School Health Advisory Board Annual Report] GOOD AFTERNOON, WHEN THEY SAID I WAS UP FIRST, THEY REALLY MEANT IT. MY NAME IS MARY DAWN STEWART AND IT IS MY PLEASURE TO BE THE CHAIR OF THE SCHOOL HEALTH ADVISORY BOARD. AND I'M ACTUALLY WRAPPING UP MY TERM JUNE 30TH. SO THIS IS MY LAST TIME TO PRESENT TO YOU ALL. LET ME JUST MAKE SURE I KNOW HOW TO WORK THIS GREAT. SO I THOUGHT IT MIGHT BE HELPFUL TO REVIEW WHAT OUR RECOMMENDATIONS LAST YEAR, EARLY 2020 WERE. TYPICALLY, WE TRY TO PRESENT IN MORE OF THE DECEMBER JANUARY TIMEFRAME TO BE MORE CONSISTENT WITH WHEN YOU ALL ARE WORKING ON YOUR BUDGET CYCLE. BUT OUR LAST RECOMMENDATIONS RELATED TO EXPANDING THE WELLNESS INTEGRATION PROGRAM, WHICH WAS THE PROGRAM THAT TRAINED ELEMENTARY SCHOOL TEACHERS ON USING MOVEMENT AND PHYSICAL ACTIVITY IN THE CLASSROOM, WHICH UNFORTUNATELY DURING COVID THAT, AS YOU ALL KNOW, THAT PROGRAM WAS WAS CUT. HAVING A SCHOOL NURSE IN EVERY BUILDING, WHICH ON THE FLIP SIDE, BECAUSE OF COVID, THAT WAS ABLE TO HAPPEN, WHICH IS FANTASTIC. AND THEN ALSO THE SCHOOL HEALTH ADVISORY BOARD HAS HAD A VERY STRONG FOCUS ON EQUITY. WE HAVE AN EQUITY SUBGROUP THAT REALLY HELPS US TO ENSURE THAT WE KEEP AN EQUITY LENS ON WHATEVER WORK WE DO. AND WE REALLY ENCOURAGE THE SCHOOL BOARD TO TO CONSIDER THAT AS WELL AND REALLY GUIDING OUR DECISION MAKING AND OUR RECOMMENDATIONS USING HEALTH EQUITY LENS, BUT ALSO WHEN WHEN CONSIDERING WHAT ISSUES TO STUDY AND TO LOOK AT, TO CONSIDER THAT AND REALLY HAVE A WIDE VARIETY OF OF ISSUES THAT WE LOOK AT. THE NUMBER OF PERCENTAGE OF STUDENTS WITH CHRONIC HEALTH CONDITIONS, SOCIOECONOMIC INDICATORS SUCH AS TITLE ONE STATUS AND LEVELS OF FREE AND REDUCED LUNCH, RACIAL AND ETHNIC COMPOSITION, THE SIZE OF ESL AND EXCEPTIONAL EDUCATION POPULATIONS AND ACADEMIC PERFORMANCE. SO THIS YEAR, AS YOU KNOW, WE WERE NOT ABLE TO HOST OUR FIRST TWO MEETINGS, I BELIEVE, OF THE SCHOOL YEAR. AND SO WE DON'T HAVE FORMAL RECOMMENDATIONS THIS YEAR, BUT THOUGHT IT WOULD BE HELPFUL TO SHARE WHAT ISSUES WE HAVE BEEN STUDYING, AS WELL AS GIVE YOU KIND OF A PREVIEW FOR WHAT ARE OUR ISSUES THAT WE'RE LOOKING AT GOING INTO THE SUMMER AND THE BEGINNING OF NEXT SCHOOL YEAR. SO AN ISSUE THAT IS BEEN A VERY STRONG FOCUS FOR THE SCHOOL HEALTH ADVISORY BOARD FOR OVER FIVE YEARS IS SOCIAL EMOTIONAL LEARNING, WHICH AS YOU ALL KNOW, IS HOW STUDENTS ACQUIRE THE SKILLS AND KNOWLEDGE TO FORM POSITIVE RELATIONSHIPS, CONTROL THEIR EMOTIONS, SHOW EMPATHY. AND THE SCHOOL HEALTH ADVISORY BOARD YEARS AGO REALLY SUPPORTED THAT CCPS ADOPT SEL STANDARDS SIMILAR TO THE SOL STANDARDS AND ALSO TO HAVE PILOTS IN PROGRAMING ACROSS THE COUNTY. AND WE'VE HAD A REALLY GREAT PARTNERSHIP WITH THE STAFF WHO HAVE KIND OF KEPT US INFORMED, BUT REALLY LOOKING INTO THE FUTURE, PRIORITIZING SEL FOR BOTH STUDENTS AND FOR STAFF, AS WELL AS SOMETHING THAT HAS BEEN A PRIORITY IN THE PAST FOR SHAB, BUT CONTINUES TO BE SOMETHING OF GREAT CONCERN ARE THE NUMBER OF COUNSELORS, SCHOOL PSYCHOLOGISTS AND OTHER SUPPORT HEALTH POSITIONS. IT'S GREAT THAT THE NURSES HAVE KIND OF GOTTEN TO THAT THAT RATIO. BUT WHEN YOU LOOK AT THE OTHER PROFESSIONALS TO TRY TO IMPROVE THE RATIOS FOR THOSE AS WELL, ESPECIALLY COMING OUT OF COVID. PHYSICAL ACTIVITY HAS BEEN A ALSO A SIGNIFICANT ISSUE THAT THE SCHOOL HEALTH ADVISORY BOARD HAS BEEN FOCUSED ON, IN THE PAST. IT HAS BEEN BRINGING PHYSICAL ACTIVITY INTO THE CLASSROOM THROUGH WELLNESS INTEGRATION. BUT ALSO WE HAVE DONE SOME WORK RELATED TO RECESS. IN FEBRUARY OF 2020, THE EQUITY GROUP OF SHAB HAD DRAFTED A SURVEY FOR PRINCIPALS TO ASK TO INQUIRE AND LEARN MORE ABOUT WHAT WAS HAPPENING AT RECESS, HOW ACTIVE STUDENTS WERE IN THOSE SORTS OF QUESTIONS. AND AS YOU CAN IMAGINE THEN, MARCH 2020 SO THAT THAT DID NOT PROCEED. BUT WE HAVE HAD SPEAKERS FROM CCPS TO SHARE MORE ABOUT POLICIES AROUND RECESS, AND WE'VE ALSO BROUGHT IN OUTSIDE SPEAKER AROUND RECESS TO SHARE SORT OF NATIONAL TRENDS AND BEST PRACTICES. BECAUSE WHAT YOU SEE NATIONALLY IS SOME EQUITY ISSUES ABOUT STUDENTS WHEN THEY STUDENTS WHO RECESS IS TAKEN AWAY FROM AS A PUNISHMENT. SO THAT WAS SOMETHING THAT THE GROUP WAS INTERESTED IN SORT OF DIGGING IN TO SEE WHAT HAPPENS IN CHESTERFIELD COUNTY. SO THERE'S A STRONG INTEREST IN LEARNING MORE ABOUT RECESS AND ALSO LOOKING AT THE AMOUNT OF DAILY RECESS AND POTENTIALLY EXPANDING THAT, AS WELL AS LOOKING AT HOW AND WHEN RECESS IS TAKEN AWAY AS AS A PUNISHMENT. [00:05:05] NUTRITION, THE WHAT THE CCPS HAS DONE DURING COVID IS JUST INCREDIBLE AND EXCEPTIONAL, THE SCHOOL NUTRITION TEAM HERE JUST REALLY PHENOMENAL IN GETTING, AS YOU KNOW, MILLIONS AND MILLIONS OF MEALS OUT. AND IT'S SOMETHING THAT THE SCHOOL HEALTH BOARD, HEALTH ADVISORY BOARD HAS HAD A TOPIC ON OUR AGENDA FOR FOR A NUMBER OF YEARS. AND WHAT WE'VE TALKED ABOUT IN SOME OF THE FUTURE ISSUES ARE OUR STUDENTS HAVING ENOUGH TIME FOR LUNCH, PARTICULARLY WHEN CONSIDERING MOVING FORWARD, AT LEAST FOR THE NEXT SCHOOL YEAR, THAT ALL STUDENTS WILL QUALIFY FOR FOR FREE LUNCH. AND SO WHAT IS THAT GOING TO DO TO THE WAIT TIMES AND ENSURING THAT STUDENTS HAVE ENOUGH TIME IN THE SEAT TO ACTUALLY TO ACTUALLY EAT THEIR LUNCH? ALSO CONTINUING TO LOOK AT THE QUALITY OF SCHOOL MEALS, WHICH, YOU KNOW, IMPROVES YEAR AFTER YEAR. BUT IS THERE A WAY TO EVEN GET FEWER PROCESSED MEALS AND MORE, YOU KNOW, NOT TOTALLY FROM SCRATCH, BUT BUT LESS PROCESSED FOODS INTO THE CAFETERIA AND MORE FRUITS AND VEGETABLES AS WELL AS IS THERE A WAY TO PUSH FOR MORE EXPANDED ACCESS TO FREE MEALS IF THE WAIVER WHEN THE WAIVER RUNS OUT AT THE END OF THE SCHOOL YEAR? IF THAT HAPPENS, IS THERE A WAY CHESTERFIELD AS A COMMUNITY CAN CAN ADVOCATE FOR THAT? BECAUSE IT'S DEFINITELY A POSITIVE THING FOR FOR OUR COMMUNITY. AND THEN THERE'S INTEREST IN LOOKING AT THE AVAILABILITY OF SNACKS DURING THE SCHOOL DAY FOR STUDENTS WHILE STILL BEING MINDFUL OF OF STUDENT ALLERGIES. AND THEN FINALLY, FAMILY LIFE EDUCATION. IT IS A REQUIREMENT THAT THE SCHOOL DIVISION HAVE AN OVERSIGHT COMMITTEE FOR FAMILY LIFE EDUCATION. SO IT'S BEEN SUGGESTED THAT THE SCHOOL HEALTH ADVISORY BOARD SERVE THAT FUNCTION. AND SO THERE IS THAT'S SOMETHING THAT'S NEWER TO THE ADVISORY BOARD. WE DO HAVE SOME MEMBERS. THERE'S JUST REALLY IMPRESSIVE MEMBERS OF THIS COMMITTEE. THERE'S AN ADOLESCENT PEDIATRICIAN WITH A WITH A FOCUS ON THIS ON THIS TOPIC. BUT AFTER NEW SOLS ARE RELEASED FROM THE STATE, IT WILL BE LIKELY THAT THE SCHOOL HEALTH ADVISORY BOARD CAN SERVE AS THAT OVERSIGHT COMMITTEE TO PROVIDE SOME GUIDANCE, SOME GUIDANCE AND FEEDBACK. AND THEN A FEW OTHER TOPICS AS AS I MENTIONED EARLIER, THE WELLNESS INTEGRATION POSITIONS THAT HAD BEEN CUT. IS THERE A WAY THE IS THERE A WAY FOR TO CONTINUE THESE EFFORTS THROUGH PROFESSIONAL DEVELOPMENT AND TRAINING? BECAUSE, AS WE ALL KNOW, PHYSICAL ACTIVITY IS A REALLY IMPORTANT COMPONENT OF A TRAUMA INFORMED RESPONSE. AND SO AS MUCH AS POSSIBLE THAT WE CAN GIVE KIDS THE OPPORTUNITIES TO BE MOVING THEIR BODIES WHEN THEY'RE BACK TO SCHOOL FULL TIME IN THE FALL, THAT WOULD BE A REALLY GREAT OPPORTUNITY. ALSO SOMETHING THAT WE HAD LOOKED AT IN THE PAST RIGHT BEFORE COVID WE'D HAD SEVERAL PRESENTATIONS ON WAS VAPING AND SOME INTERESTING MODELS FOR WHEN FOR PROCEDURES AROUND EDUCATIONAL ALTERNATIVES FOR WHEN STUDENTS ARE ARE CAUGHT VAPING VERSUS PUNISHMENT AND POSSIBILITIES FOR EXPANDING THAT THOSE OPTIONS THROUGHOUT THE COUNTY. AND THEN DURING COVID, WHEN WE WEREN'T ABLE TO MEET THERE WAS YOU ALL, I BELIEVE, RECEIVED A A LETTER FROM IT WAS 14 MEMBERS OF THE SHAB SINCE WE WEREN'T ABLE TO MEET IN PERSON TO HAVE A VOTE, JUST ASKING IF THE BOARD LOOK AT STUDENT RESOURCE OFFICER PROGRAM, ESPECIALLY IN LIGHT OF LACKING SOME OF THE RESOURCES RELATED TO SCHOOL COUNSELORS AND SCHOOL PSYCHOLOGISTS TO KIND OF DO AN OVERALL REVIEW OF ALL OF THOSE KIND OF SUPPORT POSITIONS. AS FAR AS RECRUITING, WE'VE RECRUITED THROUGH APPLICATIONS OVER THREE HUNDRED APPLICANTS. UNFORTUNATELY, ONLY ABOUT 10 PERCENT OF THOSE HAVE REMAINED WITH US AFTER THE TRAINING. WE DO HAVE CURRENTLY AT THE TIME OF THIS PRINTING TWENTY THREE IN TRAINING. SO WE'RE HOPEFUL THAT THAT NUMBER WILL CONTINUE AS WE MOVE FORWARD. WE'RE VERY EXCITED ABOUT THE IN-PERSON JOB FAIR THAT'S SCHEDULED FOR THE 17TH AT MANCHESTER MIDDLE SCHOOL FROM THREE TO SEVEN. SO WE'RE EXPECTING A GREAT TURNOUT FOR THAT. TALK TO YOU A LITTLE BIT ABOUT OUR TRAINING, WHICH HAS EVOLVED, AND I BELIEVE HAS IMPROVED OVER THE PANDEMIC. IT STARTS OUT WITH APPLICANTS BEING VETTED BY THE H.R. DEPARTMENT AND US INTERVIEWING THEM. ONCE RECOMMENDED FOR HIRE APPLICANT APPLICANTS BEGIN TRAINING RIGHT AWAY. THAT TRAINING FOR THE PAST OVER 12 MONTHS HAS INVOLVED 40 HOURS OF VIRTUAL TRAINING, AS WELL AS ADDITIONAL HOURS OF COMING IN AND DOING THE FACE TO FACE PRE CHECK TYPE TRAINING. TYLER DRIVE WILL BECOME PART OF THAT TRAINING IN THE NEAR FUTURE. ONCE WE FINISH WITH THE VAST MAJORITY OF THE DRIVERS. THERE ARE LAG TIMES IN THE TRAINING AND WE DO GIVE THE TRAINEES OPPORTUNITIES TO CONTINUE WORKING FOR US AS BUS ATTENDANTS. WE AS TRAINERS IN CCPS DO ADMINISTER THE LEARNER'S PERMIT AND WHICH WE'RE VERY PROUD OF, AND OTHER COUNTIES COME TO US AS WELL SOMETIMES. ONCE THAT PERMIT IS ISSUED. DRIVERS GO RIGHT INTO 18 HOURS OF BEHIND THE WHEEL TRAINING. WE MEET WEEKLY TO LOOK AT APPLICANTS AND TRAINEES THAT ARE IN THE PIPELINE AND IN ANTICIPATION OF OUR DRIVERS FINISHING THAT 18 HOURS, WE'LL DO THE FIVE ROUTES THAT NEED TO BE COVERED. WE ASSIGN AN AUXILIARY TRAINER TO THAT ROUTE SO THAT ONCE THE DRIVER RECEIVES THEIR CDL AND IS READY TO GO ON A ROUTE, THAT AXILLARY TRAINER IS ALREADY ON THAT ROUTE, LEARNING THAT WHILE WAITING FOR THAT TRAINEE TO COME START DRIVING OUR STUDENTS AND OUR AXILLARY TRAINER WILL STAY WITH THAT TRAINEE FOR ABOUT THREE DAYS UNTIL THEY'RE VERY COMFORTABLE AND THEY KNOW THEIR WAY AROUND WITH OUR STUDENTS. PREPARATION FOR SUMMER SCHOOL HAS BEEN ONGOING AS WE ANTICIPATE A LARGE TURNOUT OF OUR STUDENTS. WE KNOW THAT JUNE THE 1ST IS THE DEADLINE FOR SUMMER SCHOOL AND WE ARE ANTICIPATING A LARGE NUMBER OF STUDENTS. AND AS SUCH, WE'RE GOING TO NEED A LOT OF DRIVERS. [00:15:01] WE'RE EXPECTING TO GET MORE DRIVERS THIS YEAR. AND THE 16 PERCENT INCREASE IN PAY OVER THE SUMMER IS CERTAINLY GOING TO HELP WITH THAT. WE'RE VERY EXCITED ABOUT TYLER DRIVE. WE'VE TRAINED HUNDREDS OF DRIVERS WITH THIS NEW SYSTEM AND THEY ARE CURRENTLY USING IT, ALTHOUGH WE'RE CALLING IT PRACTICE RIGHT NOW. THEY ARE USING IT REGULARLY AND ONLY USE PAPER ON THE SMALL OCCASIONS THAT THEY THAT THEY NEED A BACK UP. WE PLAN TO FINISH WITH THE TYLER DRIVE TRAINING AS EARLY AS JUNE THE 10TH WITH THE MAKEUPS AND WHATNOT GOING THROUGH JUNE THE 17TH. WE PLAN ON A PILOT OF PRE-K STUDENTS WITH OUR YEAR ROUND SCHOOLS. THESE ARE THESE STUDENTS WILL BE IN A KINDERGARTEN READINESS PROGRAM AND WE'LL ISSUE THESE IDS FOR THE TYLER DRIVE WHEN THEY IF THEY REGISTER BY THE FIRST. UP OF WHAT THE ID WILL LOOK LIKE. AND AS STUDENTS BOARD THE BUS, THERE'S A READER THERE SIMILAR TO THE ONES THAT WE USE TO GET INTO SCHOOLS AND THEY TAP THAT AGAINST THAT READER AND THEIR PICTURE ONCE WE HAVE PICTURES AGAIN, AS WELL AS OTHER INFORMATION POPS UP. WE THINK THAT THIS IS GOING TO BE VERY VALUABLE AND GIVE ONE MORE LAYER OF SECURITY FOR OUR STUDENTS, OUR YOUNGER STUDENTS, PRE-K AND KINDERGARTNERS TO MAKE SURE THEY'RE GETTING ON THE RIGHT BUS FROM THE SCHOOL. AND BY THE END OF THE SUMMER, ALL THE EXTERNAL THE INTERNAL ONES WILL ALSO BE INSPECTED AND THAT WILL HAPPEN ANNUALLY FROM NOW ON. THE FIVE OBJECTIVES THEREIN HELPED TO THE DISTRICT TO EXAMINE AND IMPLEMENT VARIOUS STRATEGIES AND TO STRENGTHEN LITERACY. MUCH HAS HAPPENED SINCE THEN. AND NOW CHESTERFIELD'S LITERACY PLAN NEEDS REVISION AND UPDATING FOR WHICH THOUGHTFUL STAKEHOLDER INPUT IS CRITICAL. DURING PANDEMIC CONDITIONS OF THIS YEAR, WE OPTED TO NOT PULL OUT PRINCIPALS, TEACHERS, LITERACY SPECIALISTS FROM THEIR BUILDINGS AND CLASSROOMS TO ENGAGE IN THIS REVISION. BUT THERE WERE SOME CONCRETE STEPS WE COULD TAKE, BOTH IN LINE WITH THE OLD OBJECTIVES AND IN PREPARATION OF THE REVISION. SO HOW WILL WE UPDATE IT? A FRAMEWORK FOR THE PLAN IS OUR FIRST STEP AND THIS PRELIMINARY DOCUMENT IS BEING COMPLETED NOW. PRELIMINARY IS THE KEY WORD, THOUGH, BECAUSE AFTER SOME CRITICAL DISTRICT LEVEL FOLKS ADD SOME ESSENTIAL PIECES AND PARTS TO THIS FRAMEWORK, WE WANT TO PUT IT IN THE HANDS OF OUR SCHOOL LEADERS THIS MONTH AT OUR LEADERSHIP ACADEMY AND THEN REALLY HAVE THEM ENGAGE IN IT THIS YEAR. WE HAVE THE 21 22 SCHOOL YEAR TO GAIN THOSE NECESSARY PERSPECTIVES AND THEN FINALIZE THE PLAN BY NEXT YEAR AT THIS TIME. WE'RE EMPLOYING A CENTRAL OFFICE LEVEL TEAM TO WORK ON BUILDING OUT RESOURCES AND STRUCTURES FOR OUR PLAN. AND WE AIM TO CREATE OPPORTUNITIES THAT ALIGN WITH RESEARCH BEST PRACTICES, RESEARCH BASED BEST PRACTICES. OF COURSE, MUCH PD IS ALREADY HAPPENING TODAY IN REAL TIME. SO WE PLAN TO EXPLORE THE MOST EFFECTIVE WAYS TO DESIGN AND ALIGN INSTRUCTION TO ENHANCE LITERACY ACROSS ALL DISCIPLINES. AND FINALLY, JUST AS WAS IN THE 2018 PLAN, COMMUNITY ENGAGEMENT IS ESSENTIAL AND WE WANT TO ENGAGE ALL STAKEHOLDERS IN CONTRIBUTING TO A CULTURE OF LITERACY. WE EXPECT A SCOPE AND SEQUENCE OF PHONICS INSTRUCTION TO OCCUR DISTRICT WIDE. WE EXPECT TIERED SCREENERS AND ASSESSMENTS TO BE CONSISTENTLY ADMINISTERED AT EACH SCHOOL SO STUDENTS IN NEED CAN RECEIVE ADDED SUPPORTS QUICKLY. THESE AREAS IN GREEN DO FALL UNDER THE THREE P'S POLICIES, PRACTICES AND PROCEDURES. AND JUST AS A QUICK REVIEW, I KNOW BOARD MEMBERS, YOU KNOW OUR POLICIES WELL, BUT FOR ANYONE ELSE LISTENING, POLICY 3030 DOES DEFINE WHAT WE MEAN WHEN WE SAY INSTRUCTIONAL MATERIALS. I DIDN'T FOR THE BREVITY OF THE SLIDESHOW, PUT ANOTHER SLIDE IN THERE ABOUT TRUST AND OUR TEACHERS. AND IT REALLY COMES BACK TO RELATIONSHIP AND TRUST. SO IT IS ACTUALLY ON SCHOOL DISTRICTS TO MAKE THOSE DECISIONS AT THAT LEVEL WHERE WE REALLY DON'T HAVE THAT AUTHORITY HERE BECAUSE IT IS AN EXECUTIVE MANDATE. IF IT WASN'T AN EXECUTIVE MANDATE THEN WE WOULD DEFINITELY BE ABLE TO MAKE DIFFERENT DECISIONS ON THAT, BUT. YEAH. ALL RIGHT, NUMBER FIVE, I WILL DELEGATE AUTHORITY FOR THE ADMINISTRATION OF SCHOOLS TO THE SUPERINTENDENT AND ESTABLISH A PROCESS FOR ACCOUNTABILITY OF ADMINISTRATORS. ANYBODY HAVE ANY INPUT ON THAT? AND I JUST THINK THAT IS A PROCESS THAT IS NOT ONLY EFFICIENT AND BUT IT ALSO PREVENTS ANY MISCOMMUNICATION OR MISINTERPRETATION OF INFORMATION, BECAUSE IF IT'S ALL FUNNELED THROUGH ONE PERSON, THAT ONE PERSON IS HEARING EVERYTHING FROM EVERYONE. SO THAT TO ME, IS A VERY CRITICAL PROCESS FOR A VIABLE BOARD AND HOW IT SHOULD OPERATE. SO THAT KIND OF I HEAD DOWN HERE AT NUMBER 10.
