CHART IS WHAT HAS BEEN DUBBED THE SKINNY BUDGET.

THIS WOULD BE THE BUDGET SHOULD THE STATE NOT COME TO ANY AGREEMENT AT THE END OF JUNE THAT WOULD BE IN EFFECT IN FY20 BEFORE SHOULD NO OTHER CHANGES BE MADE.

THAT LARGELY IS A TECHNICAL ADJUSTMENT TO THE CURRENT BUDGET ADJUSTED AS ADM AND SOME SALES TAX ADJUSTMENTS, BUT NONE OF THE INCREMENTAL FUNDING THAT EITHER THE GOVERNOR OF THE HOUSE OR THE SENATE HAD PROPOSED OVER THE COURSE OF THE PLAN.

HENCE, THE GAP INCREASES TO 20 MILLION.

WE'RE GOING TO CROSS OUR FINGERS AND SAY THAT THE STATE GOVERNMENT IS GOING TO COME TOGETHER AND SETTLE ON A NUMBER THAT'S ULTIMATELY BETTER THAN THAT.

THEY'VE GOT AMPLE FUNDS AVAILABLE TO DO THAT.

HOW THEY CHOOSE TO ALLOCATE THEM IS STILL UP TO THE STATES DISCRETION.

WHAT THAT LEAVES US WITH A RECOMMENDATION TO THE BOARD, GIVEN THE VARIOUS SCENARIOS THAT EXIST IS TO REQUEST A BUDGET APPROPRIATION, INCLUDING THAT $12 MILLION HOLDBACK.

ESSENTIALLY REDUCING OUR BUDGET FOR THE TIME BEING UNTIL WE FIND OUT THE ANSWER BY 12 MILLION.

WE'RE GOING TO TRY AND DO THAT IN A WAY THAT ONE ENABLES US TO START THE YEAR AS BEST AS WE CAN AND ALSO DOES IT IN A WAY THAT IMPACTS RECRUITING AS LITTLE AS POSSIBLE.

WHAT THAT LOOKS LIKE HERE, YOU NOTICE THESE COLLECTION OF REDUCTIONS ON THIS CHART.

I'LL WALK THROUGH THEM EACH ON THE NEXT PAGE, BUT THERE'S A COUPLE OF MILLION OF TECHNICAL ADJUSTMENTS.

THERE ARE SOME POSITIONS THAT ARE BEING HELD BACK.

THERE'S SOME OTHER ADDITIONAL DEFERRALS THAT ARE PART OF THIS PLAN.

THE TECHNICAL ADJUSTMENTS, THERE'S REALLY TWO THINGS GOING ON HERE.

ONE IS AN ADJUSTMENT TO THE HEALTH CARE ASSUMPTION WHERE WE HAD ASSUMED A 7% INCREASE PER THE COUNTIES REQUESTS FOR REDUCING THAT TO 5.2%, THERE'S STILL SOME RISK TO THAT, BUT WE'LL ASSUME THE STATE OR THE COUNTY ASSUMPTIONS THERE.

THERE'S ALSO ANOTHER BENEFIT RATE UPDATE THAT PUT THOSE TWO TOGETHER.

THAT'S ABOUT A $2.3 MILLION ADJUSTMENT TO THE BUDGET.

AS PART OF THE SUPERINTENDENTS PROPOSED BUDGET, THERE WERE ADJUSTMENTS PROPOSED FOR ADDITIONAL GENERAL ED AND ESL TEACHERS WERE NOT ABLE TO IMPLEMENT THOSE JUST YET WITH THE CURRENT PLAN.

WE'RE GOING TO MAINTAIN OUR RATIOS AT FY2013 LEVELS.

ESL RATIOS WILL BE MAINTAINED AT 1:25, AND 1:40 FOR THE VARIOUS LEVELS YOU SEE HERE.

WE'RE GOING TO KEEP THE SECONDARY RATIO IS THE SAME AS WELL.

THAT'S A 2.4 MILLION HOLDBACK.

DIFFERING BUILDING MAINTENANCE OF $1 MILLION HERE, WHICH LARGELY DELAYS WORK UNTIL THE BACK HALF OF THE YEAR OR WHENEVER WE HAPPEN TO KNOW WHAT THE FUNDING LOOKS LIKE, WHETHER THAT'D BE ONE-TIME FUNDS ARE ADDITIONAL STATE DOLLARS

OR THERE'S A CHANCE WE CAN CROSS OUR FINGERS THAT SOME OF THOSE INFLATION ADJUSTMENTS THAT WE HAD INCLUDED FOR THINGS LIKE UTILITY COME IN BETTER AND WE CAN REGROUP THIS FUNDING NATURALLY AS THAT EVOLVES OVER THE COURSE OF THE YEAR.

THE LAST ONE ON THIS PAGE IS A LICENSURE PROGRAM.

WE TALKED ABOUT THAT OVER THE COURSE OF THE BUDGET OF HELPING NEW TEACHERS ACHIEVED LICENSURE, THIS PROGRAM IS STILL PENDING APPROVAL AT THE STATE.

GIVEN THE STATE IS STILL PENDING APPROVAL, WE FELT IT'S PRUDENT TO PUT THIS ON THE LIST TO HOLD UNTIL WE HEAR THE ANSWER BOTH, FROM THE STATE ON THE BUDGET SIDE AS WELL AS THIS PARTICULAR PROGRAM.

THE LAST TWO ITEMS, FREEZING ANNUAL BUDGET RESERVES EVERY YEAR THE BUDGET DEPARTMENT HOLDS BACK A CERTAIN PORTION OF SCHOOLS AND DEPARTMENTS, FUNDING FOR RELEASED MIDDLE OF THE YEAR SHOULD ECONOMIC CONDITIONS SUGGEST THAT'S ESSENTIALLY A BUFFER IN CASES BAD NEWS COMES IN THE MIDDLE OF THE YEAR.

WE'RE ABLE TO HAVE A LEVER TO PULL.

THIS SOUNDS LIKE BAD NEWS RIGHT NOW AND WE'RE GOING TO HOLD THIS PARTICULAR SET OF MONIES JUST UNDER TWO MILLION TODAY UNTIL WE FIND OUT WHAT HAPPENS WITH THE STATE.

THE LAST ONE IS HOLDING BACK GROWTH POSITIONS IN EXCESS OF OUR SOQ AND THE 2022/'23 STAFFING MODELS.

THIS ENSURES THAT WE'RE STILL GOING TO MEET OR EXCEED SOQ'S FOR ALL STUDENTS AND WE'RE NOT GOING TO STALL ANY RECRUITING EFFORTS, BUT IT DOES PUT A LITTLE BIT OF PRESSURE AS WE POTENTIALLY SEE ADDITIONAL GROWTH THE SCHOOLS, AND THIS IS ABOUT A $3.8 MILLION HOLD.

DESPITE ALL THE UNKNOWNS, DESPITE SOME OF THOSE HOLDBACKS WHICH I KNOW AREN'T POPULAR, WE ARE STILL LOOKING TO DELIVER A LOT OF THE REALLY GREAT THINGS THAT WERE PROPOSED IN THE BUDGET, INCLUDING THE 7% INCREASE FOR STAFF, THE $23 PER HOUR FOR BUS DRIVERS, WERE GOING TO EXCEED SOQ STAFFING LEVELS WHILE ADDRESSING THE STUDENT GROWTH.

WE'RE GOING TO ADDRESS THE INFLATION.

THERE ARE A COUPLE OF AREAS WHERE WE SEE THEM AS SUPER IMPORTANT THAT WE ARE CONTINUING TO FUND ON THE CRITICAL SERVICE LEVELS, INCLUDING INCREASING COUNSELOR RATIOS AT THE SECONDARY LEVEL, ADDING READING SPECIALISTS TO OUR ELEMENTARY SCHOOLS AS WELL.

YOU PUT THAT ALL TOGETHER.

MY NERDY FINANCE SLIDE, WHICH SHOWS THE 890.5 UNDER OPERATING FY24 PROPOSED AND THE 6.5 OR SO PERCENT INCREASE THAT IS IN FRONT OF YOU TODAY.

ALSO IN FRONT OF YOU AS PART OF MEMOS 72-23 ARE THE BUDGETS FOR GRANTS, FOOD SERVICE, AND THE REGIONAL GOVERNORS SCHOOL, BRINGING THE TOTAL REQUESTS FOR ADOPTION IN MEMO 72-23 TO 970,330,000.

REALLY NO MATTER HOW WE SLICE IT, THERE'S GOING TO BE A PROJECTED SHORTFALL BETWEEN TWO MILLION OR 20 MILLION.

SOMEWHERE IN THERE WERE GOING TO BE SHORT.

THAT WOULD BE A PLUS BUT THE ODDS OF THE SENATE PROPOSAL, COMING TO FRUITION, I THINK IS PRETTY LOW SO THERE WILL BE, ALTHOUGH CERTAINLY SOME REDUCTION, SOME PORTION OF THIS 12 WILL LIKELY STAY.

WE NEED MORE MONEY FOR OUR SCHOOLS, IF WE'RE JUST KEEPING THE LIGHTS ON AND KEEPING OUR TEACHERS PAID AND PROVIDING CHAIRS FOR OUR STUDENTS.

TO ME, THAT'S NOT THE LEVEL OF EXCELLENCE THAT I THINK THAT OUR FAMILIES AND OUR STAKEHOLDERS DESERVE.

THEN IT IS SUBMITTED TO YOU FOR APPROVAL, AND THEN DR. DAUGHERTY WOULD SIGN AND SEND TO THE VIRGINIA DEPARTMENT OF EDUCATION.

WE HAVE A RATHER LARGE DEPARTMENT.

LOOKING AT SOME OF OUR TREND DATA FROM SCHOOL YEAR 2016, '17 TO '22,'23, YOU CAN SEE THAT THE NUMBER OF STUDENTS WITH DISABILITIES IN THE SCHOOL DIVISION HAS GROWN.

HOWEVER, WE'VE STAYED RELATIVELY FLAT IN

TERMS OF THE PERCENT OF STUDENTS WITH DISABILITIES, 13 PERCENT IS BELOW BOTH.

THE NATIONAL AVERAGE IS ABOUT 15 PERCENT, AND IT IS ABOUT 13 PERCENT HERE IN THE STATE OF VIRGINIA.

WE ARE IN ALIGNMENT WITH THAT ACROSS THE STATE.

THIS IS A VISUAL REPRESENTATION OF THAT TABLE THAT I JUST SHARED WITH YOU.

THESE NUMBERS ARE BASED ON OUR DECEMBER CHILD COUNT, WHICH HAPPENS EVERY SCHOOL YEAR ON DECEMBER 1ST.

THIS IS A BREAKDOWN BY DISABILITY CATEGORY.

YOU CAN SEE HOW SOME OF OUR DISABILITY CATEGORIES HAVE GROWN ACROSS THE YEAR.

OUR GREATEST WAVE IS WITH OUR STUDENTS WITH AUTISM, WHICH HAS GROWN ABOUT 493 STUDENTS OR FIVE PERCENT SINCE 2016, '17.

SOME OF OUR OTHER CATEGORIES IN WHICH WE SERVE A LOT OF STUDENTS IS OTHER HEALTH IMPAIRMENT, AND STUDENTS WITH SPECIFIC LEARNING DISABILITIES, ALTHOUGH THAT CATEGORY HAS GONE DOWN, AND OUR STUDENTS WITH SPEECH AND LANGUAGE IMPAIRMENTS HAS ALSO RISEN.

WE HAVE EVERY GRANT THAT WE RECEIVE IS A TWO-YEAR GRANT CYCLE, AND IN IDA, PART B, WHICH IS OUR SCHOOL-AGE POPULATION, WE HAVE 611, WHICH IS FOR STUDENTS 2-21.

FEDERALLY, IT'S 3-21, BUT VIRGINIA SERVES STUDENTS FROM 2-21 INCLUSIVE.

THAT WILL GO TO FUND TEACHERS INSTRUCTIONAL ASSISTANCE RELATED SERVICE PROVIDERS.

WE'RE PRIMARILY USING THOSE FUNDS FOR FTES THIS YEAR, THIS COMING YEAR.

THEN SECTION 619 IS FOR OUR PRESCHOOL POPULATION.

THAT BUDGET IS ABOUT $247,000, WHICH IS SMALLER, AND IT FUNDS A TEACHER, 1IA AND INSTRUCTIONAL MATERIALS FOR OUR PRESCHOOL STUDENTS.

WE ALSO HAVE SOMETHING CALLED PROPORTIONATE SET ASIDE, WHICH IS OUTLINED IN THE ANNUAL PLAN, AND THIS IS FOR OUR PARENTALLY PLACED PRIVATE SCHOOL STUDENTS WITH DISABILITIES.

WE HAVE TO SET ASIDE A CERTAIN AMOUNT OF FUNDS FOR THOSE STUDENTS EACH YEAR.

IT SAYS HERE THAT THAT IS SUBJECT TO CHANGE BECAUSE WE JUST DON'T ALWAYS KNOW EXACTLY HOW MUCH MONEY WE WILL BE SPENDING.

THIS YEAR WE WILL OFFER SPEECH SERVICES TO THOSE PRIVATELY PLACED STUDENTS.

AGAIN, WE ARE MEETING OUR SPECIAL EDUCATION STAFFING REQUIREMENTS.

WE HAVE MANDATED BUILDING CASELOAD AVERAGES THAT WE HAVE TO MEET, AND WE ALSO LOOK AT SPECIAL EDUCATION PROGRAMMING FOR OUR STUDENTS WITH DISABILITIES TO MEET THOSE STAFFING REQUIREMENTS.

THIS YEAR WE'LL BE FOCUSING ON RESULTS-BASED DATA FOR OUR STUDENTS.

SHIFTING NOT COMPLETELY FROM COMPLIANCE, COMPLIANCE IS CERTAINLY AN IMPORTANT PART OF WHAT WE DO.

BUT LOOKING AT HOW WE CAN DRIVE RESULTS FOR STUDENTS WITH DISABILITIES IN THE COMING SCHOOL YEAR.

AGAIN, THIS IS OUR AGREEMENT WITH THE VIRGINIA DEPARTMENT OF EDUCATION, HOW WE'RE GOING TO SPEND THOSE GRANT FUNDS OVER THE COURSE OF THE NEXT TWO YEARS AND WE'RE REQUESTING APPROVAL OF THE MEMO AND THE ANNUAL PLAN FOR '23, '24.

THERE ARE A LOT OF ORGANIZATIONS WHO ARE VERY EAGER TO ENGAGE WITH OUR SCHOOL DIVISION, AND I THINK WE HAVE A GREAT OPPORTUNITY TO TAKE ADVANTAGE OF THAT.

AS WE LOOK AT THE LOGISTICS OF SOMETHING LIKE THAT, I KNOW THERE ARE MANY FACETS OF THAT THAT HAVE BEEN BROUGHT TO OUR ATTENTION.

THERE'S A REALLY STRONG EQUITY PIECE TO THAT AS WELL AND HOW DO WE ENSURE THAT THAT SHORTENED CONSEQUENCE OPPORTUNITY IS AVAILABLE TO ALL STUDENTS, THAT WE AREN'T ELIMINATING STUDENTS BECAUSE OF TRANSPORTATION SHORTFALLS OR ANY OTHER RESOURCE THAT THEY MAY BE LACKING TO BE ABLE TO FULLY PARTICIPATE IN HAVING THAT OPPORTUNITY TO SHORTEN THEIR OUT-OF-SCHOOL PARTICIPATION.

I ABSOLUTELY SUPPORT THE REFERRAL TO A RECOVERY PROGRAM OR OUTREACH PROGRAM ON THE SECOND OFFENSE WOULD CONSIDER THAT ON THE FIRST OFFENSE.

IF WE HAVE A EIGHT-YEAR-OLD WHO IS ABUSING SUBSTANCES, THEN MAYBE THERE IS AN INTERVENTION THAT NEEDS TO HAPPEN OR AT LEAST SOME AWARENESS EDUCATION PROGRAM.

I ABSOLUTELY SUPPORT, ON PAGE 12, THE IN-SCHOOL SUSPENSION FOR TOBACCO AND VAPING VIOLATIONS.

AGAIN, I APPRECIATE, MR. SMITH, YOU PUTTING AT THE TOP OF OUR MINDS HOW DO WE APPLY THAT EQUITABLY FROM, PLEASE NOT PRE-K THROUGH 12, BUT JUST REALLY THAT WE DO HAVE A FULL SPECTRUM OF STUDENTS THAT WE HAVE TO LOOK AT THIS.

I SUPPORT THE CHANGES IN SPIRIT AND LOOK FORWARD TO FIGURING OUT HOW WE CAN BEST APPLY THAT.

IN THEIR SUGGESTION OF POLICIES THAT SCHOOL BOARDS CAN TACKLE TO REDUCE SUICIDE, IS LOOKING AT EXCLUSIONARY SCHOOL DISCIPLINE, WHICH IS EXACTLY WHAT WE'RE DOING.

THE RESEARCH SHOWS THAT IT'S A RISK FACTOR FOR SUICIDAL IDEATION AND THAT STUDENTS FROM BLACK LATINX AND LOW-INCOME BACKGROUNDS ARE MORE LIKELY TO BE SUSPENDED OR EXPELLED FROM SCHOOL, AND DURING THAT SUSPENSION, THEY DON'T HAVE ACCESS TO RESOURCES THAT SCHOOLS CAN PROVIDE.

I ALSO WOULD LOVE TO, MAYBE IN THE BEGINNING GIVEN THAT THAT'S WHAT WE'RE TRYING TO ACCOMPLISH IN A MOVE AWAY FROM EXCLUSIONARY DISCIPLINE, IT WOULD BE GOOD TO NOTE THAT BEHAVIOR IS A MESSAGE FROM A CHILD, AND SO OUR GOAL IS TO TRY TO, WHERE POSSIBLE, OFFER THE SUPPORT SO THAT MESSAGE IS NOT REPEATED IN AN ESCALATED MATTER.

IT IS EVIDENCE-BASED AND DOES SHOW TO BE A SUCCESSFUL ALTERNATIVE TO SUSPENSION.

IT DOES COME WITH A COST.

BUT PERHAPS WE COULD FIGURE OUT HOW TO PILOT IT IN A COUPLE OF SCHOOLS THAT ARE STRUGGLING MORE WITH VAPING.

IF IT WORKS, THEN IT COULD BE EXPANDED TO ALL SCHOOLS.

IT DOES SEEM LIKE THERE IS MONEY THERE.

I WAS WITH MY 5TH GRADER, HE WAS TALKING ABOUT VAPING.

WE HAVE A PROBLEM AND THERE ARE GROUPS WITH GRANT FUNDS THAT WANT TO FUND AN ALTERNATIVE THAT WORKS.

OBVIOUSLY, [NOISE] REFERRAL TO RESOURCES IS NOT A CONSEQUENCE THAT WORKS.

WE NEED AN EVIDENCE-BASED PROGRAM.

THE CONSENSUS IS, IF YOU DON'T MOVE FROM A PUNITIVE APPROACH TO RESTORATIVE APPROACH IN A THOUGHTFUL MANNER WITH RESOURCES, IT CAN BACKFIRE.

PAGE 25, THERE'S SO MUCH IN THIS POLICY, THIS IS JUST ONE EXAMPLE.

IT IS A DISCIPLINE OF STUDENTS WITH DISABILITIES.

I DON'T FEEL THAT I HAVE THE EXPERTISE TO REDLINE THAT PIECE, BUT IT'S ONE OF MANY SECTIONS THAT IN MY ROSY VIEW, POSSIBILITIES ARE UNLIMITED THAT WE WOULD HAVE COMMUNITY EXPERTS.

MAYBE ONE DAY WE WOULD HAVE A ROUND TABLE AND EACH EXPERT GROUP WOULD TAKE A SECTION OF THIS POLICY AND REALLY DIVE IN AND UPDATE IT AND MAKE IT THE BEST THAT IT CAN BE.

WE DON'T HAVE THE RESOURCES YET TO REALLY PUT THAT IN PLACE.

THE INTENT OF THIS IS TO MOVE TOWARDS TRAUMA INFORMED PRACTICES AND RESTORATIVE JUSTICE.

THEN ALSO ALL THIS FELT VERY STRAINED WHEN WE GOT THE BUDGET UPDATE AND I THINK IT'S IMPORTANT TO ACKNOWLEDGE THAT THE REASON THOSE PRINCIPLES FEELING REALLY STRAINED, THE REASON WE CAN'T DO WHAT WE WANT IS, AS I SAID IN MY TWO LONG COMMENTS, RESTORATIVE JUSTICE TAKES RESOURCES.

YOU HAVE TO INVOLVE THE COMMUNITY, STAFF, PARENTS.

THAT TAKES RESOURCES AND WE'RE IN A VERY FINANCIALLY STRETCHED DISTRICT.

WE DON'T FUND OUR SCHOOLS THE WAY WE NEED, AND SO WE HAVE TO MAKE COMPROMISES, BECAUSE LIKE MISS.

BAILEY SAID, OUR STAFF WOULD SCRAPE TOGETHER AND USE DUCT TAPE AND SPIT AND PUT IN 20-HOUR DAYS, BUT REALLY THAT'S NOT FAIR.

I JUST LIKE, AS WE'RE THINKING ABOUT AN ELECTION SEASON MOVING FORWARD, WE ARE GOING TO HAVE TO FUND OUR SCHOOLS.

IN THE MEANTIME, WE'LL FIGURE OUT THE COMPROMISE UNTIL WE CAN GET MORE MENTAL HEALTH RESOURCES AND MORE. ALL OF IT.

NOW OUR TEACHER APPRECIATION WEEK WE JUST WANT TO THANK ALL OF OUR TEACHERS.

IF YOU'RE IN EDUCATION YOU'RE A TEACHER, NO MATTER WHAT YOU'RE DOING.

BUS DRIVERS, THR, ARE FEW SERVICES PEOPLE THEY PUT AS THEY'LL TEACH, THEY HELP KIDS LEARN THINGS.

TEACHER APPRECIATION IS REALLY EVERY DAY AND WE APPRECIATE IT.

GRADUATION START MAY 22ND.

EXCITING, POSSIBLY 4,800 STUDENTS TO 5,000.

HANDSHAKES, WE'RE EXCITED ABOUT THAT OPPORTUNITY.
