I'D LIKE TO CALL THE JUNE 7TH, 2022 SCHOOL BOARD WORK SESSION TO ORDER.

[A. Meeting Opening]

AND FIRST, WE HAVE AN UPDATE ON THE FY 2023 BUDGET FROM MR.

[B. FY2023 Budget Update]

MEISTER.

MADAM CHAIR, DR.

DOHERTY, MEMBERS OF THE BOARD, THANK YOU FOR ONCE AGAIN FOR THE OPPORTUNITY TO PROVIDE YOU AN UPDATE ON THE FY 23 BUDGET.

I'VE BEEN DOING THIS A LOT RECENTLY, AND I THINK WE'RE A LITTLE BIT FURTHER ALONG THIS TIME, BUT WE'RE NOT ALL THE WAY THERE, BUT WE'RE GETTING CLOSE.

AS I START THIS PRESENTATION, I MUST REITERATE THAT THE SUPERINTENDENT'S PROPOSED BUDGET HAS ALWAYS BEEN PROPOSED AS A NEEDS BASED BUDGET FOCUSED ON INVESTING IN OUR WORKFORCE, OUR STUDENT NEEDS AND AN INFRASTRUCTURE.

AND AS WE APPROACH WHAT I HOPE TO BE CONCLUSION SOON, WE'RE GOING TO CONTINUE TO STRESS THOSE PRIORITIES.

SO WHAT HAVE WE LEARNED SINCE WE TALKED TO YOU PREVIOUSLY? GOOD NEWS ON JUNE 7TH, THE VIRGINIA GENERAL ASSEMBLY HAS APPROVED A BUDGET AND WE ARE AWAITING THE GOVERNOR'S FINAL ACTIONS ON THAT, WHETHER THAT IS AN APPROVAL OR SUBSEQUENT AMENDMENTS.

THE PROBLEM IS WE'RE STILL WAITING ON THE GOVERNOR'S FINAL APPROVAL AND AMENDMENTS.

AS OF LATE LAST NIGHT, WE HAVE RECEIVED A "CALC TOOL" REFLECTIVE OF THE GENERAL ASSEMBLY BUDGET, WHICH IS A GREAT STEP, BUT IT'S STILL BEING DEVELOPED. STAFF IS LOOKING AT IT.

WE'VE HAD IT FOR LESS THAN PROBABLY 20 HOURS AT THIS POINT, SO A LOT TO BE GLEANED FROM THAT.

BUT GOOD NEWS IS SHOULD THE GOVERNOR NOT MAKE ANY SUBSEQUENT CHANGES OR AMENDMENTS? WE HAVE OUR "CALC TOOL" AND WE'VE GOT THE PROCESS AT LEAST STARTED.

AND AS I'VE TALKED TO THE BOARD BEFORE, WE MENTIONED THAT THAT'S A GOOD WEEK OR SO TO ACTUALLY DIGEST AND MAKE SURE THAT WE HAVE OUR HAVE OUR HEAD AROUND THOSE PARTICULAR CHANGES. A COUPLE OF THINGS THAT I DO WANT TO TALK ABOUT TODAY ARE THINGS THAT WERE REFLECTED IN THE GENERAL ASSEMBLY BUDGET THAT I THINK WE CAN TALK ABOUT AND BE A LITTLE BIT MORE TRANSPARENT ABOUT AS WE APPROACH THE CONCLUSION OF THIS.

THE FIRST OF THOSE I KNOW IT'S ONE OF DR.

DAUGHERTY'S BIG PRIORITIES IS FUNDING FOR THE ESTABLISHMENT OF THE RECOVERY HIGH SCHOOL.

I'M HAPPY TO REPORT THAT IN THIS VERSION OF THE BUDGET, 864,000 IN YEAR ONE AND 500,000 IN YEAR TWO HAS BEEN APPROPRIATED FOR THAT EVENT.

AND AS OF NOW, I HAVEN'T HEARD ANY RUMORS THAT THAT'S GOING TO GO AWAY.

SO WE'RE PRETTY EXCITED TO BEGIN THE PROCESS OF STAFFING AND SUPPORT FOR THAT AS THE BOARD WAS BRIEFED ON THAT A MONTH OR SO AGO.

SO REALLY GOOD NEWS ON THAT PIECE.

IN TERMS OF OTHER PORTIONS OF THE BUDGET, I'LL TURN TO THE SUBSEQUENT SLIDES.

THERE'S GOING TO BE AN UPDATE QUICKLY ON OPERATING FUNDS, UPDATE ON SOME ONE TIME BONUSES AND AN UPDATE ON CONSTRUCTION THAT I CAN SHARE WITH YOU.

AS WE TALK ABOUT, FIRST AND FOREMOST, THE BIG PIECE OF THE BUDGET, WHICH IS THE OPERATING FUND.

THERE ARE SEVERAL ITEMS TO HIGHLIGHT.

I'M HAPPY TO NOTE THAT THE GENERAL ASSEMBLY CONTINUED TO ENDORSE THE 5% TEACHER RAISE IN NEXT YEAR AND THE YEAR AFTER FOR 10% IN TOTAL WITH AN ASTERISK.

AND THE ASTERISK IN THE GENERAL ASSEMBLY APPROVED BUDGET IS THE FY 23 5% TEACHER RAISE DOES NOT START UNTIL AUGUST, SO THEY WERE NICE ENOUGH TO FUND 11/12 OF THE 5% RAISE OR ABOUT 4.6% IN YEAR ONE.

OTHER GOOD NEWS THAT WAS IN THERE IS THE MEANINGFUL PROGRESS ON REMOVAL OF THE SUPPORT CAP.

YOU CAN SEE THAT'S LISTED HERE AS INCREASING THE FUNDED RATIO FROM 17.75 TO 20 SUPPORT POSITIONS PER 1000 ADM.

THAT'S GOOD NEWS FOR THE DISTRICT.

WE'LL HAPPY TO REPORT SIZING AND ALL THAT ONCE WE GET A CHANCE TO DIGEST THE "CALC TOOL".

BUT THAT'S ABOUT THAT. WE ARE EXCITED THAT THE GOVERNMENT HAS GONE AHEAD AND MADE.

WE'RE LOOKING TO CONTINUE THAT IN FUTURE YEARS.

BUT THIS IS A GREAT FIRST STEP ON REMOVING THAT SUPPORT CAP.

THERE ARE SEVERAL OTHER CHANGES IN HERE WHICH I'LL ONLY BRIEFLY OVERVIEW BECAUSE I DON'T YET HAVE THE FULL FINANCIAL IMPLICATIONS OF THOSE, BUT THERE'S CONTINUING TO BE MOVEMENT ON HOLD HARMLESS SOME IN A GOOD WAY, SOME IN A BAD WAY.

THERE CONTINUES TO BE MOVEMENT ON VARIOUS OTHER POSITIONS, INCLUDING READING SPECIALISTS, WHICH IS A GOOD GUY.

THEY INCREASED SOME OF THE SOQ FOR READING SPECIALISTS.

THEY'VE REDUCED IT IN FOR ELL TEACHERS AS AN EXAMPLE, THEY'VE REDUCED SOME AT RISK FUNDING.

THEY PROVIDED THERE'S A LOT OF PUTS AND TAKES IN THERE.

AND I'M SORRY FOR ONCE AGAIN BEING A LITTLE BIT VAGUE AS WE'RE GOING THROUGH THIS, BUT I THINK BY THE TIME WE COME BACK, I'M GOING TO PROPOSE A LATER IN JUNE MEETING.

WE'LL HAVE ALL THAT SORTED OUT, BUT EXCITED TO HAVE A PLAN TO WORK FORWARD.

AND HOPEFULLY AS WE GO FORWARD, THE GOVERNOR, SHOULD HE CHOOSE TO MAKE CHANGES, WE'LL MAKE CHANGES IN A POSITIVE WAY AND WE'LL KEEP OUR FINGERS CROSSED ON THAT.

SO WITH ALL THAT SAID, YOU MAY BE WONDERING, WHAT DOES THAT 11/12 MEAN FOR TEACHERS? LAST MONTH WE WERE ABLE TO ARTICULATE THAT THE COUNTY OFFERED US SORT OF CONFIDENCE IN OUR FUNDING ON THE TEACHERS.

WE WERE ABLE TO ROLL OUT THOSE TEACHER CONTRACTS LESS IMMEDIATELY AFTER THE LAST BOARD MEETING.

I'M HAPPY TO STATE THAT TODAY, BECAUSE OF THE CHANGE, WE ARE NOT MAKING ANY ADJUSTMENTS TO THOSE SCALES AND WE ARE GOING TO CONTINUE TO HONOR THE 8.6 TO 8.8% INCREASE.

FOR THE TEACHERS, WE DO HAVE SOME VERBAL COMMITMENTS FROM THE COUNTY TO HOLD US HARMLESS FOR THE 1/12 THAT THE STATE DIDN'T PROVIDE FOR THAT FUNDING.

AS WE DIGEST THE FULL BUDGET, WE'LL MAKE SURE THAT'S INCORPORATED IN THE UPCOMING JUNE DISCUSSIONS.

SO ONCE AGAIN, HAPPY TO REPORT THAT THE TEACHER RAISED THE 5% THIS YEAR, A PORTION THAT WAS FUNDED BY THE STATE.

WE WILL HONOR THE 8.6 TO 8.8% INCREASE THAT WAS PUBLISHED AS PART OF THE SCALES LAST MONTH.

AS PART OF THAT AND THE STARTING SALARY FOR THOSE BACHELOR STEP ZEROS AT 49,481.

CONSISTENT WITH ALL PREVIOUS CONVERSATIONS.

THE NEXT BIG ITEM TO ADDRESS IS ONE TIME BONUS.

ONE OF THE HIGHLIGHTS OF THE GENERAL ASSEMBLY BUDGET WAS THE INCLUSION OF A $1,000 BONUS FOR ALL WHAT THEY CALL SOQ POSITIONS.

THOSE ARE ESSENTIALLY TEACHER MINIMUM POSITIONS.

THAT'S ABOUT A $6 MILLION INFLUX OF CASH, PRIMARILY FROM THE STATES VERSION OF ESSER ARPA THAT THEY'RE FUNDING THAT FROM.

SO WITH THAT IN MIND, OBVIOUSLY WE'RE NOT GOING TO LIMIT THE BONUS JUST TO THE SOQ POSITIONS.

WE'LL PUT A PROPOSAL TOGETHER FOR THE BOARD FOR THEIR ULTIMATE CONSIDERATION TO PROVIDE THAT BONUS TO ALL TEACHERS AND ULTIMATELY TO OTHERS AS WE KIND OF WALK THROUGH THIS LIST HERE MOMENTARILY.

NEEDLESS TO SAY, WE DO THIS BONUS FOR TEACHERS.

RETENTION RECRUITMENT IS IMPORTANT.

WE HAVE A NUMBER OF BONUSES IN PLACE THIS YEAR.

WE ARE LOOKING TO EXTEND THAT INTO NEXT YEAR FOR SIMILAR REASONS AROUND RECRUITMENT AND RETENTION FOR ALL STAFF.

AND I WOULD LOVE TO TAKE A MOMENT TO HIGHLIGHT THOSE PLACES WHERE WE'VE HAD BONUSES IN THE PAST, WHERE WE'RE EXPECTING TO CONTINUE THOSE AND WE'RE EXPECTED TO MAKE SOME ADJUSTMENTS NEXT YEAR.

SHOULD THE BOARD CONSIDER THAT A GOOD MOVE GOING FORWARD? FIRST OF ALL, BUS DRIVERS THIS PAST YEAR, WE PUT IN PLACE A $3,000 BONUS FOR BUS DRIVERS.

WE'RE LOOKING TO CONTINUE THAT NEXT YEAR.

THIS PAST BUDGET, WE'VE APPROVED THROUGH ESSER FUNDS A TEACHER CONTRACT FOR THOSE AT HIGH NEED SCHOOLS OF $3000. IN ADDITION TO ANY TEACHER BONUS.

THAT'S WHAT WE'VE AGREED TO AS PART OF THE PREVIOUS BUDGET PROCESS.

FOOD SERVICE ASSOCIATES OF $2000.

IT'S IN RED HERE BECAUSE IT'S NEW.

INSTRUCTIONAL ASSISTANCE, TODAY WE'RE PROPOSING A $2,000 BONUS FOR INSTRUCTIONAL ASSISTANTS AS PART OF THIS UPCOMING FISCAL YEAR, KNOWING THAT'S AN AREA WITH MEANINGFUL VACANCIES AND LOOKING TO USE THIS AS A RECRUITMENT AND RETENTION TOOL FOR THOSE FOLKS AS WELL.

THIS PAST YEAR, WE PUT IN A $1,500 BONUS FOR CUSTODIANS AND DAY PORTERS.

WE'RE GOING TO CONTINUE THAT THIS YEAR.

AND LAST BUT CERTAINLY NOT LEAST ON THIS LIST IS THE $1,000 BONUS FOR WHAT WE'RE CALLING ALL FULL TIME EMPLOYEES.

THIS INCLUDES THE TEACHER 1000 BONUS AS PART OF THAT SOQ STATE FUNDING AS WELL AS A PROPOSAL TO PROVIDE THAT TO ALL OTHER FULL TIME EMPLOYEES AS WELL AS PART OF THIS PLAN.

NEEDLESS TO SAY, THIS ISN'T FREE.

I WILL HIGHLIGHT THAT SOME OF THIS HAS ALREADY BEEN FUNDED THROUGH OTHER DECISIONS, EITHER THROUGH ESSER OR THROUGH THE BUDGET PLAN.

SOME OF THIS IS OBVIOUSLY FUNDED BY THE $6 MILLION FROM THE STATE TO SUPPORT THOSE SOQ POSITIONS.

YOU PUT THAT ALL TOGETHER.

WE'LL BE ABOUT 3 MILLION OR SO SHORT TO FULLY FUND THIS.

I'LL COME BACK THIS EVENING WITH OUR PROPOSAL FOR YEAR END FY 22 FUNDS FOR WHAT I'LL CALL A COMP RESERVE AND THAT DISCUSSION.

BUT AS I SET ASIDE ABOUT 5 MILLION FOR A COMP RESERVE IN THAT DISCUSSION, I WOULD PROPOSE THAT THE 3 MILLION, THE FIRST 3 MILLION OF THAT GO TO SUPPORT THESE INCREMENTAL BONUSES THIS YEAR. BUT YOU'LL VOTE ON THAT PIECE THIS EVENING.

AND THE LAST BIG UPDATE IN TERMS OF THE BONUS IS AROUND CONSTRUCTION.

WHEN I TALKED TO YOU IN RESPECT TO THE CIP, WHEN WE CAME TO YOU WITH BOTH THE SUPERINTENDENT'S PROPOSED BUDGET AS WELL AS THE FINAL SCHOOL BOARD BUDGET IN FEBRUARY, GOVERNOR NORTHAM, IN THE ORIGINAL BUDGET HAD INCLUDED 22 AND A HALF OR SO MILLION IN WHAT HE'D CALL A CONSTRUCTION GRANT, FUNDING TO SUPPORT ONGOING CONSTRUCTION, NEW BUILDINGS, ETC..

AND WE HAD INCLUDED THAT PORTION IN OUR CIP PLANNING.

AS WE'VE GONE THROUGH THE LAST SEVERAL MONTHS, THERE'S BEEN SEVERAL DIFFERENT PROPOSALS ON HOW THAT WOULD PLAY OUT.

MANY OF THOSE PROPOSALS, QUITE FRANKLY, CHESTERFIELD COUNTY WOULD NOT LIKELY HAVE QUALIFIED FOR.

SO WE'RE HAPPY TO SAY HERE THAT WHILE IT'S LOWER, WE'RE HAPPY THAT THERE IS STILL MEANINGFUL FUNDING REMAINING IN THIS BUCKET BASED ON THE GENERAL ASSEMBLY BUDGET OF A LITTLE LESS THAN 16 MILLION.

THIS WOULD EQUATE TO ABOUT A $5.8 MILLION HOLE IN OUR CIP.

ALL ELSE EQUAL.

AGAIN, WE'RE HAPPY THAT THERE'S SOME FUNDING HERE GIVEN SOME OF THE RUMORS THAT WERE AROUND ABOUT OTHER PLANS BEFORE.

ONCE AGAIN, THIS EVENING, I WILL COME BACK TO YOU AS PART OF YEAR END FUNDS AND MAKE A PROPOSAL TO ALLOCATE ABOUT 5.8 MILLION OUT OF THE CURRENT FY 22 YEAR END FUNDS

TO ESSENTIALLY FILL THAT GAP AND HOLD OUR CIP HARMLESS, IF YOU WILL, FOR THIS REDUCTION IN STATE FUNDING.

NEEDLESS TO SAY, THIS DOESN'T NECESSARILY MEAN THE CIP IS TRULY HOLD HARMLESS.

WE KNOW WE'RE IN AN INFLATIONARY ENVIRONMENT.

WE KNOW THAT THERE MAY BE FURTHER PRESSURE ON THE CIP GIVEN BUILDING COSTS.

WE'RE ANXIOUSLY AWAITING THE FIRST BID FROM THE FALLEN CREEK OVER THE COURSE OF THE SUMMER.

AND AFTER THAT, WE'LL HAVE A BETTER IDEA ON WHERE THIS LANDS.

BUT BETWEEN THE 16 OR SO MILLION THAT HAS REMAINED IN THE GENERAL ASSEMBLY BUDGET AND THE 5.8 THAT ULTIMATELY ASK THE BOARD TO CONSIDER THIS EVENING AS PART OF YEAR END FUNDS, WE'RE NO WORSE OFF THAN WE WERE COMING INTO OUR SCHOOL BOARD APPROVED BUDGET IN FEBRUARY.

SO WITH ALL THAT SAID, WHERE DO WE GO FROM HERE? IT IS THE SUPERINTENDENTS IN MY RECOMMENDATIONS THAT THE SCHOOL BOARD CONSIDER A SPECIAL MEETING ON JUNE 21ST TO FINALIZE THE BUDGET.

PRIOR TO JULY ONE, AS I'VE TALKED TO YOU BEFORE, WE NEED TO ADOPT THE BOARD OF SUPERVISORS ADOPTED BUDGET SO THAT WE CAN CONTINUE TO OPERATE AFTER JULY 1ST.

THAT'S ALWAYS BEEN PART OF THE PLAN, BUT BY THE TIME WE GET TO JUNE 21ST, THE GOVERNOR'S DEADLINES WILL HAVE PASSED TO KNOW WHAT HIS AMENDMENTS WILL BE.

SO WE'LL HAVE A PRETTY SOLID IDEA OF WHERE WE STAND AND WHETHER THE "CALC TOOL" RECEIVED LAST NIGHT WILL HOLD UP, OR WE SHOULD BE ABLE TO MAKE PRETTY REASONABLE ASSUMPTIONS OF WHAT WILL COME FORWARD.

WITH THAT, I WILL, IN THAT JUNE 21ST MEETING, BE ABLE TO PROPOSE ANY SUBSEQUENT AMENDMENTS TO THIS BOARD FOR THEIR CONSIDERATION ON JUNE 21ST, WHICH IS STILL A LITTLE BIT MORE THAN A WEEK AHEAD OF THE BOARD OF SUPERVISORS FINAL MEETING THIS FISCAL YEAR AND WOULD ALLOW US TO SEND THE ANY SCHOOL BOARD AMENDMENTS TO OUR BUDGET, TO THE BOARD OF SUPERVISORS FOR THEIR CONSIDERATION IN THEIR JULY 29TH MEETING.

THE OTHER BIG THING THAT I HAVEN'T TALKED ABOUT MUCH HERE, AND I'LL ONLY DO IT VERY BRIEFLY, IS SALARY STUDY 2.

WE KNOW THAT'S A BIG PIECE OF THE SCHOOL BOARD'S PRIORITY AND WHAT WE'RE DOING AND BEING ABLE TO ACTUALLY HAVE A HAVE A "CALC TOOL" WILL HAVE AN UNDERSTANDING OF WHERE THE BUDGET IS LIKELY GOING TO BE.

WE ARE IN A POSITION TO CONTINUE TO COMMIT TO BEING ABLE TO IMPLEMENT A SALARY STUDY 2 ANSWER AND HAVE IT EFFECTIVE JULY ONE.

WE'LL HAVE ONGOING CONVERSATIONS NOW THAT WE ARE STARTING TO PUT A MURKY PICTURE TOGETHER ON WHAT FUNDING IS AVAILABLE.

BUT WE'LL BE ABLE TO SHARE IN THAT 21ST MEETING WHAT THAT PLAN IS WITH THE IDEA OF THE RAISES BEING EFFECTIVE FOR THOSE IMPACTED ON JULY ONE, AS WAS ALWAYS THE CASE, WE APOLOGIZE TO ANYONE WHO'S LISTENING FOR THE DELAY IN WHAT THAT LOOKS LIKE.

BUT WE ARE CONFIDENT AT THIS POINT THAT WE'LL BE ABLE TO MAKE SURE THAT THAT RESULT WILL BE AVAILABLE STARTING THAT JULY 1ST FOR THEIR PAYCHECK ON JULY 14TH, I BELIEVE THE DATE IS. SO WITH ALL THAT, I'LL PAUSE FOR ANY QUESTIONS FROM THE BOARD.

JUST ONE QUESTION. THE BONUSES AS FAR AS HOW THEY'RE STRUCTURED.

DOES THE EMPLOYEE HAVE TO COMPLETE THE ENTIRE YEAR TO RECEIVE THE BONUS, OR IS IT BROKEN DOWN DURING DIFFERENT PERIODS IF THEY.

A GREAT QUESTION, MR. HARTER. I THINK THE PLAN WILL BE TO EACH OF THESE OBVIOUSLY IS A DIFFERENT AMOUNT, AND WE'LL NEED TO COME BACK TO THE BOARD WITH A LITTLE BIT MORE ON WHAT THE TIMING IS.

BUT THE IDEA WOULD BE TO PROVIDE THEM IN 500 AND $1500 OR WHATEVER THE RELEVANT IS PIECES IS OVER THE COURSE OF THE YEAR.

SO IF YOU'RE EMPLOYED ON.

DATE X, YOU'LL GET THE BONUS AT THE END OF THE MONTH OR IN THE NEXT PAY CYCLE, AND WE'LL DO THAT FOR SOMETHING LIKE THE BUS DRIVERS THIS PAST YEAR WE DID IT AS SIX $500 BONUSES OVER THE COURSE OF THE YEAR.

WE WILL ALMOST CERTAINLY CONTINUE A PRACTICE SIMILAR TO THAT.

WE HAVE TALKED ABOUT THE HARD TO STAFF STIPEND OF 3000 DOING THAT AS TWO ,$1500 STIPENDS, ONE IN THE FALL, ONE IN THE SPRING.

THEY WILL FOLLOW SIMILAR PATTERNS TO THAT.

IT WON'T BE ALL AT ONCE IDEA.

I THINK THERE IS WHAT WE WOULD PLAN TO DO IS LOOK AT ELL STAFFING HOLISTICALLY WITH THE FUNDING AVAILABLE, AS WE UNDERSTAND ALL OF THE MOVING PIECES OF THE BUDGET, CERTAINLY MAKING SURE THAT WE ARE APPROPRIATELY SUPPORTING THE POPULATION HAS ALWAYS BEEN A PRIORITY OF THE SUPERINTENDENT AND THAT WILL CONTINUE TO BE SO.

WE HAVE GENERALLY STAFFED ABOVE SKEW FOR MOST AREAS AS WE GO THROUGH.

WE'LL CONTINUE TO LOOK AT THAT AS PART OF THE PART OF THE STAFFING MODEL.

SOMETIMES COLLEGES AND TEACHER EDUCATION PROGRAMS ARE TELLING US WE DON'T NEED TO HAVE A FAIR BECAUSE EVERYONE ALREADY HAS A JOB.

SO IT'S LESS OF THE SORT OF BREAD AND BUTTER OF TEACHER RECRUITING THAT COMPARED TO WHAT IT USED TO BE.

BUT IT'S STILL IMPORTANT TO GET OUT THERE AND LET CANDIDATES KNOW WHERE CHESTERFIELD COUNTY IS AND MEET CANDIDATES.

WE KNOW MOST OF THE COLLEGE GRADS HAVE FOUND THE HOME FOR NEXT YEAR.

WHAT WE SAW THIS SCHOOL YEAR WAS AN UNUSUAL PATTERN WHERE TYPICALLY YOU WOULD SEE YOUR ATTRITION NOW, MAY, JUNE, JULY.

SOMETIMES PEOPLE TELLING YOU IN AUGUST, I'M NOT GOING TO BE BACK NEXT YEAR, BUT THAT'S TYPICALLY WHEN YOU SEE YOUR ATTRITION.

THE REASON I KEEP PUSHING IS I KNOW HISTORICALLY THE VACANCY RATE, THE NUMBERS ARE A LITTLE BIT DIFFERENT, BUT IT WAS A LITTLE BIT UNDER A HALF A PERCENT AND NOW MAYBE IT'S AROUND 7%.

SO IN THE FALL WE WILL BE STARTING A CAMPAIGN THAT IS ADDITIONAL TRAINING FOR ALL USERS OF OUR NETWORK TO RECEIVE BASIC INTERNET HYGIENE AND SOFTWARE TRAINING.

THIS IS A COMMONPLACE THING.

SO WE NOW HAVE A FULL TIME THREE PERSON INFORMATION SECURITY STAFF.

AS FAR AS I KNOW, WE ARE THE ONLY REGION, ONE SCHOOL DISTRICT TO OBTAIN FULL TIME CYBERSECURITY STAFF, AND THAT'S HUGE FOR US.

BUT WHAT IT DOES FOR ME IS ALSO NOW SETS AN EXAMPLE.

WE ARE THE ONES WHO ARE GOING TO PROVE THE POINT THAT THIS IS NECESSARY AND THAT THIS IS BENEFICIAL TO US.

AND I AM ALL ABOUT BEING A BIG, BRIGHT, SHINING STAR FOR EVERYONE ELSE AND TRYING TO SET THE EXAMPLE.

AND IT'S TIME FOR ONE OF THE BIG ONES TO HAVE IT.

WE DO PLAN TO DEVELOP AND CREATE A FULL NIST ALIGNED SECURITY PROGRAM.

NEST IS THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY.

THAT INCLUDES THINGS FOR THE FIRST TIME, SUCH AS THINGS LIKE RISK ANALYSIS OR AUDITING OURSELVES, CLASSIFICATION OF DATA, DATA SENSITIVITY LEVELS, CREATING POLICIES AND PROCEDURES THAT REALLY INTEGRATE CYBERSECURITY INTO OUR CULTURE.

AND NOT JUST SOMETHING THAT THE GUYS WITH THE BLACK HOODIES DO IN THE BASEMENT.

IT HAS TO BE SOMETHING THAT WE'RE THINKING ABOUT ALL THE TIME, HAS TO BE SOMETHING YOU'RE THINKING ABOUT ALL THE TIME.

COVID WAS A BIG REASON FOR THAT.

YOU KNOW, WANING BUDGETS HAVE BEEN A REASON FOR THAT OR JUST BECAUSE IT WORKED WAS A REASON FOR THAT.

WELL, NOW THINGS ARE STARTING TO FAIL AND THINGS ARE STARTING TO NOT MEET OUR NEEDS ANYMORE.

WE HAVE SOME TECHNOLOGY THAT IS 15 YEARS OLD IN OUR CLASSROOMS. IT'S STILL WORKS, BUT IT'S NOT THE BEST THAT WE CAN PROVIDE.

SO WE ARE FOCUSED ON THAT.

WE'RE FOCUSED ON FIRST IDENTIFYING ALL OF THAT AND THEN FOCUSED ON A WAY TO TRY TO REPLACE IT.

THE BOARD HAS BEEN NICE ENOUGH TO APPROVE MOST OF OUR BUDGET INITIATIVES IN THAT ARENA.

I AM LOOKING AT INSTITUTING STAKEHOLDER ADVISORY GROUPS, SO WE WILL HAVE A TECHNOLOGY ADVISORY COMMITTEE THAT FORMS IN THE FALL TO GET MORE VOICES INVOLVED IN TECHNOLOGY.

I DO NOT WANT TO BE THE ONLY VOICE MAKING DECISIONS.

AND TALK BRIEFLY ABOUT SOME OF THE THINGS THAT WE'RE GOING TO DO THIS SUMMER, BUT WE'RE LOOKING FOR NEXT YEAR AS FAR AS ADDITIONAL PHYSICAL SECURITY EQUIPMENT.

A COUPLE OF ITEMS I'D LIKE TO HIGHLIGHT WAS THE INSTALLATION OF ELECTRONIC CONTROL EQUIPMENT OR ACCESS CONTROL EQUIPMENT THROUGH ALL OF OUR BUILDINGS, OUR INTERNET PROTOCOL OR OUR IP CAMERAS THAT DR.

AND AGAIN, OUR RAVE EMERGENCY PHONE APP, A MULTI AGENCY TRAINING EVENT BASED ON WORKPLACE VIOLENCE AND ACTIVE SHOOTER AND ELECTRONIC KEY BOX SYSTEMS, WHICH

WE REFER TO AS SAMS BOXES AND OUR INSTALLATION OF SECURITY VESTIBULES, WHICH WE HAVE BEGUN THIS SUMMER AND HOPE TO TAKE FURTHER DOWN THE ROAD TO MOVE OUT TO ALL OF OUR BUILDINGS. APPROXIMATELY TWO YEARS AGO, WE BEGAN THE PROCESS OF COMPLETING THE ACCESS CONTROL FOR ALL OF OUR BUILDINGS.

AND I'M HAPPY TO SAY AT THIS POINT THAT OUR BUILDINGS ARE DONE.

AS FAR AS THE INITIAL INSTALLATION, WE HAVE RECEIVED ADDITIONAL REQUESTS FROM SCHOOLS BASED ON THEIR UPCOMING OPERATIONAL YEAR FOR SOME THINGS THAT ARE COMING IN, SUCH AS TRAILERS AND NEW PROGRAMS THAT ARE MOVING INTO THEIR SCHOOL.

SO WE'LL BE LOOKING AT THAT TO ASSIST THEM WITH ADDITIONAL ACCESS CONTROL EQUIPMENT.

BIG THINGS THAT COME OUT OF THIS IS OBVIOUSLY WE CAN COME IN AND WE CAN PROGRAM BASED ON WHAT AN EMPLOYEES LEVEL IS IF THEY'RE A TEACHER AND THE HOURS THAT THEY NEED, THEY DON'T NEED 24 SEVEN ACCESS ON WEEKENDS TO OUR BUILDINGS, WHEREAS OUR ADMINISTRATORS DO AND OF COURSE, OUR FACILITIES PEOPLE.

A BIG PLUS TO THIS HAS BEEN BECAUSE WE UTILIZE THE SAME SYSTEM AS OUR COUNTERPARTS ON THE COUNTY SIDE, WE'RE ABLE TO ALLOW OUR LAW ENFORCEMENT TO HAVE 24 SEVEN ACCESS TO OUR BUILDINGS.

THIS HAS BEEN A GODSEND IN A LOT OF CASES.

ON WEEKENDS, WHEN WE HAVE ALARMS AND SUCH AS THIS THAT ARE GOING OFF, THEY'RE ABLE TO GET INTO OUR BUILDINGS AND NOT HAVE TO WAIT FOR KEY HOLDERS, SOMETIMES FOR HOURS THAT MIGHT TAKE THEY CAN GET IN AND TAKE CARE OF THE BUSINESS AND SECURE OUR BUILDINGS TO FIND OUT WHAT THE PROBLEM IS.

AND OF COURSE, IF WE HAVE ANY KIND OF ACCIDENT OR AN INCIDENT AT A BUILDING, THEY CAN RESPOND.

IF WE'RE IN SOME SORT OF PROTOCOL IN A LOCKDOWN SITUATION, THEY'RE ABLE TO GAIN ENTRY INTO OUR BUILDINGS AND TAKE CARE OF THEIR BUSINESS.

ADDITIONALLY, WE WERE ABLE TO INCLUDE OUR PARKS AND REC DEPARTMENT INTO THIS PROCESS SO THEY CAN COME IN AFTER HOURS UTILIZING CERTAIN DOORS AND GET IN AND TAKE CARE OF THEIR BUSINESS, WHICH WE WORK WITH THEM ON A REGULAR BASIS.

AS DR.

HUMBERT ALSO JUST MENTIONED AGO, WORKING WITH HIS DEPARTMENT, WE'VE WE'VE BEEN VERY BUSY WITH CAMERA INSTALLATION, OUR IP CAMERA PROCESS THROUGHOUT OUR SCHOOLS.

ALL OF OUR HIGH SCHOOLS AND MIDDLE SCHOOLS ARE DONE AT THIS POINT.

WE HAVE 24 OF OUR ELEMENTARY SCHOOLS DONE AS WELL.

AND ALL OF THE SCHOOLS WITH THE SYSTEMS ARE UP AND RUNNING.

THE ADMINISTRATIVE STAFFS HAVE ALL BEEN TRAINED AND THEY WERE USING IT REGULARLY.

OUR NEWEST ELEMENTARY SCHOOL THAT WILL OPEN IN JULY, THAT WILL ALSO BE EQUIPPED WITH THE IEP SYSTEM.

WE ARE CURRENTLY ALSO WORKING TO FINISH OFF THE ADDITIONAL 16 ELEMENTARY SCHOOLS THAT STILL NEED THE IEP SYSTEM AND HOPEFULLY THE PROJECTED DATE ON THAT WILL BE JULY OF 2023.

AT THAT POINT, WE'LL ALSO HAVE ALL THE STAFFS UP AND RUNNING AND AT THAT POINT TO WE'D LIKE TO LOOK AT SOME SORT OF MONITORING SYSTEM ONCE WE GO THERE.

WE'VE HAD A NUMBER OF OCCASIONS WHERE THIS EQUIPMENT HAS BEEN EXTREMELY VALUABLE.

OUR HR DEPARTMENT NEEDS FOOTAGE SOMETIMES FOR INCIDENTS THAT TAKE PLACE.

RISK MANAGEMENT HAS ASKED A NUMBER OF TIMES.

LAW ENFORCEMENT IS CONSTANTLY ASKING US FOR INCIDENTS THAT TAKE PLACE IN OUR SCHOOL WHERE WE'RE WORKING WITH THEM.

AND ON OCCASION IT HAS BEEN TIMES OUTSIDE WE'VE MONITORING TRAFFIC ACCIDENTS THAT HAVE HAPPENED IN THE LOCATION.

SO WE'VE PUT A LOT OF USE INTO THIS AND WE'VE HAD REALLY GREAT RESULTS OUT OF IT.

A RAVE APP PHONE RAMP THAT WE'VE BEEN USING.

WE HAVE 685 STAFF MEMBERS AT THIS POINT THAT HAVE PROFILES WHERE THEY CAN EITHER ACTIVATE THE APP OR RECEIVE NOTIFICATIONS.

ADDITIONALLY, OUR LAW ENFORCEMENT PARTNERS THROUGHOUT THE DISTRICT, THEY CAN ALSO RECEIVE THE NOTICE AND IT SPEEDS UP.

WHEN WE HAVE AN INCIDENT AT A SCHOOL, THEY START THE PROCESS.

IT ALSO GOES TO OUR MERCHANT COMMUNICATIONS CENTER AND THEY'RE IN CONSTANT CONTACT WITH US WHEN AN INCIDENT GIVING US VALUABLE INFORMATION TO SPEED UP THE PROCESS WHEN WE'RE DOING ANY KIND OF CRITICAL INCIDENT AT A SCHOOL.

WE ALSO INCLUDED THIS YEAR OF THE FIRE MARSHAL'S OFFICE FINDING OUT THAT THEY ARE FULLY LAW ENFORCEMENT QUALIFIED.

AND THEY'VE BEEN A BIG HELP AND THEY'VE BEEN HIGHLY RESPONSIVE TO A LOT OF OUR INCIDENTS THAT TAKE PLACE AS WELL.

WE USED THE RAVE APP FOR ABOUT 80.

EXCUSE ME. AS OF SINCE JULY OF 21ST, JULY OF 2021, WE USED THE RAVE APP APPROXIMATELY 85 TIMES FOR SOME SORT OF INCIDENT AT A SCHOOL, WHETHER IT BE MEDICAL OR POLICE OR SOMETHING WHERE THEY'VE HAD TO GET ADDITIONAL ASSISTANCE TO COME INTO THE BUILDING. HERE'S A BREAKDOWN OF THE THINGS THAT WE'VE DONE ON THE USE OF IT.

AND THIS YEAR, FOR THE FIRST TIME, WE'VE INCORPORATED A LOT OF TRAINING ACTIVITIES THAT HAVE TAKEN PLACE, SUCH AS TABLETOP EXERCISES, WHAT WE'VE ACTIVATED AS AN ACTIVE SHOOTER OR DURING A TRAINING EVENT THAT WE DID IN MARCH.

I'M GOING TO TALK ABOUT NOW AND THIS IS A MULTI-AGENCY TRAINING THAT WE DID AT ONE OF OUR FACILITIES THAT'S GOING TO GO OFFLINE SHORTLY.

IT WAS ONE OF OUR STORAGE FACILITIES AREAS.

WE TURNED IT INTO A OFFICE TYPE COMPLEX AND WE USED MEMBERS FROM CHESTERFIELD POLICE SHERIFF'S DEPARTMENT, THE FIRE MARSHAL'S OFFICE AND FOR THE FIRST TIME THE VIRGINIA STATE POLICE CAME AND ALONG WITH ABOUT 70 MEMBERS OF OUR SUPPORT STAFF THROUGHOUT THE SCHOOL, WE CONDUCTED SEVERAL SCENARIOS INVOLVING WORKPLACE

VIOLENCE AND ACTIVE SHOOTER.

IT WAS IT WAS VERY TELLING.

WE VIDEOTAPED THE WHOLE THING.

SO SOMETIME THIS SUMMER WHEN WE GET DONE WITH ALL OF THE REVIEWS THROUGH THE COUNTY EMERGENCY MANAGEMENT WILL MAKE THAT VIDEO AVAILABLE.

AND SO WE CAN SHARE IT WITH OUR SCHOOLS SO THEY CAN SEE HOW PEOPLE RESPONDED TO IT.

WE HAD SOME VERY SPECIFIC GOALS DURING THIS I'D LIKE TO SHARE.

OBVIOUSLY THE FIRST ONE WAS WE WANTED TO MAKE SURE THAT WE'RE ADHERING TO OUR ALARM ACTIVE SHOOTER PROTOCOLS.

I THOUGHT THAT WAS VERY IMPORTANT BECAUSE IT WAS SUPPORT STAFF.

WE DO THIS ON A REGULAR BASIS AT OUR SCHOOL BASE, BUT OUR SUPPORT PEOPLE HAVE NOT HAD THE EXTENSIVE TRAINING THAT OUR SCHOOLS HAVE HAD IN THE PAST.

WE WANTED TO LEARN THAT WE COULD ACTIVELY USE OUR RAVE APP AND 911 TO REPORT ACCURATELY WHAT WE WERE SEEING.

WE WANTED TO MAKE SURE THAT WE COULD MAINTAIN OUR CHAIN OF COMMAND AND FIND OUT HOW WE OPERATE AT THESE THINGS, WHO NEEDS TO BE TO THEM, AND WHAT SORT OF COMMAND STRUCTURE.

WE NEED TO WORK WITH THE EMERGENCY MANAGEMENT CELL WHILE WE'RE DOING THESE THINGS AND SOMETHING A LITTLE BIT DIFFERENT.

WE WANTED TO MAKE SURE THAT WE WERE WORKING ON WHAT WAS KNOWN AS OUR COOP PLAN OR, YOU KNOW, THIS IS THE THE THE AT THE SCHOOL LEVEL.

WE WANT TO MAKE SURE THAT WE UNDERSTAND WHO IS IN CHARGE AT WHAT TIME AND FOLLOW DOWN AS TO WHAT IS THE ORDER OF SUCCESSION AT THE SCHOOL AND WHAT'S GOING TO HAPPEN IF THERE'S AN INCIDENT AT THE SCHOOL THAT TAKES OUR SCHOOL OUT OF AVAILABILITY FOR A LONG PERIOD OF TIME.

AND IF WE LOSE STAFF MEMBERS IN WHO'S GOING TO BE RUNNING THAT ORGANIZATION WHILE IT'S OUT AND THAT INFORMATION WILL BE TAKEN OVER INTO OUR EMERGENCY RESPONSE PLAN AT THE SCHOOL LEVEL THIS YEAR WHEN THEY GO OUT SO WE CAN COLLECT THAT DATA BACK AND SHARE WITH OUR PARTNERS AND THE COUNTY SIDE IN CASE WE HAVE AN INCIDENT, UNFORTUNATELY, LIKE ONE OF OUR NEIGHBORS DID, WHERE WE MIGHT LOSE A BUILDING FOR A PERIOD OF TIME, AS YOU CAN SEE, THE GENTLEMAN ON THE BOTTOM HAND, RIGHT, IS ONE OF OUR CTC EMPLOYEES.

HE WAS AN ACTIVE SHOOTER FROM A SCENARIO BASED WHERE IT WAS AN INDIVIDUAL WHO WAS UNHAPPY BECAUSE OF A POOR JOB REVIEW AND HE DECIDED TO GO VIOLENT ON IT.

AND THE SECOND ONE IS THAT THESE ARE THESE ARE MEMBERS OF OUR SUPPORT TEAM THAT ARE OBVIOUSLY IN TAKING CARE OF OUR ALARM TRAINING.

AND YOU CAN SEE ONE OF OUR DIRECTORS THERE GETTING READY TO ENGAGE ANYBODY HOSTILE THAT MIGHT COME THROUGH THE DOOR.

THE NEXT THING WE'LL TALK ABOUT IS, AGAIN, THIS ELECTRONIC KEY CONTROL BOX.

WE HAVE A FEW OF THEM OUT THAT WE'VE USED WITH PROTOTYPES THAT WE'VE BEEN WORKING ON.

ADDITIONALLY, THIS WILL ALLOW LAW ENFORCEMENT TO HAVE ACCESS TO OUR BUILDINGS AND TO OUR KEYS 24/7.

IN THE CASE OF AN ALARM ACTIVATION ON OUR PART WHERE OUR STAFF GOES INTO SOME SORT OF LOCKDOWN PROTOCOL, THEY DON'T HAVE TO GO AND FIND THAT CUSTODIAN WHO'S HIDING OR THAT PRINCIPAL WHO'S IN A CLOSET SOMEWHERE THEY CAN GO AND BE SELF SUSTAINING.

AND THIS PICKS UP TIME AND AVAILABILITY FOR THEM TO GET TO THE PROBLEM AREA AND DEAL WITH IT.

OUR PROJECTED COMPLETION OF THIS AGAIN IS GOING TO BE SUMMER OF 2023 AND IT WILL INCLUDE TRAINING THAT WILL GO OUT TO BOTH INTERNAL AND EXTERNAL PARTNERS. ANOTHER ONE OF OUR OUR NEWEST INITIATIVES IS THE VESTIBULES THAT WE'RE ADDING TO SCHOOLS.

AS PICTURED, THESE VESTIBULES ARE DESIGNED TO FUNNEL VISITORS INTO OUR MAIN OFFICE PORTION OF THE BUILDING WHERE THEY CAN PROPERLY BE SCREENED AND BE ALLOWED INTO OUR SCHOOLS VIA ACCESS CONTROL EQUIPMENT OUTSIDE OF THE OFFICE.

THIS WILL LIMIT THOSE PEOPLE THAT CAN GET IN THE BUILDING THAT DON'T BELONG THERE.

THESE INSTALLATION PROCESSES ARE CURRENTLY UNDERWAY AND WE'LL BE EXPANDING THIS PROGRAM IN THE FOLLOWING YEARS TO GET INTO THE REST OF OUR SCHOOLS TO GET DONE.

YET, AS I MENTIONED, CURRENTLY WE'RE EVALUATING REQUESTS FROM ADMINISTRATORS AND ASKING FOR ADDITIONAL ACCESS CONTROL POINTS.

AGAIN, THIS IS TO BOLSTER THEIR EQUIPMENT.

I KNOW WE HAVE SEVERAL MEGA TRAILERS THAT ARE GOING TO GO IN TO SITES AND WE NEED TO BE ABLE TO ALLOW BOTH OUR STAFF AND STUDENTS ACCESS IN AND OUT OF THE BUILDING AS QUICKLY AS POSSIBLE AND KEEP THEM AS SAFE AS POSSIBLE.

WE THINK WE HAVE A VERY ROBUST AND STRONG PLAN THAT'S BEEN IN PLACE, BUT OPPORTUNITIES FOR PEOPLE TO GROW, PEOPLE TO GET INTO, TEACH EACH OTHER IN THE SCHOOL, HAVE AN OPPORTUNITY TO TRAIN A TRAINER MODEL, LOOK AT ADVANCEMENT ON HOW TO IMPROVE AND WHERE YOU ARE.

AND SO WHEN YOU LOOK AT THE OPPORTUNITY FOR IMPROVEMENT OF GROWTH OF LEADERS AND A LOT OF TIMES TEACHERS, THEY DON'T WANT TO LEAVE THE CLASSROOM, BUT THEY WOULD LIKE TO BE A LEAD IN THE BUILDING TO DO SOMETHING.

AND WE'RE TRAINING THOSE BECAUSE THE MORE PEOPLE WE TRAIN TO BE LEADERS IN OUR BUILDING THAT ARE IN CLASSROOMS, THE MUCH BETTER OUR SCHOOL WILL OPERATE.

OUR PROGRAMING DONE A GREAT JOB.

AND THESE ARE JUST SOME PRELIMINARY NUMBERS, BUT OVER 7000 CREDENTIALS EARNED THIS PAST YEAR.

AND WE'RE STILL WAITING FOR SEVERAL PROGRAMS TO GIVE US THEIR FINAL TOTALS.

AND STUDENTS WILL BE TAKING THEIR TEST EVEN THIS SUMMER TO GET CREDENTIALED, AS WELL AS OVER 11,000 WORK BASED LEARNING EXPERIENCES WITH OVER 240 PARTNERS BUSINESSES.

I THINK THE JOB FAIR THAT WE HAD FOR STUDENTS WHO, YOU KNOW, THEY DIDN'T KNOW WHAT THEY WERE GOING TO DO.

AND IN SEPTEMBER, THEY SHOWED UP.

WE HAD OVER 80 BUSINESSES AND 500 STUDENTS SHOW UP.

AND A LOT OF THE STUDENTS WALKED OUT WITH JOBS AND HAVE JOBS.

AND THAT'S EXCITING THAT THE BUSINESS COMMUNITY REALLY WANTS TO TAKE OUR STUDENTS BECAUSE THEY KNOW THAT THEY'RE THERE READY TO GO.

UNDER SCHOOL LEADERSHIP AND OUR DIRECTORS AND DR.

[INAUDIBLE], SHE DID A FANTASTIC JOB.

I THINK OUR DIRECTORS SINCE I'VE BEEN HERE, HAVE GROWN TREMENDOUSLY IN WORKING WITH THEIR NOT ONLY THEIR PRINCIPALS, BUT ALSO WORKING WITH OTHER DEPARTMENTS TO HELP OUR SCHOOLS GET BETTER.

AND WE'VE SORT OF TAKEN OUT THESE SILOS SO PEOPLE CAN COME TOGETHER AND WORK TOGETHER AND HAVE REALLY COURAGEOUS CONVERSATIONS ON HOW TO GET BETTER OPPORTUNITY. AND I WANTED TO GET TO SCHOOL IMPROVEMENT BECAUSE THE SCHOOL IMPROVEMENT OPPORTUNITIES THAT WE HAVE, EVERY SCHOOL HAS A SCHOOL IMPROVEMENT PLAN.

NO MATTER WHO YOU ARE. EVEN AT A RETREAT, THEY WILL HAVE TIME TO SIT DOWN AND TALK ABOUT THEIR DATA AND LOOKING AT, OKAY, WHAT DO WE NEED? WHAT DO WE HAVE TO ADDRESS? WHERE DO WE HAVE TO GO? IS OUR THIRD GRADE STRONG? IS OUR FIFTH GRADE. IS OUR THIRD GRADE.

SO I THINK WE ARE IN GREAT SHAPE WITH LOOKING AT NOT ONLY OUR SCHOOL IMPROVEMENT, BUT HOW OUR SCHOOL IMPROVEMENT MAKES US SO MUCH BETTER THROUGHOUT THE SCHOOL SYSTEM BECAUSE OUR PRINCIPALS TALK AND THEY SHARE AND THEY TAKE FOR ONE ANOTHER.

AND AND THEY THEY BECOME THE EXPERTS IN THEIR AREAS TO HELP OTHER OTHER PEOPLE OUT, WHICH IS EXCITING.

AND SO THIS OPPORTUNITY ALL TIES INTO OUR INSTRUCTIONAL PLAN BECAUSE WE WANT OUR STUDENTS TO BE WELL VERSED AND FEEL COMFORTABLE IN OUR BUILDINGS KNOWING THAT THERE'S INSTRUCTION GOING ON AND THAT THEY'RE THERE TO LEARN.
