BEFORE WE BEGIN THE MEETING THIS EVENING, I WOULD LIKE TO THANK EVERYONE FOR ATTENDING THE JUNE 7TH SCHOOL BOARD BUSINESS MEETING AND REMIND THE AUDIENCE THAT COMMENTS TO THE BOARD MAY ONLY BE MADE AT THE PODIUM DURING THE PUBLIC COMMENT PERIOD.

COMMENTS FROM THE AUDIENCE ARE PROHIBITED AND ARE IN VIOLATION OF SECTION 18.2- 415 OF THE CODE OF VIRGINIA.

LATIN SIX STUDENT IN MIDLOTHIAN HIGH.

NICOLE HELPED KEEP THE SCHOOL'S LATIN CLUB STRONG THROUGHOUT THE PANDEMIC, WITH THEIR SERVICE'S LATIN CLUB OFFICER AND PARTICIPATION AT THE VIRGINIA JUNIOR CLASSICAL LEAGUE CONVENTION. SHE DEVOTED COUNTLESS HOURS OVER THE PAST TWO YEARS, INCLUDING MUCH OF HER SUMMERS HELPING LATIN TEACHER AMY PETERSON TEST AND REVISE AN ONLINE READER THAT IS NOW BEING READ BY LATIN STUDENTS AROUND THE WORLD.

THIS YEAR, NICOLE TUTORED INTERNATIONAL BACCALAUREATE STUDENTS TO HELP THEM PREPARE FOR NEXT YEAR'S INTERNATIONAL BACCALAUREATE LATIN COURSE.

AND I'VE ACTUALLY LEARNED A LOT AND HOW CRITICAL IT IS.

AND I NOW THINK THAT EVERYBODY SHOULD TAKE LATIN.

AND NOT JUST ON MONDAY WHEN WE WERE REFRESHED, AND NOT JUST FRIDAY BECAUSE WE'RE ABOUT TO LEAVE, BUT EVERY DAY GIVING THEM THAT CONSISTENCY AND BEING ABLE TO TELL EVERYBODY ABOUT IT HOW IMPORTANT THIS JOB IS AND HOW OVERLOOKED IT CAN BE.

MULTIPLE BRIEFINGS ON FILE AND PRESENTED BY CCPS STAFF REPEATEDLY SHOW THAT THE SLP WAS INTENDED TO BE FUNDED ENTIRELY BY THE SALARY SAVINGS GENERATED BY EMPLOYEES RETIRING EARLIER THAN PLANNED AND BEING REPLACED BY EMPLOYEES AT LOWER SALARIES.

SALARY SAVINGS WERE TO BE DEPOSITED IN THE TRUST FUND TO COVER FUTURE PAYMENTS FROM THE SLP.

AND THEN SPEAKING BEHIND THE SCENES, I WOULD BE REMISS IF I DIDN'T THINK FACILITIES AND TRANSPORTATION BECAUSE THEY HELPED MAKE SURE THAT OUR UNDERCLASSMEN WHO ARE PARTICIPATING GOT THERE AND ADDITIONALLY THEY MADE SURE ALL OF THE MUSICAL INSTRUMENTS AND ALL OF THAT STUFF GOT THERE.

SO WE CERTAINLY COULD NOT HOLD GRADUATIONS LIKE THAT WITHOUT THEM, SO WE CERTAINLY THANK THEM.

ROBYN YEOH AND HER COLLEAGUES, THEY WERE ALL THERE BEHIND THE SCENES, SETTING UP BETWEEN EACH GRADUATION, MAKING SURE THAT THE EQUIPMENT AND CHORAL PIECES WERE SET UP.

SO THAT WAY WHEN STUDENTS GOT THERE, THEY COULD IMMEDIATELY START GOING INTO SOUND CHECK AND BE PREPARED TO SHOWCASE THEIR TALENTS TO ALL OF OUR PARENTS, OUR COMMUNICATIONS AND OUR TECHNOLOGY TEAMS. THEY CERTAINLY HELPED TO MAKE SURE THAT WE HAD GREAT PICTURES THAT FAMILIES WHO WEREN'T ABLE TO BE THERE WERE ABLE TO WITNESS IT VIA LIVESTREAM.

AND THEN ALSO ANYONE WHO WANTS TO GO BACK AND WATCH IT AGAIN HAVE THAT OPPORTUNITY.

IT WAS SUCH AN AMAZING TIME TO SEE THOSE FAMILIES CELEBRATING EACH OF THOSE STUDENTS AND THEIR ACCOMPLISHMENTS IN REALISTICALLY, IT'S SUCH AN AMAZING TIME FOR EACH AND EVERY ONE OF US TO CELEBRATE THE WORK THAT WE DO TO GET THEM THERE.

WE DIDN'T RENT OUT AS MANY BUILDINGS AS WE WOULD IN A TYPICAL NON-COVID YEAR.

THAT LED TO A REDUCTION AND REDUCTION IN OTHER FEES THAT MAKES UP THE BULK OF THE REVENUE SHORTFALL.

WE ALSO ARE LOOKING AT JUST UNDER 900,000 IN LOWER STATE REVENUE FROM VARIOUS HOLD HARMLESS AND OTHER MODIFICATIONS.

AS THE YEAR ENDS, WE WOULD TYPICALLY HAVE A LITTLE BIT BETTER GRASP OF STATE REVENUE AT THIS TIME.

BUT GIVEN SOME OF THE DELAYS IN THE STATE BUDGET FOR 23, THAT ALSO CAME WITH DELAYS IN 22.

SO I EXPECT THAT NUMBER TO STILL MOVE A BIT AS WE SEE FINAL RESULTS ON THE STATE BUDGET FOR FY 22 AS WELL.

THE BIG MOVERS ON THE EXPENSE SIDE, YOU CAN SEE THE THE BIG NUMBER HERE IS THE VACANCY, ABOUT 15 AND A QUARTER MILLION DOLLARS DRIVEN FROM VACANCY, PRIMARILY FROM TEACHERS.

ABOUT 12 MILLION OF THAT IS FROM TEACHERS, 6 MILLION FROM OTHER STAFF VACANCIES ACROSS THE DISTRICT.

WE HAD A PROBLEM WITH BUS DRIVERS EARLIER.

WE FILLED THAT VACANCY. BUT STILL, THOSE EARLY PORTION OF THE YEAR, AS AN EXAMPLE, DROVE A LITTLE BIT OF SAVINGS THERE.

YOU WILL ALSO NOTE THAT AS OFFSET BY ABOUT $4 MILLION OF INCREMENTAL SPEND FOR SUBSTITUTES DURING COVID, THERE WERE MORE VACANCIES.

WE ALSO INCREASE THE RATE OF PAY AND PROVIDED EXTRA PAY FOR HIGH DEMAND DAYS FOR SUBSTITUTES THAT DROVE HIGHER COSTS THAT WE'RE REALLY HAPPY TO SPEND GIVEN THE RESULTS OF THE SUBSTITUTE PROGRAM.

BUT IT DID DRIVE A LITTLE BIT OF OFFSET TO SOME OF THAT VACANCY SAVINGS IN FY 22.

YOU ALSO SEE ABOUT THREE AND A QUARTER MILLION FOR SLP SAVINGS AND A RELATIVELY MODEST AMOUNT IN OTHER AREAS AS WELL, WHICH LEAVES YOU AT THE 16.7 YEAR END FUNDS AND THEN THE 5.3 MILLION OF RESERVES, WHICH I'LL WALK THROUGH HERE.

AS WE ADD TO THAT OTHER FULL TIME PERSONNEL AND OTHER BONUSES THAT WE LOOK AT, I WILL ULTIMATELY LOOK FOR THE ALLOCATION OF ABOUT THREE OF THAT FIVE TO HELP SUPPORT THAT BONUS ACTIVITY IN FY 23.

YOU'LL ALSO NOTICE A CIP RESERVE OF $5.8 MILLION.

HERE, AGAIN, AS I TALKED ABOUT IN THE WORK SESSION, THE CURRENT GENERAL ASSEMBLY BUDGET INCLUDES A REDUCTION IN WHAT WAS A CONSTRUCTION GRANT PROGRAM IN THE NORTHERN BUDGET BY JUST ABOUT THAT AMOUNT, 5.8 MILLION.

THE MONEY NEEDS TO BE IN OUR OPERATIONAL BUDGET FOR THAT.

THEY'VE PULLED THAT GRANT DOWN.

IT WAS A $500 MILLION GRANT ACROSS THE COUNTY.

ACROSS THE COUNTY, WOULDN'T THAT BE NICE? ACROSS THE STATE, DOWN TO 400.

OUR SHARE OF THAT WAS ABOUT THAT 5.8 MILLION.

SO IN ORDER TO HOLD TO THE CIP PLANS THAT WE HAD APPROVED IN THE FEBRUARY BUDGET, WE WOULD NEED TO ESSENTIALLY BACKFILL THAT WITH.

WITH THIS FUNDS.

AND THEN THERE WAS A BUNCH OF THE BOTTOM WE TALKED ABOUT EARLIER ABOUT SECURITY ENHANCEMENTS, SOME OF THE VESTIBULES, WHICH ARE THINGS THAT WE'VE IDENTIFIED.

WE REALLY NEED WE REALLY DO NEED TO HAVE A LOT OF THESE THINGS ALREADY IN PLACE AT OUR SCHOOLS, SO.

EVERY YEAR I'VE BEEN HERE, WE'VE GONE BACK TO THE COUNTY TO ASK FOR THIS MONEY IN RETURN AND WITH GOOD FAITH TO SHOW THEM HOW WE'VE SPENT IT.

AND WE'VE ALWAYS GIVEN A DETAILED REPORT, BUT WE'VE BEEN ABLE TO ENHANCE THE SECURITY OF OUR SCHOOLS OVER THE LAST FOUR YEARS.

WE'VE BEEN ABLE TO PUT CAMERAS IN ADDITIONAL SECURITY SUPPORT, AND SOME OF THIS MONEY WILL GO TOWARDS THE VESTIBULE AREA BECAUSE WE WE HAVE SEVERAL SCHOOLS THAT DO NOT HAVE THEM.

THEY WERE BUILT PRIOR TO PEOPLE THINKING, YOU KNOW, IT'S NOT OKAY JUST TO WALK INTO A BUILDING, YOU NEED TO HAVE SECURITY.

AND SO WHAT WE TRIED TO LOOK AT OR WHAT ARE THE NEEDS THAT WE HAVE FOR THE COUNTY SCHOOL SYSTEM THAT WE CANNOT AFFORD IN OUR BUDGET.

AND SO THESE ARE THESE AREAS THAT WE LOOK AT, PLAYGROUNDS.

PLAYGROUNDS NEED TO BE REPLACED.

THEY NEED TO BE SAFER. THEY NEED TO HAVE BETTER PADDING.

THEY NEED TO BE MORE APPROPRIATE FOR THE PLAY.

AND WHEN THEY GO BAD, THAT ONE PUTS THEM BACK IN.

WE HAVE TO PUT THEM BACK IN.

SO THIS IS WE LOOK AT THE AREAS THAT WE CAN ENHANCE OUR SCHOOL DISTRICT BECAUSE NOT ONLY DO.

OUR CHILDREN PLAY WITH IT DURING THE SCHOOL DAY, BUT THEY ALSO OUR COMMUNITY MEMBERS USE THESE FACILITIES AFTER SCHOOL AND IN THE SUMMER AS WELL.

AND WAS IT MEMO 8722 IS A REALLY IMPORTANT STEP IN PUTTING THAT FORWARD.

IF YOU RECALL, THE CIP THAT WAS PUT FORWARD IN FEBRUARY INCLUDED FIVE NEW OR REBUILT ELEMENTARY SCHOOLS, THREE NEW OR REBUILT MIDDLE SCHOOLS, A NEW HIGH SCHOOL AND A HIGH SCHOOL ADDITION.

A VERY ROBUST PLAN.

WE HAVE GOTTEN A REALLY GOOD JUMPSTART ON THAT WITH THINGS LIKE THE GSA FUNDING AND SOME OTHER FUNDING THAT WE'VE BEEN MADE AVAILABLE TO START THAT PROCESS, NOT SURPRISINGLY, INTO THIS BOARD'S NOT SURPRISED THAT WE NEED SOME ADDITIONAL FUNDS TO COMPLETE THAT, AND THE EXPECTATION FOR THAT FUNDS WOULD BE THROUGH A BOND REFERENDUM THIS NOVEMBER.

SO THE FIRST MAJOR STEP IN THAT BOND REFERENDUM IS FOR THE SCHOOL BOARD TO REQUEST OF THE COUNTY, TO REQUEST OF THE CIRCUIT COURT TO ORDER I'LL READ IT TO ORDER AN ELECTION ON THE QUESTION OF AUTHORIZING THE COUNTY TO ISSUE ITS GENERAL OBLIGATION BONDS IN THE MAXIMUM AMOUNT OF $375 MILLION FOR CAPITAL SCHOOL

THE NEXT GROUP WHERE THE PROJECTS ANTICIPATED TO BE INCLUDED AS PART OF THAT BOND REFERENDUM.

YOU SEE AM DAVIS BENSLEY 360 WEST ELEMENTARY PROJECTS MIDLAND MIDDLE, THE 360 WEST HIGH SCHOOL, GRANGE HALL AND THE DALE EXPANSION, NINTH GRADE RENOVATION, I SHOULD CALL IT.

OTHER PROJECTS ON THERE SHOULD FUNDING BE AVAILABLE AS THE BOARD APPROVED, INCLUDING THE OTHER ELEMENTARY SCHOOL IN AROUND THE OLD HUNDRED SITE, AS WELL AS THE MATOACA MIDDLE SCHOOL RENOVATION CONTINUATION? THIS 375 MILLION IS PLAN TO ADDRESS THOSE SCHOOLS IN THE MIDDLE FROM DAVIS DOWN THROUGH THOMAS DALE AS WE GO FORWARD WITH THAT ALSO IN THIS PRESENTATION I WON'T SPEND MUCH TIME PRESENTING IS A PRETTY PICTURE OF WHERE THOSE BUILDINGS ARE BUT FOR THE BOARD'S CONSIDERATION IS THE QUESTION IN FRONT OF YOU TO REQUEST OF THE BOARD OF SUPERVISORS TO BEGIN THE PROCESS OF GETTING THIS REFERENDUM ON THE BALLOT IN NOVEMBER.

THAT NEED TO GO TO COSBY AND YOU DON'T REALLY REALIZE WHEN YOU PULL UP THE COSBY, BUT BEHIND IT, THERE'S ABOUT 12 INDIVIDUAL TRAILERS.

NUMBER ONE, IF WE WE REALLY DON'T WANT TO HAVE ANY KIDS IN TRAILERS.

I WAS SHOCKED WHEN I CAME TO VIRGINIA AND SEEN THAT WE HAD TRAILERS, WE WERE CALLING CLASSROOMS, LEARNING COTTAGES.

HOWEVER, I DO UNDERSTAND THAT SOMETIMES OUR INFRASTRUCTURE GROWS A LITTLE BIT QUICKER THAN WE'RE ABLE TO CATCH UP WITH.

BUT WE'RE AT A POINT, ESPECIALLY IN THE WESTERN PART OF THE COUNTY RIGHT NOW, WHERE TWO MEGA TRAILERS AND THEY'RE GOING TO BE FULL, OLD 100.

SO IT IS NEEDED.

BECAUSE WE REALIZE NOW THAT WHEN WE BUILD THESE SCHOOLS THAT WE NEED TO BE ABLE TO ACCOMMODATE FUTURE GENERATIONS COMING UP.

I WAS MADE AWARE OF THE SAFETY TASK FORCE PROPOSAL THAT WAS PRESENTED TO THE CHESTERFIELD OR TO THE COUNTY SCHOOL BOARD ON DECEMBER 11TH OF 2018, WHICH STATED THAT CHESTERFIELD COUNTY SCHOOL SHOULD DEVELOP A FIVE YEAR BUDGET PLAN TO INCREASE SCHOOL RESOURCE OFFICER COVERAGE AT ALL SCHOOLS WITH A FOCUS ON THE ELEMENTARY LEVEL. EARLIER THIS YEAR, KAREN GREENHALGH PROPOSED A BILL TO HAVE THE SCHOOL RESOURCE OFFICER IN EVERY SCHOOL IN THE VIRGINIA HOUSE PASSED IT.

MY UNDERSTANDING NOW, FROM THE INFORMATION PROVIDED TO ME, THAT CURRENTLY MY CHILD'S SCHOOL IS SHARING A RESOURCE OFFICER WITH THE MIDDLE SCHOOL DOWN THE ROAD.

I AM A MEMBER OF [INAUDIBLE] THE VIRGINIA FOUNDATION OF HEALTH YOUTH STATEWIDE INITIATIVE, NOW PARTNERS WITH SCHOOLS ACROSS THE STATE TO TRAIN AND ENGAGE YOUTH IN POLICY CHANGE. ONE OF OUR CAMPAIGNS WE WILL TALK WITH YOU ALL ABOUT TODAY IS REV, YOUR REV.

RIVERBED IS A STATEWIDE CAMPAIGN THAT ENCOURAGES VIRGINIANS TO DRINK MORE WATER AND MAKE WATER THE NUMBER ONE BEVERAGE CHOICE.

OUR GOAL IS TO INCREASE THE ACCESS, AVAILABILITY AND PROMOTION OF WATER IN VIRGINIA SCHOOLS BY ENCOURAGING SCHOOLS TO UPDATE THEIR WELLNESS POLICIES.

WE WANTED TO ENCOURAGE EVERYONE HERE TODAY TO CONSIDER WATER ACCESS WHEN UPDATING CHESTERFIELD'S WELLNESS POLICY IN THE FUTURE TO HELP MAKE UPDATING DIVISIONS WELLNESS POLICIES EASY.

HAS DEVELOPED ITS OWN MODEL LANGUAGE AND POLICIES THAT CAN BE EASILY ADOPTED AND ADAPTED TO FIT IN WITH DIVISIONS EXISTING POLICY.

THIS LANGUAGE HAS BECOME INCREASINGLY POPULAR ACROSS THE STATE OF VIRGINIA AND WAS EVEN MOST RECENTLY INCLUDED IN THE GOVERNOR'S SCORECARD.

REV YOUR BEST MODEL POLICY INCLUDES SOME LANGUAGE ALREADY IN CHESTERFIELD WELLNESS POLICY RELATED TO WATER, BUT BUILDS ON THAT EXISTING LANGUAGE TO STRENGTHEN WATER ACCESS EVEN FURTHER. RIVERBED HAS EVEN DRAFTED LANGUAGE SPECIFICALLY FOR CHESTERFIELD PUBLIC SCHOOLS WELLNESS POLICY TO HELP IMPROVE WATER ACCESS AND AVAILABILITY.

IF THIS BOARD IS INTERESTED, WE WOULD BE HAPPY TO SHARE THAT LANGUAGE WITH ALL WITH ALL MEMBERS ADDED FOR THE DIVISION TO MEET REV YOUR BREATH STANDARDS WOULD BE VERY MINOR IN TERMS OF EDITING LANGUAGE, BUT COULD HAVE A POSITIVE IMPACT ON THE HOUSE WITH THOSE WITHIN THE DIVISION.

I PERSONALLY BELIEVE THAT MY PEERS DO NOT GET ENOUGH WATER THROUGHOUT THE DAY, CONSIDERING THAT IF YOU FORGET YOUR WATER BOTTLE AT HOME, MOST OF THE WATER FOUNTAINS AT SCHOOL DON'T REALLY WORK SOMETIMES.

SO YOU HAVE TO LIKE BRING YOUR OWN WATER.

AND I BELIEVE THAT ADDING MORE WATER FOUNTAINS THROUGHOUT THE SCHOOL WILL LET KIDS BE HYDRATED MORE AND HEALTHY.

BRENDA STUART MATOACA, DISTRICT ONE WORKING GROUP OF THE 2018 SCHOOL SAFETY TASK FORCE, REPORTED THAT MORE THAN 21% OF SURVEY RESPONDENTS CHOSE THE OPTION TOTAL USE OF METAL DETECTORS TO ENSURE THAT NO STUDENTS, STAFF OR VISITORS ENTER THE SCHOOL AT ANY TIME WITHOUT BEING SCREENED WHEN THEY WERE ASKED TO SELECT THE TECHNOLOGY THAT WOULD DO THE MOST TO IMPROVE SAFETY IN YOUR SCHOOL.

BELIEVING IT IMPRACTICAL TO INSTALL METAL DETECTORS AND SCREENERS AT EVERY DOOR TO EVERY SCHOOL AND TRAILER WHENEVER THE BUILDING WAS TO BE OCCUPIED FOR ANY REASON.

I SPOKE TO THE CCPS SAFETY TASK FORCE ON OCTOBER 31 OF 2018 TO ADDRESS MY CONCERNS ABOUT UNLOCKED DOORS AT THE SCHOOLS.

I WAS CONCERNED ABOUT THE NUMBERS OF TIMES DOORS WERE BEING REPORTED BEING LEFT UNSECURED BY CUSTODIAL SERVICES CONTRACTOR STAFF.

I POINTED OUT THAT THOSE WITH NEFARIOUS PURPOSES WERE NOT LIKELY TO PRESENT THEMSELVES FOR SCREENING, BUT WERE MORE LIKELY TO OBSERVE THAT TOO OFTEN REAR AND SIDE DOORS, ESPECIALLY UNSECURED AND THEY WOULD ENTER THERE.

I'M NOT SURE WHAT THE SCREENING IS BEING DONE FOR THOSE IN GROUPS THAT USE OUR SCHOOL'S BUILDINGS WHEN THE SCHOOL IS NOT IN SESSION.

I REPORTED THAT DATA I DERIVED FROM A VIEW OF COMPLAINT FORMS FOR THE FOUR CONTRACTORS.

THEN CLEANING THE SCHOOL BUILDINGS SHOWED THAT FROM JUNE THROUGH LATE OCTOBER OF 2018, EXTERIOR DOORS WERE LEFT OPEN 218 TIMES. SOME WERE BEING REPEATEDLY LEFT OPEN, BUT NOT DOCUMENTED EVERY TIME INTERNAL DOORS WERE IMPROPERLY LEFT UNLOCKED AS WELL.

I BELIEVE THIS PROBLEM CONTINUES BASED ON MY EARLIER RESEARCH.

KEY CONTROL HAS BEEN A RECURRING PROBLEM WITH CONTRACTOR STAFF.

MASTER KEYS AND OTHER KEYS TO THE SCHOOL BUILDINGS WERE REPORTED AS DISAPPEARING FOR DAYS, EVEN WEEKS, WITH CCPS STAFF HAVING NO KNOWLEDGE OF WHERE THEY MIGHT BE EVEN IF THE KEYS WERE LATER RETURNED.

HOW COULD ONE KNOW THAT THE BUILDING SECURITY HAS NOT BEEN COMPROMISED OR WILL NOT BE IN THE FUTURE? I SUGGESTED THAT SCHOOL SECURITY WOULD BE ENHANCED WHEN ALL STAKEHOLDERS ARE TRAINED TO ALWAYS BE ALERT TO THE IMPORTANCE AND EFFECTIVENESS OF SECURING ALL EXTERIOR DOORS OF ALL BUILDINGS AT ALL TIMES.

THERE IS SIGNIFICANT WORK TO DO TO INCULCATE THIS BASIC SECURITY PRINCIPLE IN ALL THOSE WHO WORK OR VISIT IN CCS SCHOOL BUILDINGS.

ALSO, I'M SUGGESTING THAT PERHAPS CCPS COULD INVESTIGATE THE APPLICATION OF REMINDER DECALS OR SIGNS OF SOME TYPE THAT WOULD BE VISIBLE TO THOSE EXITING TO REMIND THEM TO NOT ONLY LOCK THE DOOR, BUT TO CHECK ONCE OUTSIDE TO BE SURE THE DOOR IS IN FACT LOCKED, EVEN IF IT'S SUPPOSED TO BE A SELF LOCKING DOOR BECAUSE THEY DON'T ALWAYS WORK.

SO I BELIEVE THAT EMPHASIS ON SECURING ALL BUILDING ACCESS POINTS ALL THE TIME IS IMPORTANT ENOUGH TO INCLUDE IN DISCUSSIONS OF WAYS TO IMPROVE SCHOOL SAFETY.

THE SEVERAL ISSUES, ONE, THEY DID PASS A BILL WITHOUT ANY FUNDING.

SO HUNDRED PERCENT COST.

WE'VE LOOKED AT EVEN SECURITY OFFICERS AS WELL FOR ELEMENTARY AND.

BUT THE SRO ISSUE IS AN ISSUE BECAUSE THEY DON'T HAVE THERE ARE NOT ENOUGH POLICEMEN IN CHESTERFIELD COUNTY TO COVER THAT.

IT'D BE 41 SROS ADDITIONAL FOR OUR BUILDINGS.

WE HAVE LOOKED INTO THAT AND WE ARE CONTINUING TO LOOK INTO HOW WE CAN PROVIDE MORE SECURITY.

BUT I WANT TO THANK YOU FOR BRINGING IT TO OUR ATTENTION.

BUT I WANT YOU TO KNOW THAT SINCE I'VE BEEN HERE, WE'VE TALKED ABOUT THAT CONSTANTLY, AND WE WILL CONTINUE TO DO THAT TO TRY TO FIGURE OUT A WAY TO DO THIS.

WHAT'S INTERESTING, WE HAVE BASICALLY REPLACED EVERY WATER FOUNTAIN THAT WE CAN IN OUR SCHOOLS WITH THE BOTTLED WATER FOUNTAINS, WITH OUR FILTERED.

BUT ALSO WE WEREN'T ALLOWED TO TURN OUR WATER, OTHER WATER FOUNTAINS ON JUST UNTIL THE LAST, I THINK, TWO MONTHS, WHICH WE STILL HAVE TO TEST TO MAKE SURE THAT THEY'VE BEEN DORMANT FOR TWO YEARS.

SO I WOULD AGREE MORE WATER.

BUT WE'RE WE'RE GOING TO KEEP MAKING SURE THAT.

TO THE TASK FORCE WITH THE METAL DETECTORS.

THERE'S A LOT OF RESEARCH OUT THERE THAT TALKS ABOUT METAL DETECTORS AND THEY WOULD NOT ADVISE THEM BECAUSE YOU ARE CAUSING A GATHERING OUTSIDE OF OUTSIDE OF SCHOOLS, WHICH IF YOU WERE AN ACTIVE SHOOTER, YOU WOULD JUST WAIT FOR EVERYBODY TO COME TO SCHOOL AND THEN JUST HAVE A FIELD DAY.

AND THEY SAY, YOU SEE SCHOOL, MORE SCHOOL DIVISIONS NOT DEALING WITH METAL DETECTORS, ESPECIALLY IN WIDE OPEN AREAS.

THE AND I APPRECIATE MS. STEWARD'S COMMENTS ON THE DOOR, THE LOCKED DOORS, BECAUSE SHE BROUGHT THAT TO MY ATTENTION VERY EARLY.

AND MS. STEWART I WANT YOU TO KNOW THAT ALL OF OUR ALL OF OUR DOORS HAVE BEEN CHECKED WITH LOCKS.

WE HAVE SWIPE CARDS IN [INAUDIBLE] KEYS, IF A DOOR STAYS OPEN MORE THAN 30 SECONDS, IT IS IT GOES WITH AN ALARM THAT SOUNDS IN THE SCHOOL.

AND I EVEN TRY TO GET INTO DIFFERENT DOORWAYS INSTEAD OF GOING INTO DOOR NUMBER ONE A LOT OF TIMES.

I PROVIDED A QUICK UPDATE TO THE BOARD ON WHERE WE ARE WITH OUR FY 23 BUDGET.

THE SHORT STORY IS THE GENERAL ASSEMBLY HAS REACHED A COMPROMISE ON THE BUDGET DEAL LAST WEEK.

IT IS STILL IN GOVERNOR JENKINS HANDS.

WE'RE ANXIOUSLY AWAITING ANY AMENDMENTS OR QUITE FRANKLY, APPROVAL OF THAT BUDGET.

WHEN THAT IS MADE, WE WILL BE EXTREMELY HAPPY TO PUT THIS BUDGET PROCESS BEHIND US.

IN ORDER TO DO THAT, THERE ARE A FEW STEPS THAT STILL NEED TO HAPPEN.

FIRST OF ALL, WE WILL NEED TO ADOPT THE BOARD OF SUPERVISORS BUDGET THEY APPROVED IN THEIR MEETING ON APRIL 6TH.

THAT WILL ENSURE THAT WE HAVE FUNDING STARTING JULY ONE.

I'M SURE WE'RE ALL INTERESTED IN MAKING SURE THAT WE CAN CONTINUE TO OPERATE IN JULY, AND THAT WILL DEFINITELY BE THE CASE.

AND IN ORDER TO AT LEAST DO THAT, I WOULD RECOMMEND THAT THE SCHOOL BOARD SET UP A SPECIAL MEETING ON JUNE 21ST TO ACCOMPLISH THAT.

AND BY THAT POINT IN TIME, WE FULLY EXPECT THE GOVERNOR TO HAVE WEIGHED IN ON THE COMPROMISE GENERAL ASSEMBLY BUDGET, AND WE WILL BE ABLE TO PRESENT TO THE SCHOOL BOARD ANY APPROPRIATE AMENDMENTS RELATIVE TO THE REVENUE CHANGES THAT MAY COME FROM THAT BUDGET DEAL.

WE MAY STILL BE WAITING ON THE FINAL CALC TOOL, DEPENDING ON THE SIZING OF WHATEVER THE GOVERNOR MAY OR MAY NOT DO.

BUT EITHER WAY, WE SHOULD HAVE ENOUGH CLARITY AT THAT POINT IN TIME TO BE ABLE TO RECOMMEND A BUDGET TO THE SCHOOL BOARD FOR THEM TO VOTE ON THOSE AMENDMENTS. AND LASTLY, ALL THAT WILL ULTIMATELY FEED THE PROVISION OF THOSE AMENDMENTS TO THE BOARD OF SUPERVISORS IN THEIR JUNE 29TH MEETING, SO THAT WE CAN HAVE A BUDGET THAT REFLECTS BOTH THE BOARD OF SUPERVISORS ORIGINAL BUDGET ON THE 29TH AND ANY SUBSEQUENT AMENDMENTS THAT THIS BOARD WOULD ALSO CHOOSE TO MAKE. ALL THIS IS REALLY IMPORTANT JUST TO OPERATE THE DISTRICT, BUT IT'S ALSO REALLY IMPORTANT TO ENSURE THAT WE HAVE THE PROCESS AND THE TIME AND PLACE TO BOTH DISCUSS AND ROLL OUT SALARY.

STUDY TO THAT IS THE SALARY STUDY PORTION FOR ALL OF THE NON TEACHER AND SCHOOL BASED ADMINISTRATORS THAT WE'VE BEEN TALKING ABOUT AND PROMISING THE ORGANIZATION FOR.

WHAT I LEARNED FROM THE WATKINS PTA IS THAT IN CHESTERFIELD COUNTY THERE HAS NOT BEEN A LINE ITEM IN THE BUDGET FOR SIGN REPLACEMENTS AT SCHOOLS.

THE PTA HAVE HISTORICALLY REPLACED THEIR SIGNS, AND I APPRECIATE DR.

DAUGHERTY HAS A SAYING. HE'S JUST PEELING BACK THE ONION.

LITTLE BY LITTLE, WE ARE FINDING THE THINGS THAT BELONG IN THE BUDGET AND FINDING THE FUNDING FOR IT.

BUT IT'S GOING TO TAKE US SOME TIME TO GET THERE.

AND AND THE MEANTIME, IT'S NOT JUST MYSELF, BUT THE BOARD MEMBERS UP HERE ARE BLESSED TO HAVE SCHOOL IMPROVEMENT FUNDS AND, YOU KNOW, ARE ABLE TO HELP, YOU KNOW, GIVE EXTRA FUNDS AS NEEDED WHEN THERE IS SOMETHING THAT'S BROUGHT TO OUR ATTENTION THAT IS NOT IN THE BUDGET AND IN THE WORK SESSION.

THERE WAS A SLIDE THAT KIND OF EXPLAIN HOW WE ARE GETTING THESE THINGS INTO THE BUDGET AND FACILITIES AND MAINTENANCE.

AND WE HAVE THIS INCREDIBLE MAINTENANCE PLAN NOW THAT WE DIDN'T HAVE.

AND I LOOK FORWARD TO WHEN SIGNS GET IN THE BUDGET BECAUSE I THINK THAT'S A SCHOOL EXPENSE, NOT A PTA EXPENSE.

BUT THAT'S WHY I'M I'M GIVING WATKINS ELEMENTARY $7,000 HELP BECAUSE THEY HAVE A BROKEN SIGN.

SOMETIMES THE WORK SESSIONS GET OVERLOOKED, AND THAT'S WHERE SOME OF THE MOST IMPORTANT INFORMATION IS TRANSMITTED.

AND THAT INFORMATION IS GOING TO ANSWER A LOT OF QUESTIONS I THINK YOU MIGHT BE HAVING AND WONDERING WHAT HAVE WE DONE, WHAT ARE WE DOING AND WHAT ARE WE PLAN TO DO TO TRY TO CONTINUE TO DO WHAT DR.

DAUGHTERY SAID, AND THAT IS KEEP OUR STUDENTS AND STAFF SAFE.

AND SO THE BOARD HAD ASKED FOR A PRESENTATION FROM MR. PIKE, OUR DIRECTOR OF SECURITY, AND WE RECEIVED THAT TODAY, THIS AFTERNOON IN OUR WORK SESSION.

YOU WEREN'T HERE. BUT BUT YEAH I MEAN THAT'S JUST WHY STREETS ARE REALLY COOL PROGRAM THAT USES THE VEHICLE OF WELLNESS TO GET STUDENTS CIVICALLY ENGAGED AND WHATEVER IT TAKES TO GET KIDS ENGAGED CIVICALLY LET'S DO IT.

BUT I ALSO WANTED TO ACKNOWLEDGE THAT THE FREE FEDERAL SCHOOL NUTRITION PROGRAM ENDS JUNE 30TH IF IT IS NOT RENEWED BY OUR LEADERS IN WASHINGTON.

SO AT THE RISK OF I'M NOT I'M NOT POLITICKING, I'M NOT CAMPAIGNING FOR ANYTHING.

I AM JUST URGING FOLKS TO PLEASE CONTACT YOUR FEDERAL LEVEL CONGRESSPERSON AND SENATORS WHO VIRGINIA SENATORS HAVE ALREADY SAID THAT THEY THEY SUPPORT EXTENSION AND WE JUST WE HAVE FED MILLIONS AND MILLIONS OF MEALS JUST IN CHESTERFIELD OVER THE LAST TWO YEARS THROUGH THIS PROGRAM.

AND OUR STUDENTS AND OUR FAMILIES NEED THE SUPPORT.

SO I JUST ENCOURAGE ALL OF US ON THE ON THAT NOTE OF CIVIC ENGAGEMENT, FOLLOW IN THE FOOTSTEPS OF THIS WHITE STREET KIDS.

AND, YOU KNOW, JUST GET INVOLVED AND JUST LET YOUR LET YOUR REPRESENTATIVES KNOW THAT THIS IS AN IMPORTANT PROGRAM.

OBVIOUSLY, WE'VE HAD SOME VERY HEARTBREAKING EVENTS IN OUR COUNTRY OVER THE LAST COUPLE WEEKS AND MONTHS.

SO I JUST LIKE TO READ THIS REALLY QUICK.

OUR HEARTS HAVE BEEN ACHING SINCE THE RECENT SCHOOL SHOOTING IN UVALDE, TEXAS.

NO COMMUNITY SHOULD EVER HAVE TO EXPERIENCE SUCH TRAGEDY AND HEARTBREAK.

WE HAVE BEEN ASKED BY NUMEROUS CHESTERFIELD COUNTY RESIDENTS WHAT WE HAVE DONE AND WHAT WE WILL CONTINUE TO DO TO ENSURE OUR STUDENTS AND STAFF ARE SAFE IN THE SCHOOL BUILDING.

AND AS MISS BAILEY JUST SAID, IF YOU DID NOT TUNE IN TO OUR EARLIER WORK SESSION, OUR MANAGER OF SAFETY AND SECURITY, MR. PIKE, GAVE A GREAT OVERVIEW AND UPDATE OF WHAT KPS HAS DONE AND WILL CONTINUE TO DO IN THIS AREA.

THIS BOARD WILL CONTINUE TO SUPPORT ADDITIONAL RESOURCES IN STATE OF THE ART SECURITY, TECHNOLOGY, SECURITY PERSONNEL, PROCESSES AND TRAINING SO THAT WE CAN ENSURE OUR SCHOOLS HAVE THE BEST DEFENSE POSSIBLE IN THE EVENT OF AN EMERGENCY.

OUR STUDENTS DESERVE TO LEARN AND GROW AND THRIVE IN A SAFE ENVIRONMENT, AND CHESTERFIELD COUNTY IS COMMITTED TO PROVIDING THAT ENVIRONMENT.

PLEASE REMEMBER THAT EVERYONE IS RESPONSIBLE FOR SCHOOL SAFETY.
