DAUGHERTY, THANK YOU FOR HAVING ME HERE TO TALK TO YOU WHERE WE'RE GOING WITH OUR EARLY COLLEGE ACADEMY.

I DO WANT TO TAKE A MOMENT, INTRODUCE DR.

JENNY COLEMAN.

SHE'S THE COORDINATOR OF STUDENT ENGAGEMENT WHO WORKS WITH ME.

SO SHE IS ONE OF OUR MAIN LIAISONS TO JOHN TYLER.

SO OFTENTIMES YOU MIGHT ASK QUESTIONS THAT SHE'LL HAVE TO ANSWER INSTEAD OF ME.

SO SHE'S HERE TO HELP SUPPORT.

SO JUST LET YOU KNOW, WE'RE GOING TO TALK A BIT ABOUT HOW THE EARLY COLLEGE ACADEMY RELATES TO OUR STRATEGIC PLAN, THIS PARTNERSHIP BETWEEN JOHN TYLER AND CCPS, OUR ACCESS, OUR STUDENTS, ACCESS TO DUAL ENROLLMENT, AND WHAT IS OUR PATH FORWARD? WHAT'S OUR GOALS MOVING FORWARD, AS YOU KNOW, IN THE STRATEGIC PLAN, WE DO HAVE A GOAL THAT ALL OF OUR STUDENTS AND STAFF WILL EMBODY THAT INFINITE LEARNER MINDSET.

AND THAT GOES DOWN TO THE FACT THAT ALL OF OUR STUDENTS WILL ENROLL IN AT LEAST ONE AP, IB OR DE COURSE AND EARN A QUALIFYING SCORE BEFORE THEY GRADUATE.

SO THEREFORE, OUR SUPPORT OF EARLY COLLEGE ACADEMY DIRECTLY SUPPORTS OUR IMAGINED TOMORROW STRATEGIC PLAN.

AT THIS POINT, JUST TO LET YOU KNOW, WE ARE CURRENTLY IN PARTNERSHIP WITH JOHN TYLER.

THEY ARE THE COMMUNITY COLLEGE WITHIN OUR DISTRICT, SO THEREFORE WE DO WORK WITH THEM.

THEY CURRENTLY OFFER THROUGH WITH THEM.

WE OFFER EITHER AN ASSOCIATES DEGREE THAT A STUDENT CAN EARN THROUGH THE EARLY COLLEGE ACADEMY OF HIGH SCHOOL OR GENERAL EDUCATION CERTIFICATE.

SO WE'LL TALK, FIRST OF ALL, ABOUT THE ASSOCIATE DEGREE.

A STUDENT HAS TO EARN 60 CREDITS THROUGH AP AND COURSES WITH A CERTAIN NUMBER OF THEM BEING ONLY DUAL ENROLLMENT COURSEWORK.

THE FINAL 40 CREDITS OF AN ASSOCIATE'S DEGREE ARE DIRECTLY RELATED TO A STUDENT'S DESIRED MAJOR IN THAT ASSOCIATES DEGREE PROGRAM AND CREDITS TRANSFER TO A FOUR YEAR COLLEGE UNIVERSITY.

BUT IT'S DEPENDENT UPON WHAT THAT STUDENT WANTS TO DO ONCE THEY GO TO THAT UNIVERSITY, SO WHAT THEIR MAJORS ARE, ETC..

THE GENERAL EDUCATION CERTIFICATE IS THIRTY TWO CREDITS, AND THESE CREDITS ARE THE FOUNDATION OF MOST ASSOCIATE DEGREE PATHWAYS.

SO THESE TEND TO BE YOUR FOUNDATIONAL EARLY ENTRY COURSES THAT THEN ARE EASILY TRANSFERABLE.

AND THIS IS ONE OF THE THINGS YOU'RE GOING TO HEAR ME TALK TO THROUGHOUT.

THIS IS JUST TRANSFERABILITY.

OUR GOAL IS THAT IF OUR STUDENTS ARE PAYING TUITION OR TAKING COURSEWORK FROM US IN ORDER TO GET COLLEGE CREDITS, WE WANT THOSE COLLEGE CREDITS TO TRANSFER TO THE COLLEGE OR UNIVERSITY OF THEIR CHOICE.

IT'S FRUSTRATING FOR FAMILIES.

IT'S FRUSTRATING FOR STUDENTS WHEN THEY MAKE AN ASSUMPTION OR THEY BELIEVE THAT COURSES WILL TRANSFER AND THEN THEY DO NOT.

SO OUR GOAL IS TO CONTINUALLY LOOK AT THE COURSES THAT WE OFFER AND MAKE SURE THAT THEY ARE ABLE TO.

THAT'S ALSO JOHN TYLER'S GOAL.

IT'S ALSO THE VIRGINIA COMMUNITY COLLEGE SYSTEM'S GOAL BECAUSE THEY'VE RECOGNIZED THAT WE'VE OFTENTIMES GIVEN STUDENTS DUAL ENROLLMENT CREDIT THAT THEN ENDS UP NOT ALLOWING THEM TO GO ANYWHERE.

SO UNDER THE TRANSFER VIRGINIA INITIATIVE, THEY'VE CREATED PASSPORT COURSES AND THOSE PASSPORT COURSES OFFER CREDITS THAT ARE GUARANTEED TO TRANSFER.

SO OUT OF 14 OF OUR 15 PUBLIC UNIVERSITIES, THEY WILL TRANSFER AS WELL AS MOST OF OUR PRIVATE UNIVERSITIES AND COLLEGES.

WE WILL BE OFFERING TEN OF THOSE IN THIS COMING SCHOOL YEAR, ONCE AGAIN, INCREASING TRANSFERABILITY OF OUR STUDENTS CREDITS THAT THEY'RE TAKING IN HIGH SCHOOL AND ALLOWING THEM TO USE THEM IN COLLEGE.

AS I SAID, THE BCCS AND JOHN TYLER ARE PARTICIPATING THIS AND JOHN TYLER HAS BEEN WORKING TO ALIGN THEIR DEGREE PROGRAMS, COURSE OFFERINGS TO THIS PROGRAM ALSO.

SO THEY ARE CURRENTLY GOING THROUGH CATALOG REVISIONS, REMOVING COURSES THAT DO NOT FIT TRANSFERABILITY GUIDELINES BECAUSE THEY WANT TO MAKE SURE THAT THEY ARE NOT ASKING STUDENTS TO PAY TUITION AND THEN DON'T TRANSFER THESE ADJUSTMENTS, HAVE DIRECT IMPACT ON WHAT WE CAN OFFER.

WE CANNOT OFFER A DUAL ENROLLMENT CLASS IF JOHN TYLER IS NOT OFFERING IT WITHIN THEIR CAMPUS.

SO WE CURRENTLY OUR CURRENT STATUS IS THAT WE HAVE A LITTLE BIT LESS THAN THREE THOUSAND STUDENTS CURRENTLY ENROLLED IN DUAL ENROLLMENT COURSES.

SOME OF THESE STUDENTS TAKE MULTIPLE DUAL ENROLLMENT COURSES OVER THE SAME YEAR AS WE'VE TALKED ABOUT IN THE PAST THESE STUDENTS CAN TAKE COURSEWORK THROUGH VARIOUS AVENUES, ONE OF WHICH, OF COURSE, IS IN-PERSON IN THEIR HIGH SCHOOLS.

THEY GO TO CLASSES JUST LIKE THEY'D BE GOING TO ANY OTHER CLASS THAT TEACHERS CREDENTIALED IN DUAL ENROLLMENT AND IS ABLE TO TEACH.

AND THEY EARN COLLEGE CREDIT ALONGSIDE HIGH SCHOOL CREDIT.

WE ALSO HAVE SOME SPECIALLY DESIGNED ONLINE ASYNCHRONOUS CLASSES THAT WE PUT INTO PLACE THIS YEAR TO MAKE SURE THAT OUR STUDENTS WERE ABLE TO GAIN THE COURSEWORK THAT THEY NEEDED TO EARN THAT ASSOCIATE'S DEGREE.

WE WANTED TO MAKE SURE WE WERE SETTING UP KIDS FOR SUCCESS.

AND AS WE TALKED ABOUT IN THE PREVIOUS WORK SESSION BEGINNING THIS COMING SCHOOL YEAR, WE'LL ALSO BE OFFERING DISTANCE LEARNING COURSES SO THEREFORE MORE STUDENTS CAN TAKE DUAL ENROLLMENT AND EARN THESE COLLEGE CREDITS.

SO ALL IN ALL, WE OFFER FORTY, FORTY SIX DISTINCT DUAL ENROLLMENT COURSES WITHIN OUR HIGH SCHOOLS AND OUR TECH CENTERS.

SO MOVING FORWARD, WE'RE GOING TO TAKE THE LEAD OF JOHN TYLER.

JOHN TYLER IS MOVING AWAY FROM ASSOCIATES DEGREES THAT DO NOT FULFILL A CERTAIN MAJOR BECAUSE THEY RECOGNIZE THAT STUDENTS GAIN CREDITS THAT THEN THEY CAN'T TRANSFER.

SO THEY'RE REALLY LOOKING AT HOW DO WE HELP STUDENTS AND MORE STUDENTS GAIN THE GENERAL EDUCATION CERTIFICATE.

SO THAT'S SOMETHING THAT WE'RE TAKING THEIR LEAD ON.

WE ALSO FIRMLY BELIEVE WE WOULD RATHER HAVE MORE STUDENTS GRADUATE CERTIFICATE THAN A FEW NUMBER OF STUDENTS GRADUATING WITH A DEGREE.

WE REALLY WANT TO MAKE SURE.

WE'RE MAXIMIZING THE NUMBER OF COLLEGE CREDITS FOR OUR STUDENTS, THIS ALLOWS STUDENTS TO COMPLETE THE THIRTY TWO CREDITS RATHER THAN 60.

THEREFORE, SO MANY OF OUR STUDENTS WHO WANT TO CONTINUE TO PARTICIPATE IN BAND OR CHORUS CLASSES, PERHAPS THE TECH CENTER.

THIS ALLOWS THEM THE AVENUE TO DO THAT.

IT ALSO ALLOWS THEM TO CONTINUE TO TAKE THE COURSEWORK THAT, OF COURSE, THEY NEED TO GRADUATE WITH A HIGH SCHOOL DIPLOMA.

IT DOES NO GOOD IF OUR STUDENTS GRADUATE WITH AN ASSOCIATE'S DEGREE BUT DO NOT FEEL THE HIGH SCHOOL DIPLOMA REQUIREMENT.

SO WE WANT TO MAKE SURE WE ALWAYS LEAVE ROOM IN THEIR SCHEDULES FOR THAT TO OCCUR.

OUR STUDENTS IN THE COMING YEARS WILL CONTINUE TO TAKE COURSEWORK IN THEIR HOME SCHOOL THROUGH THOSE IN-PERSON CLASSES, THROUGH DISTANCE LEARNING CLASSES AND OF COURSE THROUGH THIS ASYNCHRONOUS COURSEWORK CLASSES.

WITH OUR CURRENT OFFERINGS BETWEEN THOSE THREE TYPES OF COURSEWORK, ALL OF OUR HIGH SCHOOLS ARE ABLE TO GIVE STUDENTS THAT GENERAL EDUCATION CERTIFICATE SO ALL OF OUR STUDENTS HAVE THE ABILITY TO GAIN THE CERTIFICATE OVER THE COURSE OF THEIR FOUR YEARS.

I WILL SAY ONE OF THE THINGS THAT WE CONTINUE TO TALK ABOUT WHENEVER WE TALK THROUGH GUIDANCE, COUNSELING OR WORKING WITH STUDENTS IS WE WOULD PREFER YOU TO TAKE SOME COLLEGE LEVEL COURSEWORK THAT YOU'RE ABLE TO.

IT'S NOT ALWAYS YOU AIM FOR A DEGREE OR YOU DON'T ALWAYS AIM FOR A CERTIFICATE.

BUT WE DO WANT TO MAKE SURE WE'RE SETTING UP ALL OF OUR STUDENTS TO TAKE SOME TYPE OF COLLEGE LEVEL COURSEWORK SO THEY KNOW WHAT THEY CAN DO AND ALSO HELP GIVE THEM THE RIGOR AND TO FULFILL OUR STRATEGIC PLAN.

ONE OF THE THINGS THAT I KNOW WE'VE HAD QUESTIONS ABOUT, BUT WHAT IF MY KID WANTS TO TAKE AN ASSOCIATES DEGREE? WHAT IF THEY WANT TO GO FURTHER? JOHN TYLER WILL WORK DIRECTLY WITH THOSE STUDENTS BECAUSE THEY WANT TO MAKE SURE THAT THEY'RE ALIGNING THAT ASSOCIATES DEGREE WITH WHAT THAT STUDENT'S TRUE MAJOR PASSION IS IN LIFE, WHERE THEY WANT TO ACTUALLY GO IN THEIR CAREER VERSUS US DECIDING WHAT MAJOR WE CAN OFFER WITHIN A HIGH SCHOOL AND THAT IT PERHAPS NOT BEING EASILY TRANSFERABLE FOR A STUDENT AS A GRADUATE AND MOVE ON TO COLLEGE.

WE DO HAVE THESE FOUR ASSOCIATES DEGREES THAT OUR STUDENTS ARE WITHIN I THINK FOUR TO FIVE COURSEWORK CLASSES IN EARNING.

SO IF WE HAVE STUDENTS WHO WANT TO GO AHEAD AND EARN ANY OF THESE, THEY CAN GO AHEAD AND TAKE CONCURRENT COURSEWORK THROUGH JOHN TYLER.

SO THAT WOULD MEAN A STUDENT WOULD GO TO JOHN TYLER, THEY WOULD BE ON THEIR CAMPUS, THEY WOULD PAY THE TUITION, WORK WITH THEM DIRECTLY, BUT STILL WORK TOWARDS GETTING THAT SO THEY COULD TAKE SOME OF THEIR COURSES WITH US THROUGH ANY OF THOSE DUAL ENROLLMENT OPTIONS THAT WE DO AND THEN TAKE SOME THROUGH THE CONCURRENT PIECE.

OUR GOAL IS TO ALSO CONTINUE TO INCREASE DUAL ENROLLMENT OFFERINGS BECAUSE ONCE, AS I SAID ALREADY, WE WANT OUR STUDENTS TO BE SUCCESSFUL.

WE WANT THEM TO DIP THEIR TOE INTO COLLEGE LIFE.

WE WANT THEM TO SEE WHAT THE RIGOR IS AND SUPPORT THEM ALL WE CAN.

SO WE WILL CONTINUE TO SUPPORT STAFF BECAUSE WE UNDERSTAND THAT STAFF IS SOMETIMES A BARRIER TO HAVING DUAL ENROLLMENT COURSES IN A SCHOOL.

SO WE LOOK PURPOSELY TO HIRE STAFF WHO ARE ABLE TO TEACH DUAL ENROLLMENT COURSES.

WE'VE SET UP COHORTS IN MATH AND ENGLISH AND SCIENCE TO TRY TO HELP GET THEM TOWARDS CREDENTIALING.

AND THEN ADDITIONALLY, WE LOOK AT TUITION REIMBURSEMENT FOR THOSE STAFF MEMBERS WHO MIGHT JUST BE ONE OR TWO CREDITS SHY OF BEING ABLE TO BE CREDENTIALED.

SO, AS I SAID, WE WERE GOING TO TALK TO HOW IT RELATES TO THE STRATEGIC PLAN, SPECIFICALLY THAT PARTNERSHIP THAT WE HAVE WITH JOHN TYLER.

WE WANT TO CONTINUE FOR ALL OF OUR STUDENTS, HAVE ACCESS TO DUAL ENROLLMENT COURSEWORK AND COLLEGE LEVEL COURSES.

AND OUR PATH FORWARD IS TO REALLY BEGIN FOCUSING ON THAT CERTIFICATE.

SO THAT WAY WE CAN IMPACT MORE STUDENTS IN ANY OF THAT COURSEWORK NEEDED TO MOVE FORWARD AND INCREASE THE TRANSFERABILITY OF THEIR COLLEGE COURSES.

AND FIRST OF ALL, I'M REALLY EXCITED TO SEE THE FOCUS AWAY FROM ASSOCIATE DEGREE, WHICH I'VE KIND OF SPOKEN OUT A NUMBER OF TIMES, I THINK THAT IF OUR GOAL IS TO INCREASE ACCESS TO ADVANCED COURSEWORK, THAT'S BETTER SERVED BY THE PASSPORT PROGRAM.

SO SUPER EXCITED THAT JOHN TYLER IS ALSO SEEING THAT.

AND I THINK I JUST WANTED TO GIVE A SHOUT OUT BECAUSE A LOT OF THE RESEARCH ON THAT IS IN THE LATEST MERC REPORT, WHICH IS ANALYZING ADVANCED PLACEMENT, MAKING THE NATION'S MOST PROMINENT COLLEGE PREPARATORY PROGRAM MORE EQUITABLE.

I KNOW THE REPORTS ABOUT AP, BUT IT GOES INTO THE RESEARCH.

AND JUST A QUICK WHY IS BECAUSE I THINK SOMETIMES THE PUBLIC LIKE, WHY ARE WE DOING THIS?

HAVING ACCESS TO A RIGOROUS CURRICULUM IS ASSOCIATED WITH STRONGER HIGH SCHOOL GRADUATION RATES, WHICH I KNOW WE CARE ABOUT, AS WELL AS HIGHER COLLEGE ENROLLMENT AND COMPLETION.

ADVANCED COURSEWORK IS ALSO TIED TO STRONGER SELF EFFICACY AND SELF PERCEPTION.

SO I JUST WANTED THE PUBLIC TO KNOW THAT THIS IS VERY CRITICAL WORK.

AND I WAS ALSO WONDERING HOW WE ARE ENSURING THAT WE'RE NOT JUST INCREASING ACCESS TO DUAL ENROLLMENT COURSEWORK, BUT THAT WE'RE INCREASING ACCESS TO POPULATIONS THAT ARE LESS REPRESENTED IN RIGOROUS CLASSES LIKE DUAL ENROLLMENT.

ARE WE GOING TO TRACK THE DATA ON THIS AND THEN, YOU KNOW, ADJUST AS NEEDED IF WE NOTICE THAT WE'RE ONLY INCREASING ACCESS IN HIGHER SCS SCHOOLS CETERA? NO, I DEFINITELY OUR GOAL FIRST OF ALL, THANK YOU FOR REMINDING US ALL ABOUT THE RESEARCH, BECAUSE I AGREE THAT IS VERY KEY.

ALLOWING KIDS TO SEE THEMSELVES AS A COLLEGE STUDENT THEN ALLOWS THEM TO SEE THEMSELVES MOVING FORWARD FROM GRADUATION INTO COLLEGE.

SO I FIRMLY AGREE THAT IS TRUE, TOTALLY TRUE RESEARCH, WHICH IS VERY COOL AND INTERESTING.

AND THEN ADDITIONALLY, THE OTHER PIECES WE AS HIGH SCHOOLS CONSISTENTLY LOOK AT, WHAT ARE THE DEMOGRAPHICS IN EACH OF OUR CLASSES, HOW WE'RE REACHING OUT TO STUDENTS WHO PERHAPS HAVEN'T TAKEN AN AP COURSE BEFORE, AND THAT STARTS ALL THE WAY INTO THE TRANSITION FROM EIGHTH TO NINTH GRADE.

LOOKING AT THE NWA MAP SCORES, WHAT ARE STUDENTS TAKING THAT PERHAPS ARE NOT TAKING RIGOROUS COURSES? WE SEE SOME ABILITIES THAT WE'RE GOING TO PUSH THEM INTO AN HONORS LEVEL COURSE FIRST TO ALLOW THEM TO SEE THAT THEY CAN DO THIS.

AND THEN ADDITIONALLY, WE LOOK AT HOW DO WE MENTOR STUDENTS WHO HAVE NOT TAKEN AN AP OR DE COURSE BEFORE.

SO MANY OF OUR SCHOOLS HAVE OFFERED OPPORTUNITIES WHERE THEY WILL PAIR A STUDENT WHO IS THE FIRST TIME TAKER THIS YEAR OR THE STUDENT WHO TOOK IT FOR THE FIRST TIME THE PREVIOUS YEAR TO HELP MAKE SURE THAT THEY CAN UNDERSTAND WHAT'S ENTAILED AND THAT THEY CAN DO IT.

AND WE ALSO KNOW THAT WE WORK DIRECTLY WITH STUDENTS AND TEACHERS TO MAKE SURE THE KIDS WHO ARE IN THEIR FEEL SUCCESS IN ORDER TO MOVE FORWARD.

BUT WE ARE CONSISTENTLY LOOKING AT OUR DATA TO MAKE SURE THAT WE'RE READING ALL OF OUR STUDENTS NEEDS TO I THINK IT'D BE GREAT MAYBE, YOU KNOW, I KNOW WE GET A LOT OF REPORTS, BUT IT'S SOME TIME TO GET A REPORT TO THE BOARD JUST SO THAT WE CAN SEE THE PROGRESS THAT WE'RE MAKING AND CELEBRATE THAT ALL YOUR HARD WORK IS, YOU KNOW, IT'S IT'S MOVING THE NEEDLE.

AND THEN I WAS ALSO CURIOUS IF WE HAD LOOKED WITH PARTNERING LESS A DUAL ENROLLMENT THING.

BUT LIKE OTHER GROUPS THAT ARE WORKING TO INCREASE ACCESS TO RIGOROUS COURSES LIKE THE NATIONAL EDUCATION EQUITY LAB.

WE LOOK AT CURRENTLY, WE ARE FOR DUAL ENROLLMENT WE HAVE TO OFFER THROUGH JOHN TYLER.

THEY ARE OUR PROVIDER.

THERE ARE SOME COURSES WE CAN OFFER OUTSIDE OF JOHN TYLER.

SO, FOR INSTANCE, THE TECH CENTER OFFER SOME COURSEWORK THROUGH BLUE RIDGE OR THROUGH VCU BECAUSE THEY'RE THE ONLY ONES WHO OFFER THE PROGRAMING.

WE ARE CONSISTENTLY LOOKING AT HOW CAN WE CONTINUE TO STRIVE TO MAKE ALL OF OUR STUDENTS FEEL LIKE COLLEGE IS THAT IS FOR THEM AND TO MAKE SURE THAT WE HAVE ALL OF OUR STUDENTS EASILY ACCESSING THE COLLEGE LEVEL COURSEWORK THAT WE'RE GIVING THEM IN HIGH SCHOOL.

AND SO THIS PRESENTATION IS GOING TO INTRODUCE THE POSSE FOUNDATION, ITS HISTORY MISSION PROGRAM COMPONENTS, GOING TO SPEAK ABOUT COLLABORATION WITH CCPS, GOING TO SHARE VERY EXCITING NEWS ABOUT OUR POSSE SCHOLARS AND THEN WHAT CONTINUING THE PARTNERSHIP LOOKS LIKE.

AND SO POSSE WAS FOUNDED OVER 30 YEARS AGO IN 1989, AND IT WAS FOUNDED BECAUSE OF ONE STUDENT WHO SHARED THE SENTIMENTS.

AND SO FOSTERING TOGETHERNESS AND A CONNECTION BEFORE ENTERING A COLLEGE CAMPUS AS STUDENTS MATRICULATE THROUGH THEIR COLLEGE YEARS AND EVEN POST GRADUATION IS WHAT POSSE IS ALL ABOUT.

THEY LOOK TO THIS ORGANIZATION, LOOKS TO EMPOWER STUDENTS FROM ALL WALKS OF LIFE, FROM DIVERSE WALKS OF LIFE.

AND SO SINCE THEN THERE HAS BEEN SIGNIFICANT PROGRAM EXPANSION AND TO DATE MORE THAN TEN THOUSAND SCHOLARS HAVE BEEN SELECTED AS POSSE SCHOLARS AND RECEIVED THE LEADERSHIP SCHOLARSHIP.

THESE ARE THE GOALS OF THE POSSE FOUNDATION TO EXPAND THE POOL FROM WHICH TOP COLLEGES AND UNIVERSITIES CAN RECRUIT YOUNG LEADERS, HELP INSTITUTIONS BUILD MORE INTERACTIVE CAMPUS ENVIRONMENTS, A MORE INCLUSIVE CAMPUS ENVIRONMENT, AND ENSURE THAT POSSE SCHOLARS PERSIST IN THEIR ACADEMIC STUDIES AND GRADUATE SO THAT THEY ARE ABLE TO TAKE ON LEADERSHIP POSITIONS IN THE WORK FORCE.

THIS YEAR WE WERE INVITED TO PARTNER WITH POSSE AND WHAT THE ORGANIZATION CALLS AS A NOMINATING DISTRICT TO NOMINATE HIGH SCHOOL SENIORS TO BECOME POSSE SCHOLARS.

OUR HIGH SCHOOLS WERE VERY CRITICAL IN SUPPORTING STUDENTS THROUGH THIS PROCESS.

OUR HIGH SCHOOL PRINCIPALS, AS WELL AS SCHOOL COUNSELORS, WERE INVITED TO JOIN A NOMINATOR MEETING.

AND THIS IS WHERE OUR HIGH SCHOOL PRINCIPALS AND COUNSELORS WERE ABLE TO HEAR SOME OF THE VERY SAME INFORMATION THAT I'M PRESENTING TO YOU TODAY.

BUT ALSO THE DIRECTORS AND POSSIBLY PERSONNEL WALKED THEM THROUGH THE NOMINATING PROCESS SO THEY KNOW WHAT TO EXPECT AS THEY WERE SUPPORTING STUDENTS THROUGH ALL OF THE COMPONENTS.

SO THIS IS JUST THE HIGHLIGHT OF SOME OF WHAT SOME OF THE INFORMATION THAT IS SHARED IN REGARDS TO STUDENTS THAT POSSIBLY SEEKS TO SUPPORT.

REALLY STEPPING FOOT ON A CAMPUS POSSE SCHOLARS ARE ABLE TO FORM THAT RELATIONSHIP WITH THEIR POSSE AS WELL AS THEIR ASSIGNED POSSE MENTORS PRIOR TO THE ACADEMIC TERM BEGINNING THEIR FRESHMAN YEAR.

WHAT I WILL SHARE IS THE DYNAMIC ASSESSMENT PROCESS AND PRE COLLEGIATE TRAINING WOULD CHANGE THIS YEAR TO INCLUDE A VIRTUAL COMPONENT.

SO THERE'S THE VIRTUAL POSSE PROGRAM.

THIS WAS DONE OUT OF AN ABUNDANCE OF CAUTION DUE TO THE PANDEMIC.

EACH POSSE SCHOLAR RECEIVES A FOUR YEAR FULL TUITION LEADERSHIP SCHOLARSHIP.

THE SCHOLARSHIP IS PROVIDED BY THE PARTNER COLLEGE OR UNIVERSITIES IN THINKING ABOUT COMMITMENT.

THIS NEW LEVEL OF ACCESS PUTS AT OUR TEACHERS FINGERTIPS THE RESOURCES NEEDED TO MAKE INSTRUCTIONAL CONNECTIONS AND EXTENSIONS TO BETTER MEET THE NEEDS OF STUDENTS.

TEACHERS WHO SERVE MULTIPLE GRADE LEVELS, FOR EXAMPLE, IN SPECIAL EDUCATION OR WITH THE LL STUDENTS, WITH OUR GIFTED STUDENTS, WITH OUR MATH AND READING SPECIALISTS.

BUT I THINK IT'S REALLY IMPORTANT TO REMEMBER JUST WHY WE'RE HERE AND THOSE TWO PRIORITIES, TOP PRIORITIES THAT DR.

DAUGHERTY LAID OUT AT THE BEGINNING OF THE PROCESS WITHIN THIS BUDGET IS REALLY TO FIRST ADDRESS TEACHER DECOMPRESSION.

I'M HAPPY TO SAY THAT WE'VE DONE THAT.

WE'RE NOT DONE, BUT WE'VE DONE AT LEAST A REALLY BIG PIECE OF THAT.

AND SECOND IS ADDRESSED AND MEETING THE NEEDS OF OUR STUDENTS AND REALLY A DIFFERENTIATED WAY.

AND WE MADE A SIGNIFICANT SET OF IMPROVEMENTS ON THAT DIMENSION AS WELL.

SO AS I LOOK AT THIS BUDGET, EVEN BEFORE WE MAKE THESE ADJUSTMENTS, I THINK IT WAS A SUCCESS.

AND THEN WE'LL LOOK AT THIS GOING FORWARD AS EVEN A LITTLE BIT MORE ON TOP OF THAT.

SO, AS I MENTIONED, THREE TOPICS TODAY.

WE'LL START WITH THE OPERATING BUDGET UPDATE.

WE START WITH A LITTLE BIT OF GOOD NEWS AS WE LEAD IN, AS WE'VE GOTTEN WORD FINALLY FROM THE GENERAL ASSEMBLY OF WHAT THE FINAL STATE BUDGET ALLOCATION WILL BE.

AND YOU'LL SEE HERE A SIXTEEN POINT FIVE MILLION INCREASE FROM THE BUDGET THAT WAS APPROVED A FEW MONTHS BACK, TAKING OUR TOTAL OPERATING BUDGET UP TO SEVEN HUNDRED SIXTY ONE POINT THREE MILLION.

AS YOU CAN SEE, THAT'S A FIFTY SEVEN AND A HALF GIVE OR TAKE MILLION INCREASE FROM THE PREVIOUS FISCAL YEAR.

TRULY A REMARKABLE INCREASE.

AND WE'VE DONE A LOT OF REALLY GOOD THINGS WITH THAT.

YOU CAN SEE IN THE LIST OF WHAT WE'VE SPENT THAT ON, THE BULK OF THAT HAS GONE TO

AND IT'S SOMETHING THAT THIS BOARD REALLY NEEDS TO BE NEEDS TO BE PROUD OF.

THAT'S AT SIXTEEN AND A HALF MILLION WE TALKED ABOUT HERE YOU CAN SEE A SMALL TECHNICAL ADJUSTMENT WITHIN THE COUNTY TRANSFER WHERE THAT WAS LOWERED FROM A PREVIOUS EXPECTATIONS.

THE BIG ADJUSTMENTS ARE WITHIN THOSE TWO STATE LINES, RIGHT? STATE BASIC AID WHICH IS PRIMARILY SOQ AND COMPENSATION RELATED, AND THE SALES TAX OF ABOUT 4.7, WHICH IS REALLY A TREND BASED UPDATE THAT WE'RE REALLY, REALLY EXCITED ABOUT.

AS YOU LOOK AT IT HERE FROM SIXTY SIX TO SEVENTY ONE, LOOKS LIKE A LOT.

HOWEVER, WHERE WE EXPECT TO END THIS CURRENT FY 21 IS AROUND SIXTY NINE MILLION, SO THAT'S SIXTY NINE TO SEVENTY ONE IS A PRETTY TYPICAL INCREASE YEAR OVER YEAR FOR SALES TAX.

SO I FEEL GOOD ABOUT THAT UPDATE.

DIGGING ONE STEP DEEPER INTO THE STATE REVENUE UPDATES.

I MENTIONED THAT FOUR POINT SEVEN MILLION, EIGHT POINT TWO OF THIS IS FROM THE C OMPENSATION.

THIS IS REALLY TRANSITIONING FROM THE GOVERNOR'S PROPOSED TWO PERCENT BONUS TO THE GOVERNORS.

AND THE GENERAL ASSEMBLY IS NOW ADOPTED FIVE PERCENT ONGOING SALARY INCREASE.

THAT WAS AN EIGHT MILLION DOLLAR INCREASE TO OUR BUDGET, SOME SMALL ADJUSTMENTS WITHIN THE INFRASTRUCTURE AND OPERATIONS FUND.

BUT THE OTHER BIG ADJUSTMENT BEING THE BASIC CHANGES ARE PRIMARILY REFLECTING THE CHANGE FOR THREE SPECIALIZED SUPPORT POSITIONS PER 1000 STUDENTS OF ABOUT THREE POINT TWO MILLION.

WITH ANY STATE DOLLAR COMES FROM STATE STRINGS.

AND I'D LIKE TO JUST HIGHLIGHT THE TWO BIG ONES IN THESE AMENDMENTS, WHICH I THINK BOTH OF WHICH WE ARE GOING TO BE SORT OF AVOIDING THE STRINGS ON THE STATE AID INCREASE REQUIRED THAT WE PROVIDE A FIVE PERCENT INCREASE TO COVERED POSITIONS IN THIS BUDGET.

I'M HAPPY TO SAY THAT WE'RE WELL NORTH OF THAT, GIVEN THE HISTORIC INVESTMENT IN DECOMPRESSION AND THE SECOND ONE RELATED TO THE STANDARDS OF QUALITY FOR THE THREE SPECIALIZED SUPPORT POSITIONS FOR THE BOARD'S KNOWLEDGE, THAT IS, THINGS LIKE NURSES, LICENSED HEALTH CARE AND OTHER BEHAVIORAL POSITIONS BASED ON OUR CURRENT PROJECTED ENROLLMENT.

THAT WOULD BE ABOUT ONE HUNDRED EIGHTY TWO POSITIONS AT THE CURRENT TIME.

WE ARE EXPECTED TO BE WELL NORTH OF THAT.

SO WE SHOULD BE IN GOOD STATE, GOOD SHAPE THERE.

THERE IS A LITTLE BIT OF AN ASTERISK, THE FINAL GUIDANCE ON THAT IS EXPECTED FROM THE STATE SHORTLY.

BUT EVERYTHING WE'VE HEARD SUGGESTS THAT WILL BE WILL BE OK.

ON THE EXPENDITURE SIDE, THE JUST QUICKLY HIGHLIGHTING, WE'RE PROPOSING A BALANCED BUDGET.

WHERE THE MONEY IS GOING, I'M HAPPY TO ANNOUNCE I MISSED IT ON THE FIRST SLIDE, BUT REALLY IMPORTANT, WE HAD ABOUT SIX MILLION DOLLARS OF COUNSELOR, ESL AND NURSES THAT WERE PREVIOUSLY FUNDED BY SOME OF THE ORIGINAL CARES FUNDING.

WHAT THIS BASICALLY RELATES TO IS A CONSULTANT PAY STUDY SIZE THE IMPACT BASED ON FY 21 EXPERIENCE.

SO THIS FIVE POINT FIVE MILLION IS TO REALLY ENSURE THAT THE FY 22 STEP IS ALSO INCLUDED.

THIS HELPS TO ENSURE THAT WE PREVENT THE SCALE FROM BEING RECOMPRESSED OVER TIME.

ANOTHER IMPORTANT NOTE THAT THE PAY SCALES THAT WERE PUBLISHED PREVIOUSLY ARE STILL VALID.

THOSE ARE STILL WHAT WE ARE LOOKING AT.

THIS WILL RESULT IN AN AVERAGE PAY INCREASE OF ABOUT EIGHT PERCENT FOR THOSE IN THE STUDY.

THIS IS REALLY GOOD NEWS IN AGGREGATE.

SO REALLY QUICK, JUST TO REITERATE AND RECALL WHAT IS ON THE CURRENT CIP AGENDA, YOU CAN SEE A RELATIVELY AGGRESSIVE SET OF GOALS HERE, ESPECIALLY IN FY 23-24, AS YOU SEE BOTH ELEMENTARY SCHOOL AND MIDDLE SCHOOL PROJECTS OCCURRING IN THAT TIME.

AS WE CURRENTLY UNDERSTAND IT, THE BOND REFERENDUM SUPPORTS THOSE FIRST TWO BUNDLES, BUNDLE THREE AND FUTURE PROJECTS ARE FUNDING STILL TO BE DETERMINED ON THOSE.

AND THEY MENTIONED THAT DELAYING TO NEXT YEAR DOES GIVE US THE OPPORTUNITY TO PAIR A BOND

AND SO I JUST WANTED PEOPLE TO KNOW THAT BECAUSE I CONTINUE TO GET A LOT OF CONCERNS AND WE HAVE A PLAN.

I KNOW THAT WE'RE GOING TO HAVE WORK TO DO BECAUSE IT'S REALLY THE MEALS TAX IS UP TO THE CITIZENS.

CASEY MADE A SOLID CASE FOR WHY A MEALS TAX HAS A BETTER CHANCE OF PASSING IF WE WAIT TILL NEXT YEAR.

SO I WOULD SAY TO THE CITIZENS WHO ARE CONCERNED WE'RE GOING TO FIGURE THIS OUT AND HOPEFULLY COULD EVEN GET AN INCREASED REFERENDUM.

SO I THINK AS YOU SINCE YOU OPENED THE DOOR THERE, I THINK THE OTHER THING THAT I'D LIKE TO COMMENT TO THE BOARD THAT THAT CAME OUT OF THE SAME DISCUSSION IS AS THE COUNTY AND QUITE FRANKLY, THE SCHOOLS, AS WE LOOK AT OTHER FUNDING SOURCES, ADDITIONAL CARES FUNDS, ADDITIONAL INFRASTRUCTURE OPPORTUNITIES, ET CETERA, WE CONTINUE TO WORK CLOSELY WITH THE COUNTY ON WHETHER AND HOW WE CAN USE SOME OF THESE EXTRA OR NEW FUNDING SOURCES TO SUPPORT THE CONSTRUCTION PLAN.

I'M NOT HERE TODAY TO SAY I HAVE A DEFINITIVE PLAN ON ANY OF THE GIVEN ITEMS, BUT I WILL COMMENT THAT WE'VE HAD A GREAT RELATIONSHIP THUS FAR WITH THE COUNTY ON EXPLORING ALTERNATIVE FUNDING FOR SOME OF THOSE ITEMS THAT WERE ON THE LATER PIECE OF THAT REFERENDA OR CIP.

SO UNLIKE THE FIRST SET OF CARES AND ESSER MONEY, WE ARE NOT RACING AGAINST A CLOCK THAT'S COUNTED IN WEEKS.

IT'S COUNTED IN YEARS.

SO IT GIVES US A LITTLE BIT OF OPPORTUNITY TO TO SPEND THIS A LITTLE BIT MORE THOUGHTFULLY THAN THAN WE MIGHT OTHERWISE HAVE.

THE SECOND SET OF DOLLARS ESSER 3 DOLLARS AMERICAN RESCUE PLAN ACT FUNDS.

THIS ONE IS JUST UNDER FIFTY ONE AND A HALF MILLION ONCE AGAIN TO HIGHLIGHT THE DATES ON THIS ONE SIMILAR TIMELINE, EXCEPT IT EXTENDS OUT ANOTHER YEAR.

SO AS WE LOOK AT THIS, CLOSE TO SEVENTY FIVE DOLLARS MILLION OF FEDERAL FUNDS THAT I'LL COME TO TALK TO THE BOARD ABOUT OVER WELL THIS MONTH AND NEXT MONTH, IT DOES EXTEND THE OPPORTUNITY TO SPEND SOME OF THOSE FEDERAL FUNDS WISELY THROUGH SEPTEMBER OF 2024, WHICH IS WHICH IS GREAT.

PROPOSED USES HERE.

ESSER 2 TWENTY TWO POINT EIGHT MILLION, AS I SAID, MOSTLY FOCUSED ON TWO BIG SETS OF ACTIVITIES, ONE, REMEDIATION OF LEARNING.

THINK ABOUT IT AS SUMMER SCHOOL TUTORS, THINGS LIKE THAT AS A BIG PIECE OF IT.

AND THE OTHER BIG ONE ON HERE IS REALLY AROUND SCHOOL SAFETY AND TOUCHLESS AND FINISHING THE JOB THAT WE STARTED WITHIN THE SCHOOLS TO TO ADVANCE THE HVAC BUSINESS, ADVANCE THE TOUCHLESS LIGHT SWITCHES, FAUCETS, ET CETERA, THINGS LIKE THAT, AS WELL AS CONTINUING TO LEAN INTO ONLINE LEARNING, DIGITAL CURRICULUM NEEDS AS WELL AS TECHNOLOGY.

TWO MILLION FOR CONTINUING TO SUPPORT CHROMEBOOKS FOR SUMMER SCHOOL, FOR TEACHERS, FOR STUDENTS, ETC.. CONTINUING TO LEAN INTO THAT.

THERE'S AN OPPORTUNITY TO LEAN IN ON SOME OF THAT ACTIVITY WITH ESSER 3 FUNDING AND QUITE FRANKLY, CONTINUING SOME OF THE GOOD WORK IN ESSER 2, ALWAYS WITH AN EYE TO MISS COKER PLAN TO CONTINUE TO DO THIS IN A WAY THAT DOESN'T CREATE A GIANT CLIFF AT THE END OF 2025.
