BEFORE WE BEGIN THE MEETING THIS EVENING, I WOULD LIKE TO THANK EVERYONE FOR ATTENDING THE FEBRUARY 7TH SCHOOL BOARD BUSINESS MEETING AND REMIND THE AUDIENCE THAT COMMENTS TO THIS BOARD MAY ONLY BE MADE AT THE PODIUM DURING THE PUBLIC COMMENT PERIOD.

COMMENTS FROM THE AUDIENCE ARE PROHIBITED AND ARE IN VIOLATION OF SECTION 18 .02-415 OF THE CODE OF VIRGINIA.

DISORDERLY CONDUCT IN PUBLIC PLACES AND SCHOOL BOARD POLICY 6141.

I APPRECIATE EVERYONE'S PATIENCE AND UNDERSTANDING SO THAT WE CAN CONDUCT THE BUSINESS MEETING IN AN ORDERLY FASHION.

AS THIS IS THE START OF THE MONTH, I WOULD LIKE TO TAKE A MOMENT TO RECOGNIZE HOW FEBRUARY IS DESIGNATED AS BLACK HISTORY MONTH.

STUDENTS IN SCHOOLS THROUGHOUT THE UNITED STATES ARE LEARNING ABOUT THE SIGNIFICANT CONTRIBUTIONS TO OUR HISTORY.

AND WHILE A RESOLUTION PROPOSED THIS EVENING ARTICULATES A BROADER APPRECIATION OF THE SUBJECT, I KNOW THAT DR.

DAUGHERTY AND THE AND OUR BOARD ARE SO GRATEFUL TO JOIN WITH THE COUNTY STAFF LATER THIS MONTH AT A BLACK HISTORY MONTH CELEBRATION.

AT THAT TIME, ONE OF THE HIGHLIGHTS OF THIS PROGRAM IS THE PRESENTATION OF SCHOLARSHIP OPPORTUNITIES TO CCPS STUDENTS.

I WOULD ALSO LIKE TO TAKE A MOMENT TO RECOGNIZE NATIONAL SCHOOL COUNSELING APPRECIATION WEEK, AND THAT IS THIS WEEK, FEBRUARY 6TH THROUGH 10TH.

THIS IS AN ANNUAL RECOGNITION DESIGNED TO FOCUS PUBLIC ATTENTION ON THE CONTRIBUTION OF SCHOOL COUNSELORS ALL ACROSS THE US SCHOOL SYSTEMS. AS THE WORLD CONTINUES TO GROW AND CHANGE, SCHOOL COUNSELORS HAVE TRULY STEPPED UP TO SUPPORT THE DIVERSE ACADEMIC, SOCIAL AND MENTAL HEALTH NEEDS OF OUR STUDENTS.

WE DID NOT WANT TO PASS UP AN EXTRA OPPORTUNITY THIS EVENING TO SAY THANK YOU TO OUR SCHOOL COUNSELORS FOR THE AMAZING JOB THAT THEY ALL DO.

AND FINALLY, TOMORROW, FEBRUARY 8TH, IS CROSSING GUARD APPRECIATION DAY IN VIRGINIA.

OUR SCHOOLS THAT HAVE CROSSING GUARDS ARE MAKING SURE THAT THEY WILL FEEL APPRECIATED.

THE FIRST WILL BE HELD FOR THE SUPERINTENDENT'S PROPOSED FY 2024 OPERATING BUDGET.

THIS WILL BE FOLLOWED BY THE PUBLIC HEARING FOR THE PROPOSED FY 2024 CAPITAL IMPROVEMENT PLAN.

WE ARE VERY INTERESTED IN HEARING YOUR COMMENTS ABOUT BOTH PROPOSED PLANS.

THE SCHOOL BOARD WILL TAKE ACTION TO APPROVE THE BUDGET AND THE CIP AT THE FEBRUARY 23RD SPECIAL MEETING OF THE SCHOOL BOARD.

FOR BOTH PUBLIC HEARINGS THIS EVENING, CITIZENS WERE GIVEN THE OPTION OF SUBMITTING THEIR COMMENTS ONLINE OR IN PERSON.

I JUST WANT TO MAKE A FEW KEY POINTS, HIGHLIGHTS.

FOR ONE, THE INFORMATION SEEMED TO BE VERY BROAD AND LIMITED.

I EXPECT IT TO REVIEW OR RECEIVE A COMPREHENSIVE BUDGET, BUT THERE SEEMS TO BE SOME AREAS THAT ARE LACKING FROM THE 16 PAGE DOCUMENT THAT I REVIEWED ONLINE.

WHEN I LOOK AT PAGE FIVE IN YOUR SUMMARY OF THE CRITICAL SERVICE LEVEL INCREASES, IT'S JUST THAT IN THAT AREA WHERE YOU'RE GIVING YOUR BULLET POINTS OF THE AREAS THAT YOU DEEMED CRITICAL NEEDS.

IT JUST SEEMED A LITTLE VAGUE.

YOU MENTIONED PROVIDE FUNDING FOR A SECOND ASSISTANT MANAGER OF SAFETY AND SECURITY.

BUT WHEN YOU GO DOWN TO THE SECTION OF YOUR BUDGET SUMMARY OF OPERATING FUNDS, THAT INFORMATION IS LACKING.

IT JUST SAYS IT INDICATES THAT YOU WILL BE ALLOCATING FUNDS FOR THAT.

I HAVE IT ON HERE.

LET ME JUST GO TO IT.

IN THAT SECTION.

IT SAYS SECURITY PERSONNEL, ADDITIONAL FTE AND STARTUP SUPPORT FOR SECURITY PERSONNEL TO PROVIDE REGIONAL COVERAGE AND BACKUP AS NEEDED.

SO IT DOESN'T MIRROR THE SPECIFICS THAT'S GIVEN UP IN THE TOP PORTION WHERE IT SAYS SECOND ASSISTANT

MANAGER. I THINK WHEN WE ARE OUTLINING OUR BUDGETS, I DON'T UNDERSTAND HOW YOU CAN MAKE AN INFORMED DECISION ON A BUDGET THAT LACKS THE DETAILS.

ANOTHER EXAMPLE MATH SPECIALIST IS MENTIONED IN YOUR SUMMARY ON PAGE FIVE.

BUT THEN YOU GO DOWN TO YOUR BUDGET AND IT INDICATES $185,400 FOR STATE PROPOSED TWO FTE MATH SPECIALIST LOCATION TBD.

MY QUESTION IS TO THE SUPERINTENDENT AND THE BOARD.

WHAT DOES THAT MEAN? WHEN YOU ARE SUBMITTING BUDGETS, WE NEED AS MUCH DETAIL AS WE CAN POSSIBLY RECEIVE TO MAKE INFORMED DECISIONS.

THIS IS NOT FOR US TO FIGURE IT OUT.

I APPRECIATE YOU ALL GOING AROUND TOWN, CONDUCTING AND HOLDING YOUR TOWN HALLS.

BUT FOR THOSE WHO ARE UNABLE TO ATTEND, HAVE THAT INFORMATION AVAILABLE ON YOUR BUDGET.

THIS SHOULD REALLY BE IN A SPREADSHEET FORM WITH THE DETAILS.

I'M NOT UNDERSTANDING THE COMMUNICATION READING SPECIALISTS IN SCHOOLS RESOURCES FOR CARVER MIDDLE SCHOOL.

WHERE DO WE GET? HOW DID YOU COME TO THAT? HOW DID YOU COME UP WITH HOW WAS CARVER EVEN CONSIDERED? WHAT CRITERIA HAD TO BE MET IN ORDER FOR CARVER TO BE SELECTED TO RECEIVE THE FUNDING FOR THAT? SO I'D ENCOURAGE YOU TO GO BACK, SUPERINTENDENT DAUGHERTY.

AND I WANT THIS BOARD TO HOLD HIM ACCOUNTABLE FOR PROVIDING A MORE COMPREHENSIVE, DETAILED BUDGET PROPOSAL.

THIS IS NOT IT.

IT'S A LOT OF INFORMATION LACKING IN ORDER FOR YOU TO MAKE AN INFORMED DECISION.

AND IN THE EVENT THAT YOU DO GET WHAT YOU'RE ASKING FOR, WHICH WE CAN HOLD OUT A HOPE AND A PRAYER THAT THEY'LL GIVE YOU WHAT YOU'RE ASKING FOR.

I DO HAVE A FEW POINTS TO CONSIDER.

ONE THE 12 MONTH AP POSITIONS INSTEAD OF 11 MONTHS, THEY ARE NEEDED YEAR ROUND FOR SUMMER PLANNING, SPECIAL EDUCATION NEEDS DURING SUMMER MONTHS, PROFESSIONAL DEVELOPMENT, ASSISTING WITH SUMMER HIRES TO NAME A FEW.

SECOND, THE OVERCROWDING OF OUR SCHOOLS, ESPECIALLY IN DALE DISTRICT.

ACCORDING TO THE CHARTS THAT ARE LISTED ON STRATUS ON ONE DOT ORG PBS.ORG.

DALE DISTRICT ELEMENTARY SCHOOLS ARE OVER 113% CAPACITY.

I KNOW THE BOND REFERENDUM ADDRESSES BENSLEY, BUT EVERYTHING ELSE IN THE BOND REFERENDUM ADDRESSES OTHER SCHOOLS THAT ARE NOT AS HARD HIT AS DALE DISTRICT ELEMENTARY SCHOOLS.

SO I'D ASK THAT TO BE CONSIDERED AS WELL.

AND THE LAST THING IS RESOURCING.

SO I KNOW WE HAVE VIRTUAL TEACHERS, FOR EXAMPLE, AT MEADOWBROOK, BUT WHAT ABOUT INCREASING THE SALARY FOR THOSE SCHOOLS? I KNOW WE CURRENTLY HAVE A WINDOW WHERE THE HARD TO STAFF SCHOOLS GET FIRST CRACK AT THE RESUMES, WHICH IS GOOD.

STEP ONE, THEY GET TO SEE THEM FIRST, THEY GET TO INTERVIEW FIRST BEFORE WE OPEN IT UP FOR ANY OTHER SCHOOLS THAT ARE IN NEED OF THE SAME TYPE OF TEACHER.

BUT HOW ABOUT GIVING THEM AN EXTRA INCENTIVE TO STAY OR OR TAKE THE JOB OFFER AT ONE OF OUR HARD TO STAFF SCHOOLS? SO IN THE TOWN HALL MEETING, MR. DAUGHERTY MENTIONED 52,000, WHICH IS GREAT BECAUSE THAT'S UP 4000 STARTING SALARY WITH A BACHELOR'S DEGREE.

BUT HOW ABOUT 60,000 FOR OUR HARD TO STAFF SCHOOLS? BECAUSE VIRTUAL TEACHING IS BETTER THAN NO TEACHING.

BUT IF YOU ACTUALLY HAVE A CENSUS OR A SENSING SESSION OF SOME KIND TO ACTUALLY ASK YOUR PARENTS HOW THEY FEEL ABOUT HAVING A VIRTUAL TEACHER TEACH THEIR CHILD VERSUS A LIVE PERSON IN THE ROOM WITH THEM TEACHING THEIR CHILD, THEY WOULD PREFER TO HAVE THE RIGHT TEACHER IN THE ROOM.

AND THEN THE. I'M SORRY I SAID FINAL, BUT THIS IS THE LAST THING IN THE TOWN HALL BUDGET ASSESSMENT.

WE TALKED YOU MENTIONED 112 MILLION FOR SPECIAL EDUCATION.

SO I AGREE WITH MISS PONCE IN THE SENSE THAT I'D LIKE TO SEE WHERE THAT 112 MILLION IS BEING APPLIED.

I HAVE A LOT OF FAMILIES THAT ARE CONCERNED THAT THE MONEY IS NOT GOING WHERE IT SHOULD GO IN CONCERN FOR SPECIAL EDUCATION AND FOR TOTAL TRANSPARENCY THAT EVERYTHING IS GOING WHERE IT'S SUPPOSED TO GO.

A LINE ITEM BUDGET FOR THAT DOLLAR AMOUNT SHOULD BE PROVIDED.

I SERVE AS THE STUDENT WELLNESS EXPERT AND THE VICE CHAIR OF THE SCHOOL HEALTH ADVISORY BOARD, AND WE RECOMMENDED ADDITIONAL MENTAL HEALTH SUPPORT FOR OUR STUDENTS.

TODAY. I'M HERE AS A PARENT AND REPRESENTING MYSELF, AND I WANT TO SPEAK ON A FEW ISSUES.

FIRST, I FULLY SUPPORT I SUPPORT FULLY FUNDING THE SUPERINTENDENT'S NEEDS BASED BUDGET.

AND I'D LIKE TO SPEAK ABOUT TWO SPECIFIC ITEMS. FIRST, WE NEED TO FUND MORE COUNSELORS FOR OUR MIDDLE AND HIGH SCHOOL STUDENTS.

OUR COUNSELORS PLAY A VITAL ROLE IN IDENTIFYING STUDENTS WITH NEEDS AND CONNECTING THEM TO RESOURCES.

AND WE KNOW OUR STUDENTS ARE HERE TO LEARN AND THRIVE.

HOWEVER, AN ALARMING NUMBER OF STUDENTS ARE FACING EXTREME CHALLENGES THAT IMPEDE THEIR LEARNING.

A RECENT STUDY OF VIRGINIA SCHOOLS SHOWED THAT MENTAL HEALTH CONCERNS, CHRONIC ABSENTEEISM AND DISRUPTIVE STUDENT BEHAVIOR WERE TOP CONCERNS AMONG SCHOOLS. OUR STUDENTS ARE ANXIOUS, THEY'RE DEPRESSED, AND SOME ARE SUICIDAL.

WE KNOW THAT SOME COPE BY ABUSING SUBSTANCES.

OTHERS BECOME ISOLATED.

OR THEY MAY STOP ATTENDING CLASS.

SOME STUDENTS ARE ACTING OUT THEIR DISRUPTING CLASSES.

THEY'RE VANDALIZING PROPERTY.

THEY'RE FIGHTING OR THEY'RE TROLLING PEOPLE ON SOCIAL MEDIA.

SOME OF OUR STUDENTS ARE RESORTING TO SELF HARM OR THREATENING VIOLENCE ON OTHERS.

THE SIGNS ARE CLEAR OUR STUDENTS NEED OUR HELP AND OUR PRINCIPALS HAVE ASKED FOR MORE COUNSELORS.

SO PLEASE, LET'S FUND THE ADDITIONAL COUNSELORS IN OUR SECONDARY SCHOOLS.

SECONDLY, I'M HERE TO SUPPORT THE 6.5% INCREASE FOR OUR TEACHERS.

CHESTERFIELD NEEDS THE BEST TEACHERS BECAUSE, AS YOU'VE JUST HEARD, THEY'RE NOT TEACHING UNDER IDEAL CONDITIONS.

THEY'RE CATCHING STUDENTS UP WHO HAVE MISSED MATERIAL DURING THE PANDEMIC.

STUDENTS ARE CONTINUING TO MISS CLASS DUE TO WIDELY CIRCULATING VIRUSES.

TEACHERS ARE FREQUENTLY ACCOMMODATING STUDENTS WHO ARE MISSING TESTS, MISSING DEADLINES.

AND WE NEED TO KEEP OUR EXPERIENCED TEACHERS.

THEY KNOW HOW TO ENGAGE STUDENTS.

THEY KNOW HOW TO MANAGE A CLASSROOM.

THEY KNOW HOW TO COMMUNICATE WITH OUR STUDENTS AND FAMILIES THAT ARE AT RISK.

WE CANNOT LOSE OUR TEACHERS TO NEIGHBORING COUNTIES.

PLEASE FUND THE 6.5 INCREASE FOR OUR TEACHERS SO THAT WE CAN REMAIN COMPETITIVE AND KEEP OUR BEST TEACHERS.

ONE PERTAINS TO THE CAPITAL IMPROVEMENT REFERENCE, THE BOND REFERENDUM.

SO I KNOW AGAIN, I'VE MENTIONED IT BEFORE, BUT JUST FOR THE LARGER COMMUNITY AT HAND, THE BOND REFERENDUM THAT WE VOTED ON IN NOVEMBER INCLUDED SCHOOLS, RIGHT? WE HAVE ESTABLISHED THAT.

BUT WE WANT TO MAKE SURE THAT IF WE GET AN OPPORTUNITY TO DO THAT AGAIN, THAT WE PRIORITIZE THE SCHOOLS A LITTLE BIT BETTER.

SO AS I MENTIONED IN MY LAST COMMENTS, THE 113% STRENGTH OF DALE DISTRICT ELEMENTARY SCHOOLS AND FALLING CREEK MIDDLE SCHOOL IS ALSO AT 115% STRENGTH AT THE MOMENT.

I KNOW WE'RE DOING SOMETHING ABOUT FALLING CREEK MIDDLE AND THAT IS ABSOLUTELY WELL DESERVED ON TIME.

BUT AS WE BUILD THESE NEW SCHOOLS, NOT YOUR PROBLEM OR OUR SUPERVISOR'S PROBLEM, WE NEED TO STOP SAYING YES TO DEVELOPERS WHEN THE INFRASTRUCTURE IS NOT IN PLACE.

SO I KNOW THAT IS NOT YOUR FIGHT, BUT I KNOW THAT IS SOMETHING THAT YOU'RE CONCERNED ABOUT.

AND I JUST WANTED TO ECHO THAT FOR EVERYONE AROUND.

THE SECOND THING IS THE MEGA TRAILERS.

SO, YES, THE MEGA TRAILERS ARE BETTER THAN THE REGULAR TRAILER.

AND THERE ARE A LOT OF TRAILERS IN DALE DISTRICT ELEMENTARY SCHOOLS.

I DO KNOW THAT THE PLAN FOR HOPKINS IS TO GET A MEGA TRAILER TO REPLACE.

I THINK WE HAVE 17 OR 15 REGULAR TRAILERS [INAUDIBLE] ALREADY, HAS THEIR MEGA TRAILER.

AND AS FAR AS SECURITY IS CONCERNED, IT IS BETTER SECURE THAN THE TRADITIONAL TRAILER, BUT IT IS NOT EASILY FORTIFIED.

THAT IS NOT WHERE I WANT MY CHILD TO BE IN A LOCKDOWN SITUATION.

AND I UNDERSTAND THAT THE SCHOOL IS ALREADY BUILT.

BUT AS WE CONTINUE TO BUILD SCHOOLS, CAN WE BUILD THEM PREPARED FOR THE FACT THAT OUR BOARD OF SUPERVISORS IS NOT GOING TO KEEP SAYING OR THEY ARE GOING TO KEEP SAYING YES TO DEVELOPERS AND YOU'RE GOING TO BE BUSTING AT THE SEAMS EVERY TIME YOU BUILD A NEW SCHOOL, WHICH IS NOT YOUR PROBLEM.

AND I UNDERSTAND THAT. SO I AM NOT BLAMING YOU, BUT IT'S A PROBLEM THAT WE ALL NEED TO ADDRESS.

EVERY CITIZEN NEEDS TO BE AWARE THAT ONE OF THE REASONS WHY WE'RE BUSTING AT THE SEAMS AT OUR SCHOOLS IS BECAUSE THE BOARD OF SUPERVISORS CONTINUES TO APPROVE DEVELOPMENT OF HOUSING SUBDIVISIONS WITHOUT HAVING INFRASTRUCTURE IN PLACE.

INFRASTRUCTURE IS NOT JUST POLICE OFFICERS AND FIRE DEPARTMENTS.

IT'S OUR SCHOOLS AND WE DON'T HAVE ENOUGH.

AND THE LAST THING, IF GIVEN THE OPPORTUNITY FOR ANOTHER BOND REFERENDUM, PLEASE, I KNOW YOU MENTIONED IT TO ME IN THE TOWN HALL ABOUT GETTING ONE MORE ELEMENTARY SCHOOL IN DALE, AND THAT'S AWESOME.

BUT I DON'T KNOW IF THAT'S GOING TO FIX IT.

SO WHY I'M HERE TONIGHT? HOMOSEXUALITY CANNOT MAKE EXPLICIT CONTENT MORE EXPLICIT; RIGHT? A GAY KISS AND A STRAIGHT KISS MEAN THE SAME THING.

AND ACCORDING TO THIS POLICY, A HARDER, MORE EXPLICIT SEXUAL CONTENT SHOULD MEAN THE SAME THING NO MATTER WHO IS DOING IT.

YOUR BUDGET INDICATED FALLING CREEK HOPKINS MOSELEY TO ADDRESS THE GROWTH NEEDS.

AND WHEN I THINK OF TRAILER LEASES, I RECALL OUR FORMER SCHOOL BOARD MEMBER MADE THE PROPOSAL THAT REPRESENTED MATOACA THE BUILDING THAT THE PURPOSE OF BUILDING A NEW SCHOOL IN MOSELEY WAS TO ADDRESS THE GROWTH.

WITH THAT BEING A NEW SCHOOL AND YOU HAD A TRAILER ON THE PROPERTY, DID WE DO OUR DUE DILIGENCE AS FAR AS CONDUCTING AN ASSESSMENT OF THE GROWTH TO INDICATE THE NUMBER OF SPACE OR SEATS THAT'S NEEDED BEFORE WE START THESE DEVELOPMENTS AND CONSTRUCTION OF NEW SCHOOLS? I DON'T UNDERSTAND WHY WE'RE STILL HAVING TRAILERS ON NEWLY BUILT SCHOOLS ON THE PROPERTY, BUT THERE'S A SOME AMOUNT OF $550,000 ALLOCATED FOR THE TRAILERS.

BUT I THOUGHT WE WERE TRYING TO GET AWAY FROM TRAILERS BECAUSE OF SAFETY ISSUES.

SO SECOND THING, MOVING ALL METAL, I MEAN, MIDDLE SCHOOL AND HIGH SCHOOL COUNSELORS, THAT IS DEFINITELY A NEED I'M ALWAYS GOING TO SUPPORT.

WHEN DR. LANE WAS THE SUPERINTENDENT, I MET WITH HIM AND I WANTED IN HIS SHORT TERM GOALS TO HAVE A FULL TIME LICENSED COUNSELOR AND NURSE AT EVERY SCHOOL.

THAT WAS BEFORE COVID AND BEFORE THE MASS SHOOTINGS, ALL OF THAT.

I DID NOT SEE NURSES ALLOCATION FOR FULL TIME NURSES.

WHAT I DON'T UNDERSTAND IS THE FORMULA TO ELIMINATE SHARED COUNSELORS 1.1 MILLION.

EQUITY RECOGNIZES THAT EACH PERSON HAS A DIFFERENT NEED, AND IN ORDER FOR THEM TO BE SUCCESSFUL, WE RESOURCE THEM WITH WHAT THEY NEED TO BE SUCCESSFUL.

IT'S NOT ABOUT CHANGING STANDARDS, LOWERING STANDARDS, MAKING THINGS EASIER FOR ONE DEMOGRAPHIC OVER THE OTHER.

IT'S ABOUT EQUIPPING OUR STUDENTS TO BE SUCCESSFUL.

THE FUNCTION OF EDUCATION, THEREFORE, IS TO TEACH ONE, TO THINK INTENSIVELY AND TO THINK CRITICALLY.

VERY OFTEN NO ONE IS TAKING PARENTS RIGHTS AWAY, JUST LIKE NO ONE IS TEACHING CRITICAL RACE THEORY.

JUST LIKE THE ELEPHANT IN THE ROOM, THERE ISN'T REALLY ONE, RIGHT? THE ISSUE WE'RE HAVING AS A COMMUNITY IS WE'RE TALKING PAST EACH OTHER AND NOT TO EACH OTHER.

SO ONCE WE START TO REALIZE THAT EDUCATION IS MEANT FOR US TO THINK CRITICALLY, WE CAN'T BAN BOOKS BECAUSE THEY HELP US THINK CRITICALLY.

WE CAN HAVE A CONVERSATION ABOUT THE BOOK, MAKE SURE THE BOOK IS AGE APPROPRIATE.

BUT TO TAKE A BOOK OUT OF A LIBRARY AT A HIGH SCHOOL BECAUSE IT'S INAPPROPRIATE FOR A NINTH GRADER, DENIES MY RIGHT FOR MY CHILD, WHO MIGHT BE A 12TH GRADER TO READ THAT BOOK.

SO THE RIGHTS OF ONE PERSON CANNOT TRAMPLE THE RIGHTS OF ANOTHER, OR NONE OF US HAVE RIGHTS.

FINALLY, AMERICAN HISTORY IS BLACK HISTORY.

I ASK THAT YOU PLEASE CONTINUE TO EMBRACE AND FIGHT FOR EQUITY AND EQUALITY IN OUR SCHOOLS.

WE RANK NUMBER FIVE, BUT WE HAVE 64,000 CHILDREN SCHOOL SYSTEMS THAT ARE SMALLER THAN OURS.

INVEST MORE IN THEIR CHILDREN THAN WE DO.

AND THE MEASURE OF A SOCIETY IS WHERE YOU PUT YOUR MONEY.

THE AVERAGE SCHOOL LIBRARY HAS 13,000 BOOKS IN IT.

THESE BOOKS HAVE HUNDREDS OF PAGES PER BOOKS.

SO WHY IS IT, WHEN I LOOK NATIONWIDE AT THESE CONVERSATIONS HAPPENING EVERYWHERE AT FOX NEWS, NPR, EPOCH TIMES, TEXAS TRIBUNE, NEW YORK TIMES. I KEEP SEEING THE SAME PICTURES FROM THE SAME HANDFUL OF PAGES, FROM THE SAME HANDFUL OF BOOKS, 51 MILLION BOOKS, 13,000 PER SCHOOL.

THE SAME BOOKS KEEP SHOWING UP.

IT'S ALMOST LIKE THOSE PICTURES IN THOSE BOOKS WERE HANDPICKED TO CREATE THE GREATEST EMOTIONAL RESPONSE BECAUSE THE CONVERSATION ABOUT GETTING BOOKS BANNED FOR SEXUALLY EXPLICIT CONTENT OR WHATEVER OPENS THE DOOR, GETS THE FOOT IN THE DOOR, AS ONE SPEAKER ALREADY TALKED ABOUT, VIRGINIA STILL CLASSIFIES HOMOSEXUALITY AS SEXUALLY EXPLICIT.

NOT THE ACT, JUST THE WORD, JUST THE EXISTENCE.

OPENING THE DOOR TO HAVING BOOKS BANNED MAY NOT BE THE INTENT.

IT MAY NOT BE THE INTENTION OF THOSE WHO WANT TO GET CERTAIN EXPLICIT BOOKS OFF THE SHELVES, BUT IT OPENS THE DOOR TO GETTING THOSE BOOKS OFF THE SHELVES TO ERASURE.

BEFORE WE PULL THAT BOOK.

WE CANNOT TAKE ACTION ON BOOKS WITH A SIMPLE ONE LINE COMMENT AND A ONE CONVERSATION.

WE NEED TO ACTUALLY HAVE A FULL INVESTIGATION OF EVERY BOOK BEFORE ACTION IS TAKEN.

I DO SUPPORT THAT CHANGE TO THE POLICY TO EXPLICITLY SAY THAT WE ARE NOT GOING TO ERASE THE HOMOSEXUAL COMMUNITY BY THAT POLICY.

THE TEACHER REASSIGNED ANOTHER BOOK AND THEY GAVE IT AN EXTENSION ON THAT THING.

ANOTHER 13 YEAR OLD HAD TO READ A BOOK OR THE MAGICAL FISH FOR A GRADE A CHAPTER BOOK, WHERE, GIVEN A FEW QUESTIONS, THE BOOK IS ABOUT A BOY COMING OUT TO HIS PARENTS.

THE KID HAD NO IDEA.

AND I HAVE A POINT OF ALL THIS.

TO DO THIS, WE'VE LEVERAGED IN-PERSON SOCIAL TESTING DATES, COORDINATING PICKUP DATES WITH SOL GROWTH ASSESSMENTS TO MINIMIZE THE NUMBER OF TRIPS THAT OUR FAMILIES NEED TO MAKE TO THE CVS CAMPUS.

WE HAVE ALREADY BEGUN TO EXPAND THIS PRACTICE FOR NEXT YEAR BY PLANNING PICKUP DATES THAT CORRELATE WITH OUR FALL SOL GROWTH ASSESSMENTS.

OUR STAFFING MODEL IS SIMILARLY SIMILAR TO THAT OF OTHER SCHOOLS WITHIN CCPS WITH MINOR ADJUSTMENTS.

FOR EXAMPLE, WE DO NOT HAVE A CLINIC AIDE OR A NURSE OR GENERAL EDUCATION INSTRUCTIONAL ASSISTANCE.

BASED ON OUR CURRENT ENROLLMENT PROJECTIONS, WHICH IS APPROXIMATELY 800 STUDENTS, WE WILL HAVE 59 TEACHERS IN GRADES K THROUGH EIGHT FOR THE 2324 SCHOOL YEAR. WHAT DOES MAKE OUR STAFFING UNIQUE IS THAT WE EMPLOY TEACHERS FROM TEN DIFFERENT STATES AND ALL ACROSS VIRGINIA.

THIS ALLOWS US TO RECRUIT THE BEST QUALIFIED CANDIDATES, PROVIDE A MORE DIVERSE FACULTY, AND TO REDUCE THE IMPACT ON THE LOCAL CANDIDATE POOL.

FOR OUR ELEMENTARY GRADES, OUR COURSE OFFERINGS ARE COMPARABLE TO THE OTHER ELEMENTARY SCHOOLS IN CHESTERFIELD COUNTY.

OUR STUDENTS ENGAGE IN THEIR CORE SUBJECTS THROUGHOUT THE DAY AND FOLLOW US AT ROTATION OF RESOURCE CLASSES.

OUR SPECIALISTS PROVIDE INTERVENTION SUPPORT IN BOTH READING AND MATH FOR OUR MIDDLE SCHOOL STUDENTS IN ADDITION TO THE CORE CONTENT REQUIREMENTS.

AS YOU CAN SEE, ENROLLMENT GENERALLY INCREASES WITH EACH GRADE LEVEL.

KINDERGARTEN HAS OUR LOWEST ENROLLMENT AT 36 STUDENTS, AND SEVENTH GRADE IS OUR LARGEST, WITH 150 STUDENTS.

34 STUDENTS WHO RECEIVE ENGLISH LANGUAGE LEARNER SERVICES.

44 STUDENTS IDENTIFIED AS GIFTED AND 43.2% OF OUR STUDENTS COMING FROM TITLE ONE SCHOOLS.

THIS GRAPH SHOWS OUR ENROLLMENT BY DEMOGRAPHIC.

AND AS YOU CAN SEE, WE SERVE A RATHER RACIALLY DIVERSE STUDENT POPULATION.

IN ADDITION TO OUR RACIAL DIVERSITY, 16 DIFFERENT LANGUAGES ARE SPOKEN IN OUR FAMILY'S HOMES.

VIRTUAL SCHOOL ENROLLMENT CAN BE EXPLAINED IN TWO DISTINCT CATEGORIES OUR CURRENT STUDENTS AND NEW OR PROSPECTIVE STUDENTS.

ALL STUDENTS CURRENTLY ENROLLED IN THE CHESTERFIELD VIRTUAL SCHOOL WILL REMAIN ENROLLED.

IF A FAMILY WOULD LIKE TO GO BACK TO THEIR SCHOOL OF RESIDENCE, THEY MUST GO TO THEIR SCHOOL OF RESIDENCE AND COMPLETE ENROLLMENT PAPERWORK.

WE ASK FOR PLANNING PURPOSES THAT STUDENTS INTENDING TO RETURN TO THEIR SCHOOL OF RESIDENCE INFORM US PRIOR TO APRIL 28TH.

NEW STUDENTS ARE GUARANTEED ENROLLMENT BETWEEN THE DATES OF FEBRUARY 6TH AND MARCH 31ST.

ENROLLMENT WILL REMAIN OPEN ON A SPACE AVAILABLE STATUS THROUGH APRIL 28TH.

STUDENTS CAN STILL ENROLL IF SPACE ALLOWS BASED ON STAFFING.

THIS CORRESPONDS WITH CCPS ONLINE'S REGISTRATION WINDOW.

IN ADDITION, FIVE SEATS PER GRADE LEVEL WILL BE CONTINUED WILL BE HELD FOR ADMINISTRATIVE PLACEMENTS.

OVER THE LAST YEAR AND A HALF, OUR STUDENTS HAVE WORKED HARD TO BUILD LEARNING EXPERIENCES THAT ARE UNIQUE TO THE NEEDS OF THE STUDENTS AND FAMILIES WE SERVE.

TO DO THIS, WE HAVE PUT A LOT OF TIME INTO GETTING TO KNOW OUR COMMUNITY AND WE ARE PROUD OF WHAT WE HAVE ACCOMPLISHED SO FAR.

SOME CELEBRATIONS AND SUCCESSES INCLUDE FREQUENT LUNCH BRUNCHES WITH OUR COUNSELORS.

17 ESTABLISHED STUDENT CLUBS.

CLUBS WERE FORMED BASED ON STUDENT INTEREST DATA AND DESIGNED TO PROMOTE STUDENT ENGAGEMENT AND CONNECTION.

WE SURVEYED ALL STUDENTS GRADES K THROUGH EIGHT ABOUT THEIR INTERESTS, WITH LITTLE OVER 315 STUDENTS RESPONDING TO OUR SURVEY.

THE CLUBS WITH THE HIGHEST REQUESTS WERE THE CLUBS THAT WERE CREATED FOR THIS YEAR.

WE HOPE TO CONTINUE TO GROW OUR CLUB OFFERINGS IN THE FUTURE BASED ON STUDENT AND STAFF INTERESTS.

SOME EXAMPLES OF OUR ELEMENTARY SCHOOL CLUBS ARE BELIEVE IN YOUR SHELF READING BOOK CLUB, DANCE, RUNNING, READER'S THEATER, THE VIPER STUDIO ART CLUB, PIANO, DRAMA.

SOME EXAMPLES OF OUR MIDDLE SCHOOL CLUBS ARE THE CVS CREATES ART, VORACIOUS READING VIPERS AND ANIME CLUB, THE VALIANT RUNNING VIPERS, YOUNG ASTRONAUTS, CVS TEAM STEAM, VIPER SQUAD, A PHOTOGRAPHY AND FILM CLUB, THE NATIONAL JUNIOR HONOR SOCIETY, AND THE UNITY CLUB.

AND AS YOU CAN SEE FROM THIS PICTURE, WE HAD A WONDERFUL TURNOUT FOR OUR EIGHTH GRADERS TO ATTEND MISSION TOMORROW.

ADDITIONALLY, THIS YEAR, WE HAVE SUCCESSFULLY STARTED A PIZZA WITH MORE THAN 100 MEMBERS.

CREATED AND IMPLEMENTED OUR VIPER EXPECTATIONS FOR OUR PBIS PROGRAM.

CREATED A STUDENT SUPPORT TEAM TO BETTER SUPPORT OUR TEACHERS AND STUDENTS.

CREATED AN ATTENDANCE TEAM THAT MEETS WEEKLY TO DISCUSS ATTENDANCE AND INTERVENTIONS AND HAD A TEACHER SELECTED FOR AN REB AWARD.

WHILE WE'RE NOT DONE BUILDING THE VIRTUAL SCHOOL, WE ARE PROUD OF WHAT OUR STAFF AND STUDENTS HAVE CREATED SO FAR.

YOU MENTIONED THAT 43% OF YOUR STUDENTS COME FROM TITLE ONE SCHOOLS.

DO YOU KNOW THE PERCENTAGE OR THE NUMBER OF STUDENTS WHO ARE ELIGIBLE FOR FREE AND REDUCED LUNCH AT CVS OR COME FROM AN ECONOMICALLY DISADVANTAGED BACKGROUND? THAT IS DATA THAT WE ARE STILL TRYING TO CURRENTLY COLLECT BECAUSE THEY DO NOT RECEIVE THEIR MEALS FROM US.

THEY DON'T FILL OUT THE PAPERWORK NECESSARY FOR US TO HAVE THAT READILY AVAILABLE. SO DO THOSE STUDENTS HAVE ACCESS TO MATH AND READING SPECIALISTS OR OTHER WRAPAROUND SUPPORTS THAT THEY WOULD HAVE IN TITLE ONE? WE DO HAVE A MATH SPECIALIST AND A READING SPECIALIST ON OUR STAFF FULL TIME.

AND SO, YES, THEY WORK.

WE WORK WITH OUR TEACHERS IN PLANNING, LOOKING AT DATA THAT'S AVAILABLE SO THAT WE CAN IDENTIFY STUDENTS WHO NEED EXTRA SUPPORT, AND THEN THEY BOTH PUSH INTO CLASSES AND ALSO DO SOME PULL OUT GROUPS.

AND I JUST HAVE A COMMENT AND THAT IS, I THINK THAT THE VIRTUAL SCHOOL IS EMBLEMATIC OF HOW CHESTERFIELD COUNTY LITERALLY REACHES SO FAR TO TRY TO MEET OUR STUDENTS WHERE THEY ARE.

AND OBVIOUSLY THERE IS A SET OF STUDENTS THAT FEEL COMFORTABLE IN A VIRTUAL ENVIRONMENT AND WE HAVE BEEN ABLE TO OFFER THEM THAT OPPORTUNITY.

I KNOW A VIRTUAL TEACHER AND SHE JUST LOVES IT AND LOVES HER CLASS AND IT'S A GREAT FIT FOR HER.

SO THIS IS JUST A NICE FIT FOR OUR STUDENTS AND FOR THOSE THAT DESIRE THIS METHOD OF LEARNING.

AND I REALLY APPRECIATE DR.

DAUGHERTY OFFERING IT AND CONTINUING TO SUPPORT THIS SCHOOL BECAUSE I THINK IT'S, YOU KNOW, SCHOOL IS HARD FOR SOME KIDS AND YET EDUCATION IS NOT.

JUST SOME CLARIFICATIONS ON SOME THINGS THAT WERE SAID TONIGHT THROUGHOUT THIS ENTIRE EVENING.

THE GROWTH ISSUE THAT OCCURS, I HOPE EVERYONE REALIZES THAT WE DO NOT APPROVE HOUSING OR.

REAL ESTATE PURCHASES AND THAT FOR THE FIRST TIME SINCE I'VE BEEN HERE, THE COUNTY HAS A KNOWLEDGE THAT WE ARE A GROWING COMMUNITY.

AND SO WHEN WE'RE LOOKING AT OUR OPPORTUNITIES TO BUILD, WE ARE TRYING TO NOT ONLY, WE'RE NOT EVEN TRYING TO CATCH UP, WE'RE TRYING TO START THE BALL ROLLING BECAUSE WE ARE EXTREMELY BEHIND BECAUSE OF THE LAST 15 YEARS OF FUNDING. JUST SO EVERYONE KNOWS, WE DO HAVE FULL TIME NURSES IN EVERY ONE OF OUR SCHOOLS AND WE HAVE CLINICS IN OUR SCHOOLS.

WE HAVE FULL TIME COUNSELORS, NOT ONE, BUT ACCORDING TO THE 1 TO 325 RATIO, SOME OF OUR SCHOOLS HAVE AS MANY AS SEVEN FULL TIME COUNSELORS THAT WE'RE WORKING IN. WE ARE, AND BY THE WAY, IF YOU HAVE PAID ATTENTION TO OUR BUDGET, WE HAVE REQUESTED TO ADD MORE COUNSELORS TO OUR SECONDARY SCHOOLS.

WE'VE HAD EIGHT PUBLIC HEARINGS.

TOWN HALLS.

WE ARE ON TV.

WE HAVE VIDEO.

WE HAVE AN EXTENSIVE ISSUES OF DEMONSTRATIONS OF OUR BUDGET ON OUR WEBSITE.

AND IF ANYONE IS INTERESTED, WE HAVE OVER A 400 PAGE DOCUMENT THAT IS LINE BY LINE.

AND BY THE WAY, WE ARE AUDITED EVERY YEAR OF EVERY PENNY WE SPEND.

I JUST WANTED TO MENTION LAST MONDAY, I THINK IT WAS I WAS INVITED TO MIDLOTHIAN HIGH SCHOOL AND THEY HAD THEIR FIRST BLACK HISTORY MONTH BREAKFAST AND I HEARD A LOT OF CHATTER AROUND ME AT THE BREAKFAST THAT MIDLOTHIAN HIGH SCHOOL HAD NEVER DONE SOMETHING LIKE THAT BEFORE, AND IT WAS STUDENT DRIVEN AND IT JUST THE ENERGY WAS AMAZING.

AND JUST TO SEE WE HAVE, AS DR.

ABELL SAID, WE HAVE A LONG WAY TO GO, BUT WE'VE COME A LONG WAY.

AND I'M PROUD OF THE WORK THAT WE'RE DOING TO JUST REALLY HELP EVERY KID SUCCEED AND HAVE EVERY KID BE SEEN AND HEARD.
