I DID USED TO BE ON A SCHOOL BOARD, SO EDUCATION'S REALLY IMPORTANT. I RUN AN INTERNSHIP PROGRAM. FOR LOCAL HIGH SCHOOL AND UNIVERSITY STUDENTS AGED 14 YEARS AND UP. WE'VE HAD 43 PEOPLE WHO HAVE STARTED OR COMPLETED OUR INTERNSHIP PROGRAM AS OF TODAY. IT'S A WORK, A MINIMUM OF 5 HOURS PER WEEK FOR A MINIMUM OF 12 WEEKS, WHICH IS 60 HOURS IN TOTAL. AND THE WEEKS DON'T HAVE TO BE NECESSARILY CONSECUTIVE. THIS IS AN UNPAID INTERNSHIP WITH THE OPTION OF RECEIVING SCHOOL CREDIT. INTERNS WILL THEN HELP CHOOSE THEIR OWN ASSIGNMENTS AND CHOOSE THEIR OWN HOURS AND DOCUMENT THOSE HOURS ON A VIRTUAL RECORDING DOCUMENT. AND THE INTERNSHIP PROGRAM HAS BEEN ACCEPTED AS AN INTERNSHIP WITHIN CHESTERFIELD HIGH SCHOOL'S WORK BASED LEARNING INITIATIVE. AND NICO HERE, WHO IS NOT A HIGH SCHOOL STUDENT, BUT HE DID GRADUATE FROM MIDLOTHIAN HIGH. SO WE'RE HAPPY TO HAVE HIM. WE'VE HAD, I THINK NOW SIX INTERNS FROM CHESTERFIELD PUBLIC HIGH SCHOOL, THREE CURRENTLY. SO WE'VE HAD STUDENTS FROM LC BIRD, CLOVER HILL, THOMAS DALE, MANCHESTER HIGH, JAMES RIVER, MIDLOTHIAN HIGH. SO GOOD RANGE. AND WE HAVE COLLEGE AND MASTER'S STUDENTS AND YOUNG PROFESSIONALS AS WELL. AND SO WHAT WE DO, THESE ARE TWO MAIN PROGRAMS THAT WE HAVE FOR THE PUBLIC. SO VCAP AND BACKS VIRGINIA CONSERVATION ASSISTANCE PROGRAM OF VIRGINIA AGRICULTURE COST SHARE. SO WE DO A LOT TO TRY TO GIVE FINANCIAL RESOURCES TO OUR COMMUNITY TO HELP PREVENT EROSION AND RUNOFF, BOTH WITH HOMEOWNERS AND WITH FARMERS. AND SO SOMETIMES WHAT OUR INTERNS WILL DO IS PROMOTE THESE SERVICES. SO WE HAVE A COMMUNITY INVOLVEMENT. THERE'S A REALLY LONG LIST. I AM MOSTLY GOING TO BE GOING THROUGH THE TITLES OF EVERYTHING WE DO BECAUSE IT WOULD TAKE 10 MINUTES TO GO THROUGH EACH PROGRAM. BUT IF YOU HAVE QUESTIONS, PLEASE FEEL FREE. WE HAVE IN MARATHON FOR NINTH THROUGH 12TH GRADERS. HEATH CONSERVATION LEADERSHIP INSTITUTE. THAT'S THROUGH OUR NINTH THROUGH 12 CONSERVATION CAMP, NINTH THROUGH 12TH. IT'S AT VIRGINIA TECH IN THE SUMMER. SO THIS IS REALLY IMPORTANT TO NOTE BECAUSE THIS IS NEW. SO WE HAVE THE JAMES RIVER STORM WATER, DONALD BAGSHAW MEMORIAL SCHOLARSHIP. THIS IS FOR 12TH GRADE STUDENTS. SO LAST YEAR, IT'S THE FIRST TIME THAT WE IMPLEMENTED THIS SCHOLARSHIP. SO IT'S FOR STUDENTS WITH 3.0 GPA OR HIGHER, AND THEY HAVE TO BE STUDENTS IN CHESTERFIELD OR PRINCE GEORGE. AND SO WE PROVIDE A ONE SCHOLARSHIP FOR 1500. THERE'S ALSO THE 12TH GRADE COLLEGE FRESHMAN SCHOLARSHIP FROM SLOAN WATER STATEWIDE, BUT THAT'S FOR THREE INDIVIDUALS. BUT IF YOU KNOW OF ANYONE OR WAYS THAT WE SHOULD PROMOTE DONALD BAGSHAW MEMORIAL SCHOLARSHIP WE WOULD LOVE TO HEAR IT. IDEAS, BECAUSE IT'S VERY IMPORTANT TO US THAT WE GIVE RESOURCES TO OUR STUDENTS. CONSERVATION EDUCATION TEACHER OF THE YEAR. K THROUGH 12. SO WE, THERE'S A STATEWIDE COMPETITION FOR THE CONSERVATION EDUCATION TEACHER OF THE YEAR. THIS YEAR WE ACTUALLY NOMINATED A TEACHER WHO ONE OF THE INTERNS AT JAMES RIVER SUGGESTED. HE TOLD ME, THIS TEACHER SO AMAZING. AND I SAID, I LOVE THAT. I DON'T KNOW YOUR TEACHER. AND HE ACTUALLY WROTE THE NOMINATION AND HE WAS LIKE, WHEN'S IT DUE? AND I WAS LIKE, TOMORROW. HE'S LIKE, THAT'S FINE. AND SO WE HAVE THIS COMPETITION, I BELIEVE IN THE FALL, BUT WE TAKE POSTERS ANNUALLY. AND SO THIS IS A REALLY GREAT PROGRAM. YOU CAN ALSO RECEIVE A SCOUT PATCH IF YOU DO THE POSTER AND YOU'RE ALSO IN A IN A SCOUT GROUP. SO THE SCOUT PATCH, YOU SEE THE POSTER CONTEST PATCH WE HAVE THE LIVING IN YOUR WATERSHED PATCH AND SO EXPERT PATCH AND SO EACH ONE IS FOR A DIFFERENT AGE GROUP. SO ONE'S THIRD GRADE ABOVE, FOURTH GRADE OR ABOVE AND ONE'S KINDERGARTEN AND ABOVE, WE HAVE FIELD DAYS. SO IN CLASS, FIELD TRIP SIGNS AS WELL, OBJECTIVES. AND BRIANNA GOES TO SCHOOLS AND DOES SOME TEACHING IN THE CLASSROOMS. WE ALSO HAVE TO KEEP FACEBOOK CLOSE TO. FAN CLUB AND THE GARDEN CLUB AGAIN, GIVE US ALL ON WATER. I BUILT IT, BUT THEY HELPED ME WITH LOOKING UP BLUEPRINTS AND BUILDING BEST PRACTICES AND COMING UP WITH IDEAS AND WHO SHOULD BE AT THE RIBBON CUTTING CEREMONY SO THAT WE HAD A LOT OF STRATEGY AND OUTREACH SESSIONS THAT THEY HELPED WITH. SO WE HAVE TWO BOOTHS AT CHESTERFEST COUNTY FAIR AND MIDLOTHIAN DAY, WHICH HAS BEEN REALLY HELPFUL. WE ACTUALLY HAVE HAVE SOME INTERNS WHO APPLY FROM TO THE PROGRAM THROUGH THESE BOOTHS AND OTHER INTERNS APPLY FROM THEIR TEACHERS LETTING THEM KNOW ABOUT THE PROGRAM. FUNDING. SO OUR FUNDING IS THROUGH THE DCR, SO IT'S THROUGH THE STATE AND IT'S THROUGH THE CHESTERFIELD BOARD OF SUPERVISORS AND THROUGH THE PRINCE GEORGE BOARD OF SUPERVISORS. AND WE HAVE A LOT OF DIFFERENT PARTNERSHIPS WITH LOCAL, STATE AND FEDERAL AGENCIES. THAT IS NOT AN EXHAUSTIVE LIST, BUT THAT IS SOME OF OUR PARTNERS. APPRECIATE THE OPPORTUNITY TO BE HERE TODAY. SO MY PURPOSE TODAY IS REALLY TO WALK THROUGH THE RENEWAL PROCESS THAT WE HAVE GONE THROUGH. I SERVICE A CONSULTANT THAT WORKS WITH THE SCHOOLS AND THE COUNTIES EVERY YEAR TO KIND OF STRATEGICALLY MANAGE YOUR HEALTH AND DENTAL PLANS. SO THIS YEAR, IN 2022 WAS OUR FIRST YEAR WITH ANTHEM FOR YOUR MEDICAL AND PRESCRIPTION DRUG PLAN UNDER OUR NEW CONTRACT. SO WHEN WE LOOKED AT THE PRELIMINARY PROJECTION EARLIER THIS YEAR, IT WAS COMING BACK TO AN 11.2% INCREASE TO CURRENT BUDGET RATES THAT WOULD HAVE TO GO INTO EFFECT FOR JANUARY OF 2023. AND JUST TO GIVE YOU A KIND OF A LITTLE BIT OF AN UNDERSTANDING, WE ARE LOOKING AT THE MOST RECENT DATA THAT WE HAD AVAILABLE AT THAT TIME, WHICH WAS LOOKING AT A TIME PERIOD OF MAY OF 2020 THROUGH APRIL OF 2022. AND BASED ON THE CURRENT ENROLLMENT IN THE COMBINED COUNTY AND SCHOOL PLAN OF 10,845 EMPLOYEES. WHEN I TALK ABOUT PROJECTED EXPENSE, I'M TALKING ABOUT EXPECTED CLAIMS, FIXED FEES, CONTRIBUTIONS TO THE HSA ACCOUNTS, BUT BY CHESTERFIELD COUNTY AND SCHOOLS FORMULARY DRUG REBATES. AND WE ALSO ALWAYS INCLUDE A LITTLE BIT OF MARGIN FOR CLAIM FLUCTUATIONS TO COVER ANY UNEXPECTED EVENTS. THERE'S ONLY ONE PLAN DESIGN THAT IS PROPOSED FOR 2023, AND IT RELATES TO THE LUMINOUS HSA PLAN. WE ARE REQUIRED TO INCREASE THE CALENDAR YEAR DEDUCTIBLE TO REMAIN COMPLIANT WITH IRS REGULATIONS, AND WE'LL TALK A LITTLE BIT ABOUT THAT BY IMPLEMENTING THAT PLAN CHANGE. IT BROUGHT THE INCREASE DOWN FROM 11.2% TO TEN AND ONE HALF PERCENT. UM, WHEN WE LOOKED AT ADMINISTRATIVE FEES, AS I MENTIONED, WE WENT OUT TO MARKET FOR 2022 AND NEGOTIATED VERY COMPETITIVELY WITH ANTHEM AS WELL AS THE OTHER CARRIERS. SO WE NEGOTIATED A MULTI YEAR RATE GUARANTEE FOR THIS FOR THE ADMINISTRATIVE FEES. SO YOU'LL SEE NO CHANGES TO THAT COMPONENT OF THE PROGRAM. THE OTHER COMPONENT IN YOUR PROGRAM THAT'S A FIXED FEE IS THE REINSURANCE OR SPECIFIC STOP LOSS FEE. WHAT THIS RISK CHARGE DOES IS PROTECT CHESTERFIELD AGAINST PAYING ANY CLAIMS AGAINST CATASTROPHIC PARTICIPANTS ABOVE $300,000 PER PARTICIPANT. WE ARE SEEING A SIGNIFICANT INCREASE IN THAT FEE OF 36.1%. IT'S AN ILLUSTRATIVE FEE. AND IN A MOMENT I'LL GO INTO SOME MORE DETAIL ABOUT THAT. ANTHEM DOES NOT RELEASE A FIRM FEE UNTIL OCTOBER, AND WE HAVE A STRATEGY TO TRY TO MANAGE THAT INCOME, NEGOTIATE THAT TO THE BEST OF OUR ABILITY. SO AFTER WE PRESENTED THE PRELIMINARY RENEWAL, THERE WAS SOME CONVERSATION INTERNALLY AND THE COUNTY HAS DECIDED TO UTILIZE AVAILABLE SURPLUS FUNDS AND REDUCE THAT INCREASE TO THE COUNTY AND SCHOOLS, TO THE EMPLOYEES DOWN TO 5.3% INCREASE. SO TO TALK A LITTLE BIT MORE DETAIL THE RECOMMENDED ROAD AND WILL INCREASE FOR 2023 AS I MENTIONED STARTED AT 11.2%. WHEN WE LOOK AT THAT, THE TOTAL PROJECTED EXPENSE FOR THE CALENDAR YEAR 2023 IS $148.4 MILLION AND THAT'S A COMBINED COUNTY AND SCHOOLS COST. AND THAT INCLUDES BOTH THE COSTS THAT THE COUNTY AND SCHOOLS AS WELL AS EMPLOYEES CONTRIBUTE TO THE PROGRAM. NET PAID CLAIMS DURING OUR REVIEW PERIOD THAT ENDED IN APRIL OF 2022 ACTUALLY WENT UP 13.8% COMPARED TO LAST RENEWAL. SO YOU CAN SEE THAT THIS INCREASE IS BEING DRIVEN BY THE EXPERIENCE IN THE PLAN. SO WE SAW A LOSS RATIO AND WHAT WE MEAN BY LOSS RATIOS, WE TAKE CLAIMS AND DIVIDE IT BY REVENUE. IT INCREASED ON THE COUNTY SIDE FROM 82.1% TO 87.2%. [00:15:02] AND ON THE SCHOOL SIDE, FROM 89.6% TO 92.0%, MEANING THAT WE WERE GETTING CLOSER TO COST, GETTING MUCH CLOSER TO THE BUDGET NUMBERS THAT ARE COMING IN. SO WE DID A LITTLE DIGGING. THE INCREASE IN CLAIMS IS BEING PRIMARILY DRIVEN BY AN INCREASE IN CATASTROPHIC CLAIMANTS. SO WHEN THIS NUMBER, WE'RE KIND OF LOOKING AT CATASTROPHIC CLAIMS FOR ANYBODY THAT HAD A CLAIM OF OVER $50,000, THERE WERE 428 INDIVIDUALS WITHIN THAT TOTAL GROUP. WHEN WE THINK ABOUT YOUR TOTAL GROUP, WHICH WOULD INCLUDE EMPLOYEES AND SPOUSES AND DEPENDENTS, WE'RE LOOKING AT ABOUT 20,000 FOLKS. SO WE HAD 428 OF THOSE FOLKS WHO HAD CLAIMS OVER 50,000, AND THAT WAS A 4.6% INCREASE IN PEOPLE FROM LAST YEAR. AND WE HAD 28 INDIVIDUALS WHO HAD A CLAIM IN EXCESS OF THAT 300,000 STOP LOSS LIMIT. AND THAT'S A 40% INCREASE IN THE NUMBER OF FOLKS THAT ACTUALLY HIT THAT LIMIT. TOTAL CLAIMS PAID BY CHESTERFIELD FOR CLAIMANTS THAT HAD AT LEAST 50,000 IN CLAIMS WAS A $55.4 MILLION. SO THAT'S 428 PEOPLE HAD $55.4 MILLION IN CLAIMS, AND THAT'S ABOUT 45% OF YOUR TOTAL CLAIM SPENT. AS I MENTIONED ALREADY, THE MONTHLY ADMIN FEES, ADMINISTRATIVE FEES ARE NOT CHANGING FROM 2022 TO 2023. WHEN I TALK ABOUT ADMINISTRATIVE FEES, I'M TALKING ABOUT THE ADMINISTRATIVE FEE CHARGED BY ANTHEM TO ADMINISTER THE MEDICAL AND THE PRESCRIPTION DRUG PROGRAM. THERE IS A NETWORK ACCESS FEE THAT PROVIDES ACCESS TO WHERE THEY NEGOTIATE WITH ALL OF THE PROVIDERS. THERE IS A PHARMACY REBATE CREDIT. THERE IS A FEE FOR ANTHEM'S HEALTH APP THAT THEY CALL THE SYDNEY HEALTH APP AND A CLINICAL MANAGEMENT PROGRAM THEY CALL TOTAL HEALTH TOTAL PROGRAM AS WELL AS THE FULLY INSURED VISION FEE. AS A PART OF OUR RFP PROCESS IN 2021, ANTHEM HAS SHIFTED THE REBATE PAYMENTS ON THE PHARMACY PROGRAM FROM A QUARTERLY RETROSPECTIVE PAYMENT TO A FIXED PER EMPLOYEE PER MONTH PROSPECTIVE PAYMENT. WHAT THAT MEANS AND BEFORE IS THERE'S A LAG FROM THE TIME THAT THE CLAIM GETS INCURRED TO WHEN THEY CAN ACTUALLY PAY YOU BACK THE REBATE. IT'S ABOUT A NINE MONTH LAG. SO BY PAYING YOU UPFRONT BASED ON A PER EMPLOYEE PER MONTH BASIS, YOU'RE GETTING THAT CREDIT EACH MONTH. THAT CREDIT IS WORTH $8.14 MILLION ANNUALLY. IT WILL GO TO 3200 FOR AN INDIVIDUAL AND 60 $400 FOR A FAMILY OR SOMEONE THAT COVERS EVEN ONE DEPENDENT. AND AS I MENTIONED, THIS THIS PLAN, WHEN YOU THINK ABOUT YOUR [INAUDIBLE] HSA PLAN, IT GIVES ACCESS TO FOLKS TO GET TAX FREE CONTRIBUTIONS INTO THAT HEALTH SAVINGS ACCOUNT. SO AS A RESULT OF THAT, IT'S HIGHLY REGULATED BY THE IRS AND THEY HAVE MINIMUM DEDUCTIBLES THAT MUST BE IN PLACE IN ORDER FOR IT TO BE HSA ELIGIBLE. BUT WHAT WE ARE WORKING ON AND WORKING TOWARDS IS TAKING THAT COMPONENT OF THE CONTRACT OUT TO BID FOR THIS FALL. IT'S SOMETHING WE CAN DO EVEN THOUGH IT'S LATE IN THE SEASON WHEN YOU THINK OPEN ENROLLMENT IS COMING BECAUSE IT'S A RISK COMPONENT OF YOUR CONTRACT THAT'S TRANSPARENT TO EMPLOYEES. WE'VE ALSO FINALLY STARTED TO SEE A STABILIZATION IN THE AMOUNT IN THE HSA PLAN VERSUS THE POINT OF SERVICE PLAN. THERE ARE 25% OF YOUR EMPLOYEES WHO HAVE SELECTED THE HSA PLAN AND 75% IN THE POINT OF SERVICE. HISTORICALLY, I'VE SEEN THAT HSA PLAN KIND OF GROW YEAR OVER YEAR. THE LAST COUPLE OF YEARS IT'S BEEN PRETTY FLAT. I THINK SO. I THINK PEOPLE KIND OF STAYING WHERE THEY ARE. NEW HIRES MIGHT BE COMING IN AND TAKING THEIR PLACES, BUT WE'RE NOT SEEING A LOT OF CHANGE. NOW, WHEN YOU THINK ABOUT THAT AND YOU THINK ABOUT THE COST OF THE TWO PLANS, WHEN WE LOOK AT THE COST PER AVERAGE COST PER EMPLOYEE IN THE HSA PLAN VERSUS THE AVERAGE COST OF AN EMPLOYEE THAT'S IN THE POINT OF SERVICE PLAN. THAT HSA PLAN IS RUNNING 40% LOWER IN COST THAN THE POINT OF SERVICE PLAN. SO WE SEE SOME SELECTION OF YOUR HEALTHIER FOLKS MOVING INTO STAYING IN THAT PLAN. BUT IT'S A DIFFERENCE OF 70 $600 VERSUS $12,700. SO THE MORE FOLKS WE CAN ENCOURAGE TO LOOK AT THAT HSA PLAN CAN HELP WITH YOUR OVERALL COST AS WELL. WE DO THINK THAT ANTHEM'S NETWORKS CONTINUE TO PROVIDE SIGNIFICANT VALUE. THE AVERAGE DISCOUNT SAVINGS ON THE PROGRAM LAST YEAR WAS 70.4% OF CLAIMS, AND 99.2% OF THE CLAIMS WERE INCURRED WITHIN NETWORK PROVIDERS. SO OVERWHELMINGLY, YOUR EMPLOYEES ARE STAYING WITHIN THE NETWORK. WHEN WE LOOK AT WHAT EMPLOYEES PAID, NOT EXCLUDING WHAT THEY PAID OUT OF THEIR PAYCHECK, BUT IN TERMS OF DEDUCTIBLES, CO-PAYS AND COINSURANCE, EMPLOYEES PAID 9.7% OF THE TOTAL COST. THAT'S A LITTLE BIT LESS THAN THEY WERE PAYING. BUT WHEN YOU THINK ABOUT THAT, YOU HAVE AN INCREASED DEDUCTIBLES OR CO-PAYS FOR A NUMBER OF YEARS AS COSTS GO UP. PERHAPS THE BIGGEST FACTOR THAT WE'RE SEEING IS A CHANGE IN OUR NUMBER OF SEPARATIONS. SO THE NUMBER OF SEPARATIONS, RESIGNATIONS AND RETIREMENTS OF FULL TIME AND PART TIME EMPLOYEES, THIS HIRING YEAR IS ON TRACK TO BE ABOUT 22 TO 25% HIGHER THAN LAST YEAR. MEASURE FROM OCTOBER TO THE END OF SEPTEMBER KIND OF GIVES THAT BEGINNING OF THE YEAR SCHEDULE CHANGE, CHANCE TO SETTLE OUT. IF THERE ARE THINGS THAT WE COULD CONSIDER ADDRESSING TO WITH OUR PRINCIPALS TO INCENTIVIZE OUR LONGTIME TEACHERS TO STAY AND NOT LEAVE, IF WE CAN MAYBE JUST BRAINSTORM SOME WAYS TO ADDRESS THAT. THE WORKING FROM HOME IS VERY ATTRACTIVE TO A NUMBER OF PEOPLE AND OF COURSE TEACHING IS PRIMARILY WORKING IN THE CLASSROOM. [01:20:01] AND SO THOSE ARE JUST VERY DIFFERENT SETTINGS. I THOUGHT THE INTERNATIONAL EXCHANGE PROGRAM COULD HELP WITH THAT. IF IT LEADS TO MORE ESL TEACHERS, I WAS LISTENING TO SOME DISCUSSION. APPARENTLY WE STILL HAVE SOME SCHOOLS AT ONE HIGH SCHOOL IN PARTICULAR THAT ONLY HAS 0.4 ESL TEACHERS. AND JUST THE STRUGGLE WHEN YOU YOU CAN'T REALLY MEET THE NEEDS OF YOUR STUDENTS WHEN YOU HAVE 0.4 PEOPLE IN THE BUILDING. SO I'M HOPING THAT WITH EASIER ACCESS TO ESL TEACHERS, WITH THE INTERNATIONAL EXCHANGE PROGRAM, THAT THAT HOPEFULLY WILL BE ABLE TO SUPPORT OUR TEACHERS BETTER BY MAKING THEM FEEL CONFIDENT THAT IF THEY HAVE ANY ASL STUDENT, THAT THAT STUDENT IS GOING TO GET THE HELP THAT THEY NEED. AND THEN I JUST WANT TO SHARE A THOUGHT BECAUSE I WAS HANGING OUT WITH PEOPLE WHO OWN THEIR OWN COMPANIES AND TALKING ABOUT THE TREND, WHICH IS VERY REAL OF PRIVATE COMPANIES HIRING TEACHERS. AND THEY SAID, WELL, WHY DO PRIVATE COMPANIES HIRE TEACHERS? AND THEY SAID, WELL, IT'S THAT'S EASY. IT'S BECAUSE TEACHERS CAN EXPLAIN THINGS. AND IT HIT ME, YOU KNOW, I THINK WE ALL KNOW THAT SORT OF A 21ST CENTURY SKILL IS COLLABORATION. AND THE KEY TO COLLABORATION IS CLEAR COMMUNICATION. SO OUR TEACHERS ARE REALLY 21ST CENTURY LEADERS BECAUSE THEY KNOW HOW TO COMMUNICATE MAYBE A LOT BETTER THAN YOUR AVERAGE PERSON. SO I THOUGHT THAT WAS INTERESTING. SO GIVEN THAT WE HAVE TO BE EXTRA COMPETITIVE AS WE THINK AHEAD TO THE NEXT BUDGET SEASON, GIVEN THAT WE HAVE TO RETAIN THE TEACHERS THAT WE HAVE AND ALSO HIRE NEW ONES THAT ARE BEING COURTED BY PRIVATE COMPANIES WHO LOVE THEIR COMMUNICATION SKILLS. WHAT DOES THIS MEAN FOR THE THE 2223 BUDGET? I'M ASSUMING THEY'RE GOING TO EXPECT A LARGER NUMBER THAN WE'VE SEEN IN THE PAST. AND MAYBE YOU CAN'T ANSWER THIS YET, BUT I JUST I'M ALREADY THINKING NEXT MONTH IS WHEN WE START TO THINK MORE ABOUT THE BUDGET. IT SEEMS LIKE WE'RE GOING TO HAVE TO PUT MORE DOLLARS IN THIS AREA THAN WE HAVE HISTORICALLY. ANOTHER THING THAT WE'RE TRYING TO DO IS LAST YEAR WHAT WE HEARD, WE HEARD THAT TEACHERS WERE UNDERSTANDABLY, YOU KNOW, PRETTY FRUSTRATED WITH, YOU KNOW, DURING MY PLANNING PERIOD, I'VE GOT TO COVER ANOTHER CLASS AND I NEED TO BE PLANNING AND GRADING, ASSESSING AND CONTACTING PARENTS. FREY IS DOING SOME ANALYSIS OF HE'S GOING TO COORDINATE DIRECTLY WITH EACH OF THE PRINCIPALS IN REGARDS TO HOW MANY BUSSES WE MIGHT WANT TO BRING 5 TO 10 MINUTES IN ADVANCE OF 715, BECAUSE IF WE CAN DROP THOSE CHILDREN OFF A LITTLE BIT EARLIER, THAT GIVES US A BETTER CHANCE AT BEING ON TIME WITH WITH TIERS TWO AND TIERS THREE, ESPECIALLY FOR BUSSES AND DRIVERS THAT ARE ASKED TO DO DOUBLE DOUBLE BACKS, BECAUSE SOME OF THOSE DO EXIST IN REGARDS TO COVERING SOME OF OUR VACANT RUNS AND WHEN WE DO HAVE DAY TO DAY ABSENTEEISM AND SO FORTH. HOUGH HAS DOZENS OF CANDIDATES THAT ARE STILL WORKING THROUGH THE BACKGROUND CHECK IN THE MEDICAL CHECK.
