IMAN SALAM, WHO IS HONORED BY THE VIRGINIA COUNCIL ON EDUCATION FOR INNOVATIVE AND ENGAGING APPROACHES TO TEACHING, ENTREPRENEURSHIP, ECONOMICS AND PERSONAL FINANCE.

HER ENTHUSIASTIC, MEMORABLE LESSONS WILL HELP STUDENTS THRIVE IN A DYNAMIC GLOBAL ECONOMY. THE REGIONAL OUTSTANDING ECONOMIC EDUCATOR AWARDS HONORED TEACHERS OF ANY SUBJECT WHO USE EXEMPLARY TEACHING TECHNIQUES THAT IMPROVE THEIR STUDENTS UNDERSTANDING OF ECONOMICS AND OUT OF THE CLASSROOM.

IMAN SALAM. SO THERE ARE TWO MOMENTS THAT REALLY STAND OUT AS EXTRA SPECIAL IN MY SCHOOL BOARD TENURE, AND ONE WAS GIVING THE GRADUATION SPEECH WHEN MY DAUGHTER GRADUATED FROM JAMES BYRD HIGH SCHOOL.

AND THE SECOND IS THIS MOMENT RIGHT NOW.

PROBABLY PEOPLE DON'T KNOW, BUT I MET YOU AT BONNER ELEMENTARY MANY YEARS AGO AT A BACK TO SCHOOL NIGHT AND SAID, CALL ME, YOU KNOW? LET'S GET TOGETHER AND JUST WATCHING YOUR SUCCESS AND YOU WHEN YOU WON THIS AWARD, I DIDN'T EVEN KNOW BECAUSE THAT'S YOU.

YOU'RE SO HUMBLE.

WHEN I FIRST GOT THIS AWARD, I DIDN'T EXPECT IT AT ALL.

AND I THINK DR.

DAY, STEVEN DAY FROM VIRGINIA COMMONWEALTH UNIVERSITY, HE HAD RECOGNIZED ME.

WHAT MADE ME SO, WHAT MADE IT SO SPECIAL THAT HE SAW SOMETHING THAT NOBODY ELSE HAD SAW.

AND HE SAID, YOU KNOW WHAT? YOU HAVE A GIFT BY REACHING OUT TO OTHER PEOPLE.

AND I SAID, YOU KNOW WHAT? THIS IS SOMETHING THAT COMES FROM SOME, IT CAME FROM HOWEVER, I WAS EDUCATED AND I WAS I WENT TO SCHOOL AT CHESTERFIELD COUNTY WHEN I WAS YOUNGER.

WHO BROUGHT ME HERE WAS MY FATHER AND MY, MY PARENTS.

IT WAS REALLY IMPORTANT FOR THEM TO FOR ME TO HAVE AN EDUCATION THAT WAS SUPPORTED BY THE VIRGINIA COMMONWEALTH UNIVERSITY AND, YOU KNOW, JUST BASICALLY FROM VIRGINIA STATE.

AND THEY FOUND THAT JOSEPH COUNTY WAS ONE OF THE BEST COUNTIES TO BE COMING IN HERE.

SO IN THE 90S I HAVE GRADUATED AND I WENT TO COLLEGE AT COMMONWEALTH UNIVERSITY.

THE POINT I'M TRYING TO SAY HERE IS THAT IT'S YOUR EDUCATION.

WHEREVER YOU GO, YOU SEEK YOUR EDUCATION.

AND SO WHEN I WENT OVERSEAS AND I CAME BACK AND I TRIED TO MAKE SURE THAT MY CHILDREN HAD GOT THIS EDUCATION.

AND SO IT IS A CONTINUOUS CYCLE.

IT'S WHEREVER YOU GO AND HOW MUCH YOU CAN GIVE AND HOW MUCH YOU CAN PROVIDE.

IT DOESN'T MATTER WHAT YOUR RACE IS.

WHAT YOUR COLOR IS, IS BASICALLY HOW MUCH YOU CAN MAKE OF YOURSELF.

AND I DON'T CARE WHAT'S BEHIND THAT IMAGE AND THAT I HAVE PROVED THAT TO MYSELF AND TO MY FAMILY AND TO THE MANY PEOPLE WHO I CAME ACROSS WORKING WITH ME.

SO THE PROCESS IS A VERY RIGOROUS PROCESS WHERE YOU HAVE TO.

YOU HAVE TO TAPE A LESSON FOR ABOUT 30 MINUTES AND THEN WRITE A VERY LONG REFLECTION BASED ON, YOU KNOW, PEDAGOGY AND WHAT YOU THINK IS BEST FOR KIDS.

I THINK THE LIMIT WAS TO 27,500 CHARACTERS, AND I HAD 27,499 CHARACTERS.

THERE WAS JUST SO MUCH TO REFLECT ON, AND IT MADE ME GROW AS A TEACHER AND IT REALLY PUSHED ME TO SEE WHAT I DID AND WHAT I NEEDED TO DO FOR THE KIDS.

AND IF STATE CHAMPS WERE RACHAEL BROWN AT 100 YARD BREASTSTROKE AND REGAN CANADA AT A 100 YARD FREESTYLE FOR THE MONACAN BOYS SWIM TEAM, BRIAN HUFFORD WON TWO STATE TITLES.

AND OUR STAFF IS DOING THIS WITH UNPRECEDENTED CHALLENGES, SUCH AS SUPPLY CHAIN DISRUPTIONS, STAFFING SHORTAGES, CONSTANT CHANGES FROM BERKELEY AND MYSELF.

AND THEY DO IT MOSTLY WITH PATIENTS, BUT ALSO WITH CREATIVITY AND GRACE.

AND WHILE I THINK THE NUMBERS THEY SHOW YOU AND ILLUSTRATE THE HARD WORK THAT THEY DO IN OUR SCHOOL ENVIRONMENT, I DON'T THINK THEY SHOW YOU THE OTHER TYPE OF WORK THAT THEY DO.

AND I THINK THAT WORK IS JUST AS IMPORTANT, IF NOT MORE IMPORTANT THAN THE HARD WORK.

AND THAT'S THAT'S THE CARE WORK OR THE WORK THAT I CONSIDER THE HEART WORK.

I GUARANTEE THE HONOREES THAT WE HAVE HERE TONIGHT WILL TELL YOU THAT THEY DON'T SHOW UP FOR BENCHMARKS.

THEY DON'T SHOW UP BECAUSE OF THEIR JOB DESCRIPTIONS NECESSARILY.

THE SUPERINTENDENT IS GOING TO BE DOING AND I'M GOING TO BE TALKING ABOUT THE CHESTERFIELD MODEL POLICIES FOR TRANSGENDERS AND CHILDREN CAN CHANGE THEIR NAME IN THE CHESTER COUNTY RIGHT NOW WITHOUT EVEN ALERTING THE PARENTS.

THEY CAN CHANGE CLOTHES, THEY CAN WEAR MAKEUP, THEY CAN CARRY PURSE, THEY CAN DO WHATEVER THEY WANT. AND ON THE OPPOSITE GENDER OR THEY CAN BE A FURRY, YOU KNOW, PRETEND TO BE A DOG, WALK AROUND THE SCHOOL WITH A DOG LEASH ON WHICH WE KNOW HAS HAPPENED.

AND WE HAVE EVIDENCE TO THAT.

AND AT THE SCHOOL THAT THEY ATTEND AND THE TEACHER IS TOLD TO RESPECT THIS DECISION, A CHILD, IT COULD BE FIVE YEARS OLD, IT COULD BE EIGHT, 16 YEARS OLD.

IT DOESN'T MATTER. AND NOT TO DISCUSS IT WITH THE PARENTS.

SHE WAS MOLESTED AS A TEENAGER.

HER PARENTS, ONE OF HER PARENTS, YOU KNOW, ABANDONED HER.

AND IT'S ALL BECAUSE OF THESE FAR LEFT AGENDAS AND IT NEEDS TO STOP.

MY POINT IS THAT YOUR POLICY IS RIGHT NOW OR EVEN WORSE NOW THAN THEY WERE THEN AT THE POINT OF HER INDOCTRINATED GENDER CRISIS.

I CLOSELY TRACKED ABOUT 300 OF THOSE BILLS, EDUCATION RELATED EACH AND EVERY TIME, ADHERING TO OUR LEGISLATIVE PRINCIPLES, WHICH I PUT BACK UP HERE JUST AS A REMINDER.

LOOKING FOUR THINGS ESSENTIALLY.

THE FIRST IS ENSURING EQUITABLE, FAIR AND UNBIASED ACCESS TO ALL RESOURCES.

THE BUDGET IS IN A CONFERENCE COMMITTEE.

ESSENTIALLY, YOU HAVE ABOUT 10 TO 11 LEGISLATORS WHO ARE NEGOTIATING BETWEEN THE HOUSE AND SENATE WITH THE BUDGET.

THERE ARE A NUMBER OF ISSUES THAT ARE FROM THAT.

THEY NEED TO RESOLVE SOME ISSUES AT THE LARGER LEVEL WHICH WILL IMPACT THE EDUCATION FUNDING. THERE'S FOUR CENTRAL PIECES THAT ARE OF INTEREST, OBVIOUSLY, TO US AND OUR SCHOOL DIVISION. OUR SCHOOL DIVISION.

THE FIRST PIECE, OBVIOUSLY, IS THE FUNDING FOR SALARY INCREASES.

THERE ARE DIFFERENCES AMONG THE HOUSE AND SENATE ABOUT THEIR APPROACHES WITH REGARD TO THE SALARY INCREASES.

AT THE SENATE LEVEL, THEY'RE LOOKING AT A 5% INCREASE IN A $1,000 BONUS, WHEREAS THE HOUSE IS LOOKING AT A 4% INCREASE IN A 1% BONUS.

THEY'LL CONTINUE TO KIND OF RECONCILE THAT THROUGHOUT THAT DISCUSSION.

THE SECOND PIECE IS WITH REGARD TO THE SPORT CAP IMPACT.

THERE'S AGAIN, DIFFERENCES BETWEEN THE HOUSE AND SENATE.

THE SENATE HAS AN APPROACH ESSENTIALLY THEY'RE LOOKING TO INCREASE THE RATIOS WITH REGARD TO HOW THEY FUND POSITIONS.

THE HOUSE APPROACH IS TO TAKE OUT CERTAIN POSITIONS FROM THE SUPPORT CAP.

AGAIN, SOME SIGNIFICANT DIFFERENCES BETWEEN THE HOUSE AND SENATE.

ON THE HOUSE SIDE, THEY'RE LOOKING AT ESSENTIALLY A $2 BILLION LOAN REBATE PROGRAM.

WE LOOKED AT SOME OF THE LEGISLATIVE LANGUAGE THAT'S INVOLVED WITH THAT.

WE HAVE SOME INITIAL CONCERNS ABOUT WHETHER OR NOT OUR SCHOOL DIVISION WOULD QUALIFY FOR SOME OF THOSE REBATES AND ESSENTIALLY AS IT'S DISTRIBUTED ACROSS SCHOOL DISTRICTS ACROSS THE COMMONWEALTH. THE SECOND PIECE IS FROM THE SENATE.

THE SENATE IS LOOKING AT ESSENTIALLY A $500 MILLION PLAN.

THE FOURTH PIECE, THE FIFTH, FOURTH PIECES IS IN REGARD TO RECOVERY HIGH SCHOOL.

WE TALKED ABOUT THAT, THE WORK SESSION.

BOTH THE HOUSE AND SENATE HAVE FUNDING IN THAT FOR THE RECOVERY HIGH SCHOOL.

THEY NEED TO RECONCILE THE DIFFERENT AMOUNTS.

THE SENATE ALSO NEEDS TO RECONCILE THEY DON'T HAVE FUNDING IN THE SECOND YEAR.

SO WE'RE CONTINUING TO ADVOCATE FOR THAT PIECE.

AND THE FIFTH PIECE IS WITH REGARD TO THE COLLEGE LAB SCHOOLS, THAT'S A TOP PRIORITY OF THE GOVERNOR AND THE ADMINISTRATION THAT WOULD BE NEGOTIATED THROUGHOUT THE BUDGET CYCLE AS IT DOES HAVE FINANCIAL IMPACTS FOR THAT LEGISLATION.

JUST SOME VERY BRIEF HIGHLIGHTS FOR SOME OF THE EDUCATION PIECES, AND I WON'T HIGHLIGHT ALL THESE PIECES.

THERE'S A LOT OF TEXT ON THE SCREEN, BUT ESSENTIALLY HOUSE BILL 938 IS KIND OF WHAT THEY CALL AN OMNIBUS LEGISLATION, LOOKING CLOSELY AT K-12 EDUCATION AND KIND OF WHERE WE GO FROM HERE. THERE'S DISCUSSIONS WITH SOME OF THE GOVERNOR'S ACTIONS WITH REGARD TO ASSESSMENTS AS WELL.

THE GOVERNOR HAD A DEADLINE OF LAST NIGHT AT MIDNIGHT TO TAKE ACTION ON ALL LEGISLATION FROM SOME AMENDMENTS AND SOME VETOES AND SIGNING THE LEGISLATION.

OF COURSE, THE BUDGET CONTINUES TO GO FORWARD.

SO AS I DISCUSSED ABOUT THIS JUST THIS MORNING, HE'S ANNOUNCED SOME AMENDMENTS AND VETOES, SOME LEGISLATION.

SO I'LL TRY TO UPDATE THAT THROUGHOUT THIS PRESENTATION.

WE TALKED TONIGHT AND AT THE WORK SESSION, AS WELL AS THE VIRGINIA LITERACY ACT, WHICH WAS A KEY PRIORITY, BIPARTISAN PRIORITY, WE'RE EXCITED TO BE AHEAD OF THE CURVE WITH THAT IN CHESTERFIELD SCHOOLS.

SCHOOL SAFETY WAS A TOP DISCUSSION THIS YEAR AMONGST EDUCATION, A COUPLE OF LEGISLATION THAT'S EVOLVED THERE. THE FIRST ONE DEALS WITH A REQUIREMENT FOR SROS TO SERVE ON THREAT ASSESSMENT TEAMS.

THERE ACTUALLY WAS AN AMENDMENT BY THE GOVERNOR THIS MORNING TO CLARIFY ESSENTIALLY THAT INVOLVEMENT OF THE SROS AND THREAT ASSESSMENT TEAM.

IT DOES REQUIRE THE SRO TO GO THROUGH SCHOOL BASED TRAINING, WHICH I THINK IS IMPORTANT.

OBVIOUSLY, THERE HAVE BEEN SOME DISCUSSIONS ABOUT THAT AT THE LOCAL LEVEL.

AND THE SECOND PIECE THAT GOES WITH THAT, TOO, IS HAVING THE LAW ENFORCEMENT OFFICER BE ASSIGNED TRAINED AS A LIAISON TO OUR SCHOOLS.

WE KNOW FREQUENTLY THAT'S A DISCUSSION FOR SOME OF OUR SCHOOLS AT THE ELEMENTARY LEVEL THAT DON'T HAVE AN SRO.

THE SECOND PIECE THERE IS HOUSE BILL FOUR.

THAT IS A CHANGE IN APPROACH, IF YOU RECALL, A COUPLE OF YEARS AGO.

CURRENTLY, THE NEW STRUCTURE WE HAVE RIGHT NOW IS THAT SCHOOLS ARE ONLY REQUIRED TO REPORT OFFENSES THAT MAY BE DESIGNATED AS A FELONY.

THIS WOULD REVERT BACK TO THE APPROACH THAT WAS A COUPLE OF YEARS AGO, ESSENTIALLY WHERE ANY POTENTIAL MISDEMEANORS OR FELONIES ARE REPORTED DIRECTLY TO LAW ENFORCEMENT.

SO WE'LL MAKE THOSE ADJUSTMENTS ALONG THE WAY.

THE GOVERNOR DID MAKE AN AMENDMENT THIS MORNING.

YOU'LL NOTICE A COUPLE OF LINES IN THERE WHERE IT TALKS ABOUT ANY WRITTEN THREATS AGAINST SCHOOL PERSONNEL.

HE MADE AN AMENDMENT JUST TO TAKE OUT THE WORD WRITTEN.

SO IT'S ANY THREATS AGAINST SCHOOL PERSONNEL AND THEY JUST SIMPLY WILL HAVE TO TAKE UP THOSE AMENDMENTS, VETOES AT THEIR VETO SESSION ON THE 27TH OF APRIL.

FROM THE STAFFING ISSUE OBVIOUSLY IS A KEY PRIORITY THAT WE DISCUSSED.

I THINK THE ONE OF THE SIGNIFICANT PIECES IS PROBABLY THE SECOND BULLET POINT THAT TALKS ABOUT THE TWO YEAR EXTENSION OF LICENSURE REQUIREMENTS.

CERTAINLY IF THE COMMONWEALTH IS TRYING TO ACKNOWLEDGE THE DIFFICULTY SCHOOL DIVISIONS ARE HAVING IN RECRUITING AND EVEN RETAINING TEACHERS AND CERTAINLY MAKING STRIDES WITH REGARD TO LICENSURE.

SO THAT WAS A TOP PRIORITY AND TOPIC THIS YEAR.

WHILE IT MAY SEEM LIKE A LIFETIME AGO, MASKS ON SCHOOL PROPERTY OBVIOUSLY WAS ADDRESSED THROUGHOUT THE SESSION.

THE LEGISLATION ACTUALLY WAS SIGNED INTO LAW BACK IN FEBRUARY.

IN MARCH, THERE WAS SOME ADDITIONAL LEGISLATION THAT TRACKS ESSENTIALLY THAT THE SENATE BILL THERE, THE GOVERNOR MADE SOME CHANGES AND AMENDMENTS JUST TO MAKE THAT CONSISTENT WITH WHICH WOULD BE THE THE MARCH ONE LAW THAT HE PUT IN PLACE.

EXCUSED ABSENCES THEY DID MAKE SOME CHANGES WITH REGARD TO EXCUSED ABSENCES WILL ADOPT THOSE CHANGES WITH REGARDS TO OUR POLICY WITH REGARD TO FOR AGE EDUCATIONAL PROGRAMS AND THEN HOUSE BILL 102, WHICH IS THE ATTENDING THE TRIBAL NATIONS POWWOW GATHERING.

AND WE'LL OBVIOUSLY MAKE THOSE ADJUSTMENTS TO MAKE THEM OBVIOUSLY EXCUSE ABSENCES.

EACH AND EVERY YEAR THE LEGISLATURE DOES MAKE SOME ADDITIONAL CHANGES WITH REGARD TO SCHOOL MEALS. THERE'S NO CONCERNS HERE WITH US, AS CERTAINLY IT'S OUR APPROACH WE CURRENTLY HAVE IN OUR SCHOOL DIVISION.

THE FIRST ONE IN THEIR HOUSE BILL 583 DISCUSSES THE NOTION OF A SCHOOL DIVISION TO DENY PARTICIPATION OF A STUDENT IN EXTRA ACTIVITIES IF THEY NOT PAY THEIR MEAL DEBT.

THAT'S CERTAINLY A APPROACH WE HAVE IN OUR SCHOOL DIVISION.

THE SECOND PIECE THERE IS DEALING WITH THE WEB OR PAPER BASED APPLICATIONS FOR PARTICIPATION IN THE NATIONAL SCHOOL LUNCH PROGRAM.

WE'VE HAD DISCUSSIONS WITH OUR FOOD NUTRITION SERVICES.

IT HAS A DELAYED, EFFECTIVE DATE OF AUGUST 1, 2023.

WE WILL WORK TO GET THAT IN PLACE AS WELL.

SENATE BILL 656 IS A REQUIREMENT OF DEPARTMENT OF EDUCATION DEVELOP MODEL POLICIES FOR ENSURING THE PARENTAL NOTIFICATION OF ANY INSTRUCTIONAL MATERIAL THAT INCLUDES SEXUALLY EXPLICIT CONTENT.

ESSENTIALLY WHAT WILL HAPPEN IS THE DEPARTMENT OF EDUCATION WILL ESTABLISH A MODEL POLICY, AND THEN WE MUST ADOPT POLICIES TO BE CONSISTENT WITH THAT.

CERTAINLY THAT'S IMPORTANT BECAUSE I THINK THERE'LL BE SOME CONSISTENCY ACROSS THE COMMONWEALTH WITH THAT APPROACH AS WELL.

CLEARLY WE'RE WAY DOWN IN THE DEPARTMENT OF EDUCATION AND THEIR GUIDANCE THAT COMES WITH THAT. JUST A COUPLE OTHER QUICK HIGHLIGHTS HOUSE BILL 215, WHICH ESTABLISHES THE SCHOOL HEALTH SERVICES COMMITTEE.

THAT'S BEEN THE DISCUSSION WE'VE HAD IN CHESTERFIELD FOR A NUMBER OF YEARS.

CERTAINLY THE NOTION THERE IS THE FACT OF A LOT OF TIMES THERE'S A LOT OF STUDENT BASE HEALTH NEEDS AND SCHOOL DISTRICTS ON THE NEED FOR SCHOOL DIVISIONS TO ADAPT AND BE ABLE TO ASSIST THOSE STUDENTS.

CERTAINLY THERE'S A FUNDING IMPLICATION THAT COMES WITH IT TOO, SO THE GENERAL ASSEMBLY IS DOING FOR A COUPLE OF YEARS NOW.

SO LOOK CLOSELY AT MEDICAL BASED LEGISLATION TO ENSURE KIND OF THEY STUDY NOT JUST THE IMPACTS OF THE THE LEGISLATION, THE LAW, BUT ALSO THE FUNDING IMPACTS TO ENSURE THAT THE FUNDING FROM THE GENERAL ASSEMBLY COMES WITH THAT.

THE SECOND ONE THERE IS HOUSE BILL 223.

THAT WAS A PRIORITY IN YOUR LEGISLATIVE PROGRAM AND FOR OUR EDUCATION FOUNDATION, THE GOVERNOR DID SIGN THIS BILL.

THIS ALLOWS LOCALITIES TO PROVIDE THE GROUP LIFE ACCIDENT HEALTH INSURANCE PROGRAMS FOR THE SCHOOL BASED FOUNDATIONS.

THE THIRD ONE, THERE HOUSE BILL 1298.

ACTUALLY, THE GOVERNOR ANNOUNCED THIS MORNING HE WAS VETOING THAT LEGISLATION.

SO THAT WILL BE UP FOR DISCUSSION AT THE APRIL 27TH VETO SESSION.

WITH THAT, JUST A COUPLE OF HIGHLIGHTS OF THE SESSION.

AS I MENTIONED, OBVIOUSLY WERE CLOSELY TRACKING THE NEGOTIATIONS WITH REGARD TO THE BUDGET. WE KNOW THE IMPACT IT HAS ON US, WE WILL CONTINUE TO WORK TO ADAPT OUR POLICIES WHERE REQUIRED IN ACCORDANCE WITH THOSE THAT ARE REQUIRED TO BE IN PLACE BY JULY ONE.

OKAY THIS IS PROBLEMATIC AND.

GOT A LITTLE GENTLE REMINDER FROM THE USDA ABOUT THAT, TOO, BECAUSE THEY KNOW IT'S NOT HAPPENING. NOW IT'S ONLY FOR SATURDAY EDUCATION.

NOT SURE HOW WELL THAT'S GOING TO GO OVER.

I'M NOT GIVING YOU ALL MY CARDS TONIGHT.

I ALSO WANT TO SAY THAT RIGHT NOW, RIGHT HERE, THIS IS AN IEP, AN EMERGENCY IEP REQUEST TO TAKE PLACE BY MONDAY OF NEXT WEEK TO FIX THIS PROBLEM.

EIGHT DIFFERENT NOTIFICATIONS HAVE COME TO THE SCHOOL ABOUT MY SON'S NEEDS, THEIR MEDICAL DOCTORS NOBODY IN THE SCHOOL DIVISION IS.

THE LAST NOTIFICATION I HAVE A NEW ONE.

MY SON REQUIRES A MEDICAL AIDE TO SYSTEM WITH ADLS, TOILETING AND HYGIENE AFTER TOILETING DAILY DURING SCHOOL.

HE REQUIRES UNRESTRICTED BATHROOM PRIVILEGES.

THE AIDE WILL NEED TO DOCUMENT HIS BATHROOM ACTIVITY, ENSURE HE SITS ON THE TOILET FOR AT LEAST 3 MINUTES, TWO TIMES A DAY.

A LOT OF THESE NEED TO BE ACCESSIBLE.

A BATHROOM LOG NEEDS TO BE ACCESSIBLE TO HIS MOTHER.

AFTER HE IS DONE TOILETING, HE REQUIRES ASSISTANCE, ASSURING THAT HE IS PROPERLY AND THOROUGHLY CLEANED.

THE AIDE MUST FULLY ASSIST WITH HIS HYGIENIC NEEDS TO ENSURE HIS SANITATION, DIGNITY, HEALTH AND WELL-BEING THROUGHOUT THE SCHOOL DAY.

I DON'T KNOW IF YOU ARE FAMILIAR WITH THE CONCEPT OF CRADLE CAREER, BUT IS BASED ON THE BELIEF THAT EVERY CHILD SHOULD HAVE THE OPPORTUNITY TO SUCCEED IN SCHOOL AND IN LIFE REGARDLESS OF RACE, ZIP CODE OR CIRCUMSTANCE.

BELIEVERS IN CTC RECOGNIZE THAT RACIAL AND SOCIOECONOMIC DISPARITIES OFTEN PRODUCE SYSTEMIC ROADBLOCKS, WHICH CAN LIMIT THE POTENTIAL FOR MANY CHILDREN TO SUCCESSFULLY NAVIGATE THE CRADLE TO CAREER PATHWAY.

RVAC2C MISSION WILL BE SUPPORTING EXISTING AND CREATING NEW CRADLE TO CAREER SOLUTIONS DESIGNED TO TACKLE THE SYSTEMIC INEQUALITIES THAT EXIST IN RVA.

WE BELIEVE THAT REAL CHANGE IN OUR RVA WILL REQUIRE A COMMUNITY TRANSFORMATION.

AS A SESSION AIDE IN THE GENERAL ASSEMBLY AND LATER AS A COMMITTEE MEMBER FOR THE VIRGINIA DEPARTMENT OF EDUCATION.

I HAD THE HONOR TO HAVE A HAND IN WRITING THESE POLICIES, THE ONES WE'RE DISCUSSING TONIGHT. THESE POLICIES WERE WRITTEN FROM THE EXPERIENCES OF TRANS YOUTH LIKE ME TO PROTECT TRANS YOUTH, LIKE THE 15,000 TRANS YOUTH THAT ARE IN OUR PUBLIC SCHOOLS TODAY.

I ASK THIS ROOM TO IMAGINE THE PLIGHT OF TRANS YOUTH, THE DYSPHORIA, THE HARASSMENT, THE BULLYING, ETC.

AND MANY OF YOU BRING UP ISSUES UNRELATED TO TRANS YOUTH.

I ENCOURAGE YOU TO SHARE THESE CONCERNS IN YOUR SOLUTIONS WITHOUT HARMING THIS VULNERABLE GROUP OF YOUTHS. OFTEN THE FEAR HERE TODAY TELLS US MORE ABOUT WHAT WE KNOW TO BE TRUE OF THE WAY WE RAISE CIS BOYS THAN ANY TRUTH ABOUT TRANS YOUTH.

WE NEED TO TACKLE RAPE CULTURE AND THE ISSUES THAT COME WITH IT FOR SURE.

BUT IT IS NOT TRANS YOUTH WHO ARE COMMITTING THESE ACTS.

AND NOWHERE IN THE POLICY DOES IT SAY THAT ASSAULTING SOMEONE IN THE BATHROOM IS ALLOWED.

AND WE'VE SEEN ASSAULTS IN BATHROOMS HAPPENING IN PLACES REGARDLESS OF THEIR STANCE ON TRANS YOUTH. PUBLIC SCHOOLS SERVE ALL CHILDREN AND WAS CREATED TO EQUAL PLAYING FIELD THAT USED TO BE CLASS BASED.

MANY ORGANIZATIONS LIKE THE CONCORD FUND, FOR EXAMPLE, IS CONFLATING SEXUAL ASSAULT WITH TRANS YOUTH AND CRT WITH BLACK HISTORY AS A WAY TO CONVINCE PARENTS THAT PRIVATIZED EDUCATION IS BEST.

BUT SO MANY YOUTH GET LEFT BEHIND.

AND I KNOW YOU ALL KNOW THIS BECAUSE YOU TAKE THE TIME OUT OF YOUR DAY TO SERVE PUBLIC OFFICE, HONORING PUBLIC SCHOOL BOARDS, HONORING PUBLIC SCHOOLS.

WE NEED PUBLIC SCHOOLS.

WE NEED SCHOOLS THAT ARE AGAINST RAPE CULTURE THAT VALUES STUDENTS EVEN IF THEY ARE TRANS AND MARGINALIZED.

THE WORKING CLASS AND AVERAGE AMERICANS RELY ON PUBLIC SCHOOLS TO ADVANCE THEIR CHILDREN'S EDUCATION.

LET'S MAKE PUBLIC SCHOOLS A SAFE, AFFIRMING PLACE THAT TEACHES OUR HISTORY, THAT TEACHES VALUES OF TRUTH.

I'VE LIVED IN MIDLOTHIAN FOR THE PAST DECADE AND LIVED MY MOST FORMATIVE YEARS HERE.

I LEARNED I'M TRANSGENDER HERE.

I CAME OUT AS TRANS WHEN I WAS ATTENDING MANCHESTER HIGH SCHOOL SPANISH IMMERSION PROGRAM. I CAME OUT AT 15 AND KNEW I WANTED TO START GOING BY A DIFFERENT NAME IN MY CLASSES, BUT I WASN'T READY TO COME OUT TO MY PARENTS SINCE MY MOM WAS A BOOSTER CLUB LEADER FOR MY SPECIALTY CENTER.

I WAS OUT IN ONLY HALF MY CLASSES DURING MY JUNIOR YEAR IN 2015.

DURING THAT TIME, I HAD SUPPORT FROM MANY OF MY TEACHERS AND FROM THE ADMINISTRATION.

THEY DID THE BEST THEY COULD, DESPITE ALL THE HOOPS THEY HAD TO JUMP THROUGH.

I WAS CALLED THE RIGHT NAME AND PRONOUNS, BUT I WAS ALSO GREATLY LIMITED IN WHERE I COULD GO AND WHAT I COULD DO.

FOR BATHROOMS ME AND MY MANY FELLOW OUT TRANS FRIENDS WERE UNFORTUNATELY LIMITED TO TWO SINGLE STALL GENDER NEUTRAL BATHROOMS. ONE IN THE NURSE'S OFFICE AND ONE HIDDEN AWAY DOWN SEVERAL CONVOLUTED HALLWAYS.

MANY OF MY FRIENDS DID NOT HAVE ACCESS TO THESE BATHROOMS AS SCHOOLS OFTEN ENFORCED STUDENTS TO GO TO THE CLOSEST ONE TO THEIR CLASS.

THOSE OF US WHO GOT THROUGH THE QUESTIONING OF FACULTY WOULD STILL HAVE TO TRAVEL AT LEAST 10 MINUTES JUST TO USE THE BATHROOM.

THIS RISK US ALL LOSING OUT ON VALUABLE INSTRUCTION TIME AND COST SOME STUDENTS THEIR GRADES. FOR OTHERS WHO SKIPPED THE BATHROOMS, THE OUTCOME WAS EQUALLY AS UNFORTUNATE.

MANY OF MY PEERS SUFFERED RECURRING URINARY TRACT INFECTIONS AS A RESULT OF NOT HAVING SAFE AND EASY BATHROOM ACCESS.

POLICY IS THAT RESTRICT TRANS YOUTH, DO NOT HELP MAKE OTHER STUDENTS SAFER.

SO FOR THAT, I AM GRATEFUL THAT THE BOARD HAS ACCEPTED AND IMPLEMENTED VDEO GUIDELINES AND MODEL POLICIES FOR TRANS YOUTH.

POLICIES THAT RESTRICT OUR ACCESS OR ROLL BACK PROTECTIONS HELP NO ONE AND HURT EVERYONE.

TRANS STUDENTS ARE MORE LIKELY TO FACE HARASSMENT IN BATHROOMS THAN BE THE ONES DOING IT, AND THOSE WHO WANT TO HARASS OTHERS WILL DO IT REGARDLESS OF WHAT BATHROOM THEY'RE ASSIGNED. EVEN RECENTLY, A CISGENDER MALE STUDENT HARASSED ANOTHER STUDENT BY FORCING HER INTO A BATHROOM. IT DIDN'T MATTER WHICH BATHROOM IT WAS.

AND NO POLICY BANNING TRANS STUDENTS FROM THE BATHROOMS THEY'RE MOST COMFORTABLE IN WOULD HAVE HELPED. WHAT WE NEED IS NOT TO CONTINUOUSLY THROW TRANS STUDENTS UNDER THE BUS, BUT INSTEAD ADDRESS THE ROOT ISSUE OF MISOGYNY THAT PLAGUES OUR SOCIETY.

AND WE MUST START YOUNG.

WE MUST TEACH OUR STUDENTS ABOUT APPRECIATING EACH OTHER'S DIFFERENCES AND SUPPORTING ONE ANOTHER BY LEARNING ABOUT OUR UNIQUE NEEDS AND EXPERIENCES.

I WATCHED MY CHILD GO THROUGH THE JOURNEY OF DISCOVERING WHO THEY WERE.

JUST YOU KNOW, THERE ARE PEOPLE THAT SAY ALL OF A SUDDEN OR IT'S A PHASE, BUT AS A PARENT, I CAN LOOK BACK AND SEE DIFFERENT THINGS THAT THEY WENT THROUGH THEM QUESTIONING THEIR IDENTITY AND WATCHING THAT STRUGGLE AS THEY TRIED TO ACCEPT WHO THEY WERE AND JUST TRYING TO UNDERSTAND THAT.

SO I'M HERE TODAY BECAUSE I THINK OUR CHILDREN'S SAFETY SHOULD BE OUR NUMBER ONE PRIORITY. I STRONGLY BELIEVE THAT IN ORDER TO ENSURE OUR CHILDREN'S SAFETY, WE MUST BE ADVOCATING FOR A BETTER WORLD FOR THEM TO GROW UP AND GROW OLD IN.

WE NEED TO MAKE THE WORLD A KINDER AND SAFER PLACE SO THAT THE TRANS YOUTH CAN EMBRACE THEIR CHILDHOODS, JUST AS EVERY KID SHOULD BE ABLE TO DO.

THEY'RE TRYING TO NAVIGATE THEIR HOME LIVES.

THEY ARE TRYING TO NAVIGATE THEIR SOCIAL LIVES, WHICH ARE A BIG DEAL.

AND THEY'RE JUST TRYING TO GET THROUGH THE HALLWAYS DURING THE DAY.

AND YES, SOMETIMES THEY NEED TO GO TO THE BATHROOM.

WE ALL DO. I WISH I HAD MORE TIME TO DO THAT.

ATTEMPTING TO ALTER OUR POLICY THAT WE HAVE IS POSING A THREAT TO OUR STUDENTS, THOUGH . I CAN THINK OF A LOT OF SPECIFIC STUDENTS WHO WOULD BE CRUSHED IF THEY WERE SUDDENLY TOLD THEY HAD TO USE THE BATHROOM THAT THAT CORRESPONDED TO THEIR ASSIGNED GENDER AT BIRTH BECAUSE WE WOULD BE OUTING THEM.

THEY THEY ARE MALE.

I HAVE SOME WHO ARE FEMALE.

THAT IS THEIR GENDER THEY IDENTIFY WITH.

AND IF WE FORCE ANY OTHER CHANGES, WE'D BE OUTING THEM.

WE DON'T HAVE THE RIGHT TO DO THAT.

AND IT'S DANGEROUS.

WE POSE A THREAT TO THEM, IF ANYTHING.

AND I HAVE TO I HAVE TO ECHO WHAT THIS YOUNG MAN SAID, THIS RAPE OR THESE THINGS THAT ARE

REDEFINING ALREADY DEFINED DEFINITIONS.

THE VIRGINIA POLICY BEFORE IT WAS PURGED BY THE CURRENT ADMINISTRATION.

THEY ARE POSTED ON THE CCPS WEBSITE.

THE VACANCIES THAT ARE THAT ARE OPEN TO ANYBODY IN THE COUNTY CAN APPLY TO THEM.

WHAT DOES HAPPEN IS A POOL OF APPLICANTS IS PUT TOGETHER.

AND SOMETIMES YOU MAY HAVE.

I'VE ALREADY HAD OVER 20 APPLICATIONS FOR ONE POSITION AND THE BOARD MEMBERS DO GO THROUGH THOSE. THEY PICK WHO THEY FEEL IS THE MOST QUALIFIED FOR THAT POSITION, THEN REACH OUT TO THEM TO HAVE A DISCUSSION AND MAKE SURE THAT IT'S SOMEONE THAT'S GOING TO BE WILLING TO ACCEPT THE RESPONSIBILITY TO REPRESENT THEIR DISTRICT ON THAT COMMITTEE.

SO I JUST WANTED TO KIND OF CLEAR THE AIR THAT THAT'S HOW THE ADVISORY COMMITTEES WORK.

AND THEY ARE OPEN TO EVERYONE.

FIRST I WOULD JUST I HAVE A STATEMENT TO READ ON BEHALF OF THE BOARD, BUT FIRST I WANT TO SAY THANK YOU FOR THOSE THAT REMAINED.

IT'S NICE TO HAVE THOSE THAT STICK OUT FOR THE REMAINDER OF THE MEETING TO HEAR ALL COMMENTS. SO WHAT I HAVE HERE IS AS A BOARD, WE JUST WANTED TO DO A QUICK UPDATE OF OUR FY 23 BUDGET.

JUST THE BOARD OF SUPERVISORS PASSED THE SCHOOL BOARD BUDGET WITH AN $8.5 MILLION DEFICIT STILL IN PLACE, WITH THE HOPE OF THE STATE COMING IN WITH MORE FUNDS AND THE COMMITMENT TO RELOOK AT OUR BUDGET WHEN SALARY STUDY NUMBER TWO HAS BEEN FINALIZED.

SCHOOL DIVISIONS ACROSS THE COMMONWEALTH ARE IN LIMBO RIGHT NOW AS WE WAIT FOR THE FINAL BUDGET ADOPTION AT THE STATE GENERAL ASSEMBLY.

ALSO, WE ARE WORKING STILL WORKING OUT A FEW DETAILS ON THE SALARY STUDY NUMBER TWO, REGARDING THE CORRECT METHODOLOGY TO USE TO BETTER ALIGN WITH OUR COUNTY COUNTERPARTS, WHILE ALSO TAKING INTO ACCOUNT THE FACT THAT CCPS HAS SOME SIGNIFICANT PAY GRADE ROADBLOCKS WHEN HIRING.

SALARY STUDY NUMBER TWO SEEKS TO MOVE THOSE ROADBLOCKS OF OUR CURRENT EMPLOYEES AND FUTURE NEW HIRES. WE'RE STILL WORKING WITH OUR CONSULTANT TO DETERMINE THE BEST METHODOLOGY THAT MEETS THE NEEDS OF BOTH THE COUNTY AND SCHOOLS.

WE ARE VERY COMMITTED TO EVERY POSITION THAT IS A PART OF SALARY STUDY NUMBER TWO.
