THANK YOU TO MR. HARTER FOR YOUR SERVICE AND LEADERSHIP AS CHAIR IN 2021.

THIS WAS AN EXTREMELY CHALLENGING YEAR AND YOU DID A GREAT JOB LEADING THIS BOARD AND THE MANY, MANY ITEMS THAT WE COVERED.

SO WE HAVE A SMALL TOKEN.

FOR YOU TO SAY THANK YOU, THANK YOU VERY MUCH, APPRECIATE IT.

WE ARE EXCITED TO GET STARTED AND MOVE FORWARD IN 2022.

OUR MISSION THIS YEAR REMAINS THE SAME TO PROVIDE THE BEST EDUCATION FOR OUR STUDENTS THAT HELP THEM SEE THEIR TRUE POTENTIAL AND TO EXPLORE THE CAREER AND COLLEGE OPPORTUNITIES THAT THIS WORLD HAS TO OFFER.

ALSO, TO PROVIDE OUR STAFF A FANTASTIC PLACE TO WORK THAT PAYS THEM WHAT THEY SO GREATLY DESERVE, WHILE ALSO ALLOWING THEM TO BE THERE FOR THEIR FAMILIES, FRIENDS AND ALLOWING

THEM TIME TO SERVE IN OUR COMMUNITY.

WE ARE COMMITTED TO THIS FOR OUR STUDENTS AND STAFF.

OUR FIRST INITIATIVE OF 2022 WILL BE THE NEXT YEAR'S BUDGET AND SETTING OUR SCHOOL DIVISION UP FOR SUCCESS FINANCIALLY.

HELPING OUR TEACHERS AND STAFF FINANCIALLY NAVIGATE UNPRECEDENTED INFLATION WILL BE OUR TOP GOAL. PROVIDING OUR STUDENTS WITH MORE OPPORTUNITIES AND SERVICES WILL BE ANOTHER.

IN 2021, WE BEGAN OUR EFFORTS TO RECOVER THE LEARNING LOSS WE EXPERIENCED FROM THE FIRST YEAR AND A HALF OF THE PANDEMIC.

IN 2022, WE WILL CONTINUE TO BE FOCUSED ON THE LEARNING LOSS FROM THE PANDEMIC AND WE ARE COMMITTED TO GETTING OUR STUDENTS BACK ON TRACK.

ANOTHER INITIATIVE WILL BE TO CONTINUE TO IMPROVE OUR COMMUNICATION EFFORTS AND STRATEGIES, BOTH WITH OUR EXTERNAL AND INTERNAL STAKEHOLDERS.

WE ARE LOOKING FORWARD TO 2022 AND THE IMPACT THAT THIS BOARD OUR EMPLOYEES AND OUR STUDENTS WILL HAVE ON OUR COMMUNITY IN THE WORLD.

MS. SCRUGGS IS A FOOD SERVICE ASSOCIATE AT MIDLOTHIAN HIGH SCHOOL.

SHE'S BEEN WITH CHESTERFIELD COUNTY PUBLIC SCHOOLS FOR 31 YEARS EVERY SINGLE YEAR MIDLOTHIAN HIGH SCHOOL.

MY LONGEST TENURED FIELD SUPERVISOR ACTUALLY TOLD ME THE OTHER DAY, YOU KNOW, MS. BRENDA TRAINED ME, SO SAYS THE BEST PART OF HER JOB IS THE PLEASANT ATMOSPHERE WHILE WORKING WITH HER COWORKERS.

SHE'S BEEN WITH CHESTERFIELD COUNTY PUBLIC SCHOOLS FOR TWO YEARS AND FEELS THE BEST PART OF HER JOB IS KNOWING SHE HAS AN ACTIVE ROLE IN FIGHTING HUNGER IN OUR COMMUNITY AND BECAUSE OF SCHEDULE, WORKS WELL FOR HER FAMILY.

MS. EDMONDS IS A FOOD SERVICE ASSOCIATED WITH [INAUDIBLE] ELEMENTARY SCHOOL.

SHE'S BEEN EMPLOYED WITH CHESTERFIELD COUNTY PUBLIC SCHOOLS FOR THREE YEARS AND FEEL IT'S THE BEST PART OF HER JOB IS WRAPPED UP IN ONE WORD ESSENTIAL.

WHEN I ASKED FOLKS AROUND THE OFFICE WHY THEY APPRECIATE HER SO MUCH, THEY SAID SHE'S THE FIRST TO VOLUNTEER AND ASSIST IN THE FIELD.

SHE TAKES ON NEW PROJECTS OUTSIDE OF HER JOB DESCRIPTION ALL THE TIME, AND SHE ALWAYS DOES IT WITH A SMILE. SO I WANT TO THANK YOU ALL SO MUCH.

I WANTED TO GIVE YOU A PERSONAL THANK YOU AS WELL, I THINK YOU ARE HIDDEN HEROES.

BEFORE THE PANDEMIC AND IF COVID HAS HAD ONE SILVER LINING IS THAT EVERYBODY NOW UNDERSTANDS THAT YOU CAN'T LEARN UNTIL YOUR BELLY IS FULL, RIGHT? I THINK WE FORGOT THAT, BUT NOW WE SAY IT A LOT.

AND YOU PERSONALLY, BECAUSE I HAVE A KID WHO PROBABLY GIVES YOU SOME HECK, SOMETIMES YOU PROBABLY TEACH THEM SOME MANNERS.

SO, YVONNE, SO THANK YOU FOR HELPING TEACH HIM DURING THE LUNCH PERIOD.

I'LL CALL YOUR ATTENTION TO NUMBER FOUR ON THAT LIST.

IT SAYS I WILL MAKE POLICY DECISIONS BASED ON AVAILABLE FACTS, LEGAL REQUIREMENTS AND APPROPRIATE PUBLIC INPUT.

CCPS ONLINE HAS BEEN A PROGRAM WE'VE HAD FOR 17 YEARS IN CHESTERFIELD SCHOOLS.

AND YOU'LL NOTICE AN AREA OF OVERLAP THERE IN THE MIDDLE GRADE SIX THROUGH EIGHT, WHERE STUDENTS HAD AN OPPORTUNITY TO LEARN EITHER THROUGH SYNCHRONOUSLY THROUGH THE VIRTUAL LEARNING ACADEMY OR ASYNCHRONOUSLY THROUGH CCPS ONLINE LATER IN NOVEMBER.

WE PARTNERED WITH VIRTUAL VIRGINIA.

NOW VIRTUAL VIRGINIA IS THE ONLINE PROGRAM OF THE VIRGINIA DEPARTMENT OF EDUCATION.

THERE WERE TWO PRIMARY REASONS WE'VE PARTNERED WITH VIRTUAL VIRGINIA RECENTLY.

ONE OF THEM WAS TO ADDRESS MATH VACANCIES.

CURRENTLY, WE HAVE ABOUT 1600 PLUS OR MINUS STUDENTS ACROSS EIGHT MIDDLE AND HIGH SCHOOLS THAT THAT HAVE SUBSTITUTE TEACHERS, EITHER LONG TERM SUBS OR OR DAY TO DAY SUBS THAT ARE PROVIDING MATH INSTRUCTION.

VIRTUAL VIRGINIA PROVIDES FOR US A LICENSED TEACHER.

AND THIS LICENSED TEACHER IS COMING IN AND WORKING IN PARTNERSHIP WITH THE ADULT IN THE ROOM THAT'S ALREADY BUILT THE RELATIONSHIP WITH THE STUDENT IN THE CURRENT YEAR.

SO IN THIS CIRCUMSTANCE, WE HAVE TWO ADULTS THAT ARE SUPPORTING THE STUDENTS, AND THESE

STUDENTS STARTED JUST BEFORE WINTER BREAK AND ALREADY OFFERED INSTRUCTION WILL CONTINUE FOR THE SECOND SEMESTER.

THE SECOND SCENARIO IN WHICH WE'VE PARTNERED WITH VIRTUAL VIRGINIA IS FOR STUDENTS THAT WERE ON THE WAIT LIST FOR EITHER THE VIRTUAL LEARNING ACADEMY OR CCPS ONLINE OR VIRTUAL HOMEBOUND SERVICES.

THESE STUDENTS WE WEREN'T ABLE TO ACCOMMODATE UP UNTIL THIS POINT IN TIME, AND WE PROVIDED AN OPTION TO TAKE THE SECOND SEMESTER COURSES WITH VIRTUAL VIRGINIA.

WE OFFERED THIS OPPORTUNITY TO A LITTLE OVER 1400 STUDENTS BY WAY OF SURVEY, A LITTLE OVER 10 PERCENT. ABOUT 10.8 PERCENT OF THE FAMILIES INITIALLY SAID THEY WERE INTERESTED IN THIS OPTION, AND WE FURTHER TALKED WITH THESE FAMILIES.

SOME HAVE CONTINUED IN THAT PATH, AND SOME HAVE RECONSIDERED.

OUR MAXIMUM CAPACITY IS ONE THOUSAND EIGHT HUNDRED AND EIGHTY ONE STUDENTS THAT'S MAXING OUT AT THE SOQ OR THE STANDARDS OF QUALITY.

CURRENTLY, WE HAVE ONE THOUSAND SIX HUNDRED AND SIXTY EIGHT STUDENTS, BUT WE ARE IN THE PROCESS OF BRINGING STUDENTS IN CONSTANTLY.

AS A STUDENT LEAVES, WE INVITE ANOTHER STUDENT IN.

RIGHT NOW WE HAVE ABOUT 135 STUDENTS WITH PENDING OFFERS TO COME IN TO JOIN THE ACADEMY AND THEN OUR WAIT LIST HAS JUST CROSSED OVER FIVE HUNDRED.

WE WERE OVER 800 AT THE PEAK OF IT ALL AND I'VE BEEN ABLE TO MAKE A LOT OF PROGRESS THROUGH THE PARTNERSHIP WITH THE VIRTUAL VIRGINIA AND AS STUDENTS HAVE LEFT.

AND SIMILAR INFORMATION AS APPLIED TO CCPS ONLINE, WE CURRENTLY HAVE FIVE THOUSAND ONE HUNDRED AND SEVENTY ONE ENROLLMENTS AND IN OUR CIRCUMSTANCE AND ENROLLMENT IS, OF COURSE AND NOT A STUDENT, SOME OF OUR STUDENTS TAKE SOME OF THEIR COURSES WITH US AND SOME STUDENTS TAKE ALL OF THEIR COURSES WITH US.

WE HAVE JUST SHY OF 1500 UNIQUE STUDENTS IN THE PROGRAM.

THE AMOUNT OF STAFF THAT OPERATE THE LINES IS SHORT, WITH ONLY ONE PERSON OPERATING THE REGISTER, ONE PERSON HANDLING THE FOOD DISTRIBUTION, MOST OF THE TIME AT MOST.

THERE HAVE ALSO BEEN INSTANCES OF THE CAFETERIA RUNNING OUT OF THE ENTREE THAT WAS PREPARED FOR THE DAY.

I CAN'T. OTHER PARENTS WERE STRUGGLING TO HELP OUR CHILDREN CATCH UP.

IT REALLY IS THE BEST PLACE FOR BEST LEARNING ENVIRONMENT FOR MOST STUDENTS.

WHAT I'M NOT LOVING IS BEING IN THE BUILDING DURING A COVID SURGE WITH OUR CURRENT MITIGATION STRATEGIES AND PRACTICES.

AS WE ALL KNOW, THIS IS A VERY DIFFICULT RESPONSIBILITY AND THE EASIEST OF TIMES, LET ALONE WITH THE EVER CHANGING PANDEMIC LANDSCAPE THAT WE ARE CURRENTLY ALL STILL NAVIGATING. I WAS ASKED HERE TONIGHT TO DISCUSS MATOACA MIDDLE SCHOOL COMPLETION OR RATHER THE CURRENTLY THE LACK OF PROGRESS TOWARDS THE COMPLETION OF MATOACA MIDDLE SCHOOL. I HAD THE GREAT PRIVILEGE TO SERVE ON THIS BOARD FROM 2015 TO 2019.

DURING THE PREVIOUS BOARD'S TENURE, WE WERE ABLE TO FIND AN ADDITIONAL $15 MILLION TO CONSOLIDATE THE TWO CAMPUS MATOACA MIDDLE SCHOOL INTO ONE CAMPUS BY BUILDING PHASE ONE OF THE THEN MIDDLE SCHOOL PROTOTYPE.

ADDITIONALLY, THAT 15 MILLION CAME IN UNDER BUDGET AT ABOUT 13 AND A HALF MILLION FOR THE ACADEMIC WING.

THE FIRST PLAN TO SECURE ADDITIONAL FUNDING WAS TO WAS TO BE GENERATED FROM THE COST SAVINGS FROM THE REMAINING SCHOOL CONSTRUCTION PROJECTS THAT CAME IN ON TIME AND UNDER BUDGET OF THAT MONEY THAT WAS SAVED FROM THOSE COST SAVINGS.

A SMALL PORTION OF THE APPROXIMATELY $20 MILLION WAS USED FOR THE SUPERINTENDENT'S PRE-K INITIATIVE A GREAT IDEA TO DATE.

I'M NOT SURE WHERE THE REST OF THE MONEY WAS ALLOCATED.

THE SECOND OPTION WAS TO INCLUDE THE REMAINING FUNDS NEEDED IN THE NEXT CIP BOND REFERENDUM PROJECTS.

I'VE NOT SEEN IT LISTED AS A PROJECT ON ANY DOCUMENTATION BETWEEN NOW AND TWENTY TWENTY FIVE. WHAT CONTINUES TO BE A GREAT CAUSE OF CONCERN TO ME AND OTHER CONSTITUENTS IN THE EASTERN SIDE OF THE MATOACA DISTRICT IS THAT WE WILL NEVER SEE THIS COMPLETED AS WE ARE

AWARE THAT THIS CURRENT BOARD IS IN THE PROCESS OF CREATING A NEW MIDDLE SCHOOL PROTOTYPE, WHICH WHILE COMPLETELY WITHIN YOUR PURVIEW AND DISCRETION TO DO.

BUT AS YOU BEGIN TO BUILD YOUR NEW, LARGER PROTOTYPE, THE NOW ORIGINAL PROTOTYPE WILL BE A FORGOTTEN CAUSE AND THERE WILL NOT BE ANY FUNDS TO SUPPORT THE COMPLETION OF THE ORIGINAL PROTOTYPE.

AND 10 YEARS FROM NOW, WE'LL BE IN THE SAME PLACE AS WE ARE TODAY WITH TWO BUILDINGS OVER THERE AT MATOACA MIDDLE SCHOOL.

THIS WOULD MEAN THAT SIXTH AND SEVENTH GRADERS WILL GET TO LEARN IN A STATE OF ART CLASSROOMS, WHILE THE EIGHTH GRADERS, ALONG WITH GIFTED STUDENTS, WILL BE FORCED TO LEARN IN AN ALMOST 60 YEAR OLD BUILDING.

THESE STUDENTS WILL BE SUBJECTED TO LESS THAN ADEQUATE COMMON AREAS AN AUDITORIUM THAT IS TOO SMALL, WHICH CAUSES EVERY SCHOOL WIDE MEETING TO BE HELD AT LEAST THREE SEPARATE TIMES INSTEAD OF JUST ONCE.

ADDITIONALLY, THE LUNCHROOM IS AT CAPACITY, WHICH CAUSES THE SCHOOL TO SCHEDULE WAY TOO MANY LUNCH PERIODS.

I ASK YOU ALL.

I ASK YOU TO SHOW ME ANOTHER MIDDLE SCHOOL THAT HAS AS MANY LUNCH PERIODS AS MATOACA MIDDLE SCHOOL CURRENTLY HAS.

MOVING TO THE GYM, THE LAST BOARD PROVIDED FUNDING TO EXPAND LOCKER ROOMS, WHICH REDUCED THE NUMBER OF SHOWERS AVAILABLE TO STUDENTS.

SOME LOCKERS WERE ADDED, BUT NOT NEARLY ENOUGH.

AGAIN, THIS WAS MEANT TO BE A SHORT TERM FIX.

AS WITH ALL OF THE OLDER BUILDINGS IN CCPS, THE MAINTENANCE COSTS ARE MORE EXPENSIVE OVERALL IN THESE OLDER BUILDINGS.

DID YOU KNOW THAT MATOACA HAS AN OLD ACTUAL ICE ROOM CHILLER? IF NOT, PLEASE STOP BY AND SEE THIS EARLY 1960S TECHNOLOGY THAT OUR COMMUNITY IS LEARNING IN. I THINK WE CAN AGREE TO.

IT'S EXPENSIVE TO FIX ANYTHING THAT IS OUTDATED.

HOW LUCKY WE ARE FOR OUR CCPS STAFF, THAT SEEMS TO BE ABLE TO DO IT.

EVENTUALLY, YOU'RE GOING TO HAVE TO INSTALL A NEW HVAC SYSTEM, WHICH WILL GO WASTE.

EIGHTY EIGHT BUS DRIVER ABSENCES AND FIFTY NINE SUPPORT STAFF MEMBER ABSENCES.

ADDITIONALLY, WHILE ONLY 11 COVID 19 CASES, NINE STUDENTS AND TWO STAFF MEMBERS WERE REPORTED ON THURSDAY.

TWO THOUSAND NINETY FOUR STUDENTS WERE IN QUARANTINE, WITH MINIMAL MEASURES IN PLACE TO MITIGATE THE SPREAD WITHIN SCHOOLS FOR THIS SCHOOL YEAR.

WE ARE CONCERNED ABOUT OUR ABILITY TO CONDUCT EFFECTIVE IN-PERSON LEARNING UNDER THE CURRENT CONDITIONS.

THIS ADMINISTRATION HAS EMPHASIZED THAT IN-PERSON LEARNING IS THE BEST POSSIBLE ENVIRONMENT FOR OUR STUDENTS FROM BOTH AN ACADEMIC AND SOCIAL EMOTIONAL STANDPOINT.

WHILE WE WHOLEHEARTEDLY AGREE, THE STATEMENT ONLY REMAINS TRUE IF WE HAVE SUFFICIENT STAFF AND SUPPORT TO PROVIDE AN IN-PERSON ENVIRONMENT THAT'S CONDUCIVE TO LEARNING, WE CANNOT AVOID THE REALITY THAT WE'RE APPROACHING A STAFFING SITUATION THAT MAKES IN-PERSON LEARNING UNREALISTIC IN EVERY BUILDING EVERY DAY.

NEXT STEPS IN REGARDS TO HEALTH RELATED CONCERNS, THE CEA RECOMMENDS THAT CCPS DEVELOP, IMPLEMENT AND COMMUNICATE A CLEAR LEARNING PLAN FOR THE REMAINDER OF THIS SCHOOL YEAR, SIMILAR TO THE FAIRFAX COUNTY THREE TIERED APPROACH.

IN PLAN A SCHOOLS WILL OPERATE NORMALLY WITH NO CLASSROOM WITHOUT TEACHER COVERAGE AND PLAN B. IF BETWEEN ONE AND 10 PERCENT OF CLASSROOMS ARE WITHOUT TEACHER COVERAGE, CERTAIN CLASSROOMS WILL LEARN AN IN-PERSON ASYNCHRONOUS BAILEY IN PLAN C.

IF MORE THAN ONE TENTH TO ONE QUARTER OF CLASSROOMS DO NOT HAVE TEACHERS PRESENT, THE ENTIRE SCHOOL WILL TRANSITION TO ASYNCHRONOUS LEARNING.

ADDITIONALLY, THE CEA WOULD LIKE TO SEE CCPS UTILIZE CARES ACT FUNDS TO PROVIDE K AND N95 MASKS AND IN-HOME TESTING KITS TO STAFF, STUDENTS AND FAMILIES.

AS HENRICO COUNTY AND RICHMOND PUBLIC SCHOOLS HAVE IN REGARDS TO SAFETY CONCERNS, THE CEA ACKNOWLEDGES THAT LEARNING LOSS CONTINUES IF STUDENTS ARE NOT AFFORDED THE OPPORTUNITY TO LEARN IN AN ENVIRONMENT WITHOUT INAPPROPRIATE BEHAVIORS AND THE FEAR OF THREATS TO PHYSICAL SAFETY THAT ARE LISTED AS VIOLATIONS OF SCHOOL REGULATIONS AND THREATS TO PERSONS AND PROPERTY. IN THE CCPS STANDARDS FOR STUDENT CONDUCT HANDBOOK, WE RELY ON ADMINISTRATORS TO APPROPRIATELY DISCIPLINE STUDENTS FOR THEIR ACTIONS AND NOT DISMISS THEIR BEHAVIORS AS A RESULT OF THE PANDEMIC.

TAKE HOME TEST KITS. WE WANT TO MAKE SURE EVERY SCHOOL HAS SOME KITS AND THEN CERTAINLY WE SEE CLOSELY ABOUT WHO IS REQUESTING THOSE AND TRY TO SHIFT AROUND SUPPLIES BASED ON THE LIMITED SUPPLIES WE WOULD HAVE.

OK. YEAH, BECAUSE THAT'S SEVEN THOUSAND SIXTY THREE THOUSAND IS AND STAFF MEMBERS AS WELL. YES, AS WELL.

YEAH. AND THEN THE CLINICS THAT ARE UPCOMING, THE DATES AND TIMES OF THOSE WOULD BE NOT DURING SCHOOL HOURS.

CORRECT. WHAT WE'RE LOOKING AT IS THEY WOULD BE ON THE WEEKEND, POSSIBLY ON A SATURDAY, ONE PER MAGISTERIAL DISTRICT.

THEY WOULD NOT BE MANDATORY.

THEY WOULD BE RUN BY THE VIRGINIA DEPARTMENT OF HEALTH AND THEIR PARTNERS.

WE WOULD OBVIOUSLY BE PARTNERING TO ENSURE THAT OUR FAMILIES HAD ACCESS TO THEM.

CERTAINLY ONE OF THE CONVERSATIONS WE'RE HAVING RIGHT NOW IS NOT JUST LOGISTICS, BUT THE ABILITY AND QUANTITY, QUITE FRANKLY, OF WHAT THEY WILL HAVE AVAILABLE TO PROVIDE TO FAMILIES AT THAT TIME.

BECAUSE WE ANTICIPATE GREATLY THAT ONCE WE PUBLICIZE THAT, THAT THERE WILL BE A GREAT NEED FOR THAT. AND SO WE'VE ASKED OUR PARTNERS TO LOOK CLOSELY AT WHAT WE CAN MAKE AVAILABLE JUST SO WE CAN BE TRANSPARENT WITH FAMILIES SO THEY CAN KNOW THEY'RE LOOKING CLOSELY AT A REGISTRATION PROCESS, WHICH I THINK WOULD HELP THAT AS WELL.
